Members present: Ed Murphy, George Theophanis, and Dolores Carroll.
7:35 p.m. Chairman Murphy called the meeting to order in the Conference Room of Town
Hall.
CPDC Chairman Thomas Stohlman and Town Manager Peter Hechenbleikner were present.
Town Manager Peter Hechenbleikner joined the Bylaw Committee in reviewing warrant
articles for the Annual Town Meeting, prior to the Committee making their recommendations.
Article 8: If accepted, quarterly tax bills would bring in additional revenue of $185,000 per
year (interest on the money), with an office expense of $4,000. Budget before the Fin Com is
based on additional revenue.

Article 9: Changing assessment dates would bring in additional revenue of $200,9W for
FY91.
Article 11: Amending the Administrative Code of the Charter would eliminate the
Community Planning and Development Commission as a separate department and bring them
under Public Works, Conservation would come under Human Services, Fuel Assistance
would be eliminated, Insurance Committee would be under General Services and the Arts
Council and Historical Commission would come under the Library.
Article 20: Acceptance of this article would give a property tax exemption of
$500 for improvements to property to provide elderly housing.
Article 21: Would turn the responsibility of clearing certain sidewalks from the Town over to
the property owner /tenant/occupant.
Article 22: If accepted, centralized purchasing would be done by a Chief Procurement
Officer, who in this instance would be the Town Manager and raise the advertising of written
bids to $10,000.
Article 23: Any fees or fines would require Town Meetings' approval. Peter is not in favor
of this article.
Article 24: Calls for transferring real estate funds to a special fund rather than the general
fund. Chairman Murphy to invite Petitioner of this article, John Price, to our next meeting.

Article 25: Petitioner to be invited to a joint meeting between the CPDC and Bylaw
Committee on Monday, March 26, to discuss reasons for changing zoning from residential to
business.
Article 28: Would change the dates of licensing dogs from April 1 through March 31, to
January 1 through February 1, thereby allowing dog license registrations to be mailed out
with the census forms.
Article 31: CPDC Chairman Thomas J. Stohlman asked for suggestions -for drawing up a
bylaw which would allow an accounting of fees collected from various departments. He
explained that his department gave back $52,000 to the Town from surplus fees, yet other
departments use the fees they collect. What he is looking for is conformity in dealing with
this issue. George Theophanis suggested that he present it in the form of an instructional
motion to set up an ad hoc committee to study further.
9:47 p.m. Meeting adjourned. Next meeting to be held on Tuesday, March 13 in the
Employees Lounge.
