HomeMy WebLinkAbout1990-03-13 Bylaw Committee Minutes(4610; BYLAW COMMITTEE MINUTES #171 March 13, 1990 It Members present: Ed Murphy, George Theophanis, Nils Nordberg and Dolores Carroll. 7:35 p.m. Chairman Murphy called the meeting to order in the Employees' Lounge of the old library. Minutes #170 were read and accepted as amended by a vote of 3-0 with 1 abstention. Article 8: On motion of Nils Nordberg, seconded by George Theophanis, Article 8 was recommended by a vote of 3-1 -0. Article 9: On motion of Nils Nordberg, seconded by Dolores Carroll, Article 9 was recommended by a vote of 4 -0 -0. Article 11: Action pending. Article 20: Action pending. Article 21: On motion of Nils Nordberg, seconded by Dolores Carroll, Article 21 was not recommended by a vote of 4-0 -0. Article 22: Amended as follows: delete " Sections 4.4.5 through 4.4.7," renumber "Section 4.4.8 to become Section 4.4.5" and retitle "4.4 Contracts" to "4.4 Conflict of Interest." On motion of Nils Nordberg, seconded by George Theophanis, Article 22 was accepted, as amended, by a vote of 4-0 -0. Article 23: On motion of George Theophanis, seconded by Nils Nordberg, Article 23 was laid on the table. Chairman Murphy will invite Town Counsel Ted Cohen to our next meeting to offer some insight. Article 24: On motion of George Theophanis, seconded by Nils Nordberg, Article 24 was recommended by a vote of 4 -0 -0. Article 25: Action pending. Article 27: On motion of Nils Nordberg, seconded by George Theophanis, Article 27 was recommended by a vote of 4 -0-0. Article 28: On motion of Dolores Carroll, seconded by Nils Nordberg, Article 28 was recommended by a vote of 4 -0 -0. D 14 -2- Article 31: Action pending. George Theophanis drew up the following motion to present to the Selectmen to be included in the warrant for the Special Town Meeting within the Annual Town Meeting: To see if the Town will vote to amend Section 3.5 of the General Bylaws by adding a new subsection as follows: "3.5.3 The terms of the Bylaw Committee shall expire on the first day of July." On motion of George Theophanis, seconded by Dolores Carroll, the committee recommended the motion by a vote of 40-0. 10:00 p.m. Meeting adjourned. Next meeting to be held on Wednesday, March 28.
