HomeMy WebLinkAbout1992-12-31 Bylaw Committee MinutesReport of the Bylaw Committee December 31, 1992 During the past -year the town meeting voted seven zoning bylaw amendments, five general bylaw amendments, two acceptances of general laws and one special act of the general court. The zoning bylaw amendments were as follows: Amend Section 4.9 to define that a Planned Unit Development Overlay District provide for buffering adjacent to residential areas. Amend the zoning map to extend the Planned Unit Development Overlay District to all remaining industrial districts in the Ash Street/Walkers Brook Drive area. Amend Section 2.2.13 and Section 2.2.21.1 to clarify the definitions of frontage and lot width. Amend Section 4.9 to allow biotechnology uses in the Planned Unit Development Overlay District. Amend Section 4.10 to allow greater diversity within Planned Residential Development Districts. Amend Section 4.2.2 to allow Planned Residential Development Districts in certain area in the Town. bylaws. Amend Section 4.6 to rescind the Townhouse section of the zoning The general bylaw amendments were as follows: Add Section 4.1.4 to create the Capital Improvement Advisory Committee. Amend Section 2.1.7 to change the closing date of the Subsequent Town Meeting to the fifth Tuesday preceding the Subsequent Town Meeting. Amend Section 5.7.16 and section 5.7.17 to clarify the enforcement of the Conservation Commission with regard to Conservation Bylaws. Added Section 3.8 to formally establish the Audit Committee. Added Section 5.12 to regulate the number of Junk Cars in a residential area. k ` The acceptance acts were as follows: Chapter 138, Section 126 - Acts of 1991 relative to adoption of $40,000 as maximum qualifying gross receipts for deferral of property taxes. Chapter 44, Section 53F 1/2 to establish a Rubbish Collection Enterprise Fund. The special act concerned authorizing the transfer of control of conservation land to the Conservation Commission for the purposes of conveying it to the Reading Rifle and Revolver Club, Inc. in exchange for an equal or greater amount of land to be held for conservation purposes.
