HomeMy WebLinkAbout1985-03-27 Planning Board MinutesMinutes of the Meeting of March 27, 1985. Chairman Rich called the meeting to order at 7:30 P.M. with Board members J. Wood, S. Trainor,.M. Slezak and D. Devine - present. Also present were Industrial Development Commission Chairman, Dan Ensminger, IDC members R. O'Connell, C. Nitzche, E. McPartlin and D. Stroeble. John Street Study Request for Proposals The Board members and IDC members reviewed the draft "RFP" and made their changes and corrections. The final report will be sent out to consultants on or about April 2, 1985 with a return date for submission from consultants for April 22, 1985. Fair Housing After reviewing the work program for 1985/86, Ms. Trainor volunteered to serve as liaison to Fair Housing Committee for the Planning Board. Background information was presented concerning the town's Affirmative Action policy, and the Massachusetts Commission Against Discrimination (MCAD) ruling that the Town of Reading is in non - concurrence with their regulations for affirmative action. This is a 3 -part program: 1 - Equal Employment Opportunity 2 - Fair Housing Program 3 - Anti - Discrimination (Hiring of minority /and minority -owned businesses) MCAD has the opportunity to comment on any state /federal grant application for discretionary funds. Because the town has not as yet filed their fair housing plan, MCAD can rule unfavorably on any of the discriminatory grants we apply for, thus making the town ineligible to receive funds through these programs. Chairman Rich stated that she had spoken with the Selectmen and asked that they appoint a member of the Planning Board to the Fair Housing Committee. Members of the Fair Housing Committe have made a similar request. The Selectmen question whether or not this appointment would be in conflict. They will investigate this matter further and report back to the Planning Board with their comments. Personnel The Administrative Assistant informed the Board that her daughter, Suzanne Plansky, will be working with the Department of Environ- mental Management as an intern for the period of April /September 1985. This was duly noted by the Board and asked to be recorded in the minutes to assure that the proper notification had been made to the Board.
