Chairman Rich called the meeting to order in Room 127, Reading
Memorial High School, 62 Oakland Road with Board members
D. Devine, J. Wood and S. Trainor present.
Finances
Town Moderator spoke to the Board and stated that the Finance
Committee would be presenting an "omnibus" article for
passage of the entire department's budgets, except as presented
under Special Warrant articles. Questions can be asked on
specific line items. The Moderator asked if there were any
further questions in this regard. There were none.
Special Permit for Townhouses in 5 -10 Districts
Board reviewed the report on Articles 11, 12, 13 and 14 and
noted the changes they wished made. Ms. Trainor then asked
the Chairman if she would be making a minority opinion. The
Chairman stated that she would speak to this article to
clarify the town's position regarding fair housing as contained
in this proposal. The Chairman stated that she abstained from
voting for this article because she wanted to see some motion
made on the town's housing program and she felt that this could
be an answer to that need. Ms. Trainor objected to a minority
opinion being given as the Chairman never stated her reasons
in the public hearing for either abstaining or affirming this
proposal. Chairman Rich stated that she would then present
her facts as an individual on Town Meeting floor.
Mr. Devine was asked to make the presentation to Town Meeting
and declined. Chairman Rich stated that she would make the
report under Amhicles 11, 12, 13 and 14 for the Planning Board.
Master Plan Funds
Chairman Rich informed the members of the Board that according
to sources in Boston, the Town of Reading is not on the final
list of communities being considered for funds for the up-
dating of the community's comprehensive plan (Master plan).
There being no further business before the Board, it was voted
to adjourn to Town Meeting at 7:50 P.M.
