Chairman Rich opened the meeting at 7:15 P.M. with Board
members J. wood and M. Slezak present.
John Street Study - RFPS
Board reviewed and discussed the proposals received before
the deadline date /time:
1)- Minot, DeBlois and Maddison, Inc.
2)- Connery Associates
3)- Economics Research Associates
4)- Lozano, White and Associates
5)- Vollmer Associates
Letters from SEA Consultants, and Sasaki Associates were
forwarded stating that they would not be responding at this
time. Kimball Chase had asked for an informational meeting
but the time frame for this was not possible because of
Town Meeting and other board business.
Mr. Devine appeared at the meeting at 7:20 P.M. and continued
discussion on received RFPS.
Finances
Board will be seeking a transfer of funds to cover the overrun
expected in the salary account due to the heavy work load with
the Planning Board's current work schedule.
ECOD - Master Plan Grant
It was reported that no grant for updating the master plan
for the Town of Reading was granted.
Town Meeting
Board discussed the recent events at town meeting.
John Street Study (continued)
Mr. Slezak recommended that the Board select the above -named -
#1, 2 and 3 consultants as finalists. Vollmer's response was
very poor quality and not responsive to the RFP. Board felt
that since there were only 4 others, they should interview
the other respondents. Meeting time for all 4 was set to
begin at 1/2 hour intervals for Monday, April 29, 1965 commencing
at 7:30 P.M. As space is limited, each consultant was asked
to be only a few minutes early for the interview. Mutually
satisfactory time during that allotted period will be scheduled
for each consultant.
Upon a motion duly made and seconded, it was unanimously voted (4 -0 -0)
to reject in the short -list choice the response of Vollmer
Associates on the basis that it was very unresponsive to the
RFP.
Mr. Ensminger and Mr. Hewitt.of IDC were briefly present for
Board's review of the consultants for the John Street study.

Master Plan Grant
Discussion of Master Plan grant rejection took place. The
Board reviewed the letter from Senator Buell in this regard.
Mr. Devine will write letter to the Chronice editor regarding
the rejected application.
Fair Housing
Chairman Rich has volunteered to become interim volunteer
director for Fair Housing. Also, the Selectmen have changed
their vote and now have decided to have a Planning Board
member serve on the Fair Housing Committee. Chairman
Rich agreed to serve in this capacity for the Board.
Dolben /Wakefield Proposal
Board discussed new proposed towers of Dolben in Wakefield,
near Reading's Summit Towers. They are preparing a special
article for Town Meeting in Wakefield to rezone land. Reading
o /k /'s water and sewer service.
Woburn /Zoning of land off West Street /Dragon Court
It was reported that the City Council in Woburn changed their
vote on zoning above -named land to R -1 and has changed it
back to Industrial Park (IP). This is the strip of land
east of Route I -93 bordering Reading and cut off from Woburn
by 93). It was reported that Callan and his entourage were
there but there were no residents present.
There being no further business before the Board, it was unani-
mously voted to adjourn at 8:30 P.M.
