Slezak AIMINISTRATIVE ASSISTANT Interview with Martha Carrier for position of Administra- tive Assistant to the Planning Board. Mrs. Carrier gave a brief history of her previous employment. She is presently working for the Conservation Commission /Building Inspector which is full time. She also indicated that she has had several other office positions including Office Manager of a Plumbing and Heating Contractor. Mrs. Carrier further explained that it is her choice to leave a full time position and work only part time. This position had been posted in the manner prescribed by the personnel board and Mrs. Carrier was the only applicant. Motion by Trainor, (2- Devine) to hire Martha Carrier as Administrative Assistant to the Planning Board - a starting date to be determined. Vote: 4 -0 -1 JOHN STREET Pam McKinney of MDM and Alan of Bailey & Aldrich presented an interim report of the study being prepared for the John Street Industrial Land. In all cases in building on a former landfill, DEQE must approve. This can be tentative or informal approval followed by any required additional testing. It can be that the Developer will have to bear the brunt of DEQE. If DEQE does not give approval or disapproves building on the major portion of the site, the BPW can go in their presently planned corner and development of the balance of the site will have to wait. If the BPW can find an alternative side with lower or equal land value and tax value then alternative 3, full development is possible. If there is no alternative site or if the cost is too high, then the only conclusion is to build the BPW on the site with the remainder of land going to a private developer. The end result projected by MDM will include what should be in a developers kit, development guidelines and technical memoranda. As to water resources it will be necessary to consult with the BPW to see if there is an adequate water supply in the town to have a full development on the site. Suggestions by McKinney: 1. That a letter be sent to DEQE asking for their initial feelings about development on a landfill. 2. Send trial balloons to developers. She will draft a letter and provide a mailing list. 3. That the town sl.ould look for alternative sites. 4. That a final product should include a technical memo on developers and development P.B. Minutes - 2 - 8/14/85 There is always the question of risk. Will DEQE approve any development beyond the BPW corner? Future activity will be to draft a letter to potential developers and to proceed on producing risk assessments. MINUTES Motion by Slezak (2- Devine) to accept minutes of 8/7/85.
