READING PLANNING BOARD
Minutes of September 3, 1985
PRESENT: M. Rich, Chairman; J. Wood, Clerk; Board Members - M. Slezak,
D. Devine
Meeting convened at 7:30 PM in the Planning Board office, 6 Lowell Street.
REPORT FROM CHAIRMAN RICH
Brief review of the discussions with Mr. Rivers, developer, and
O.B. Latham, attorney, regarding the proposed development of the Com-
munity Center.
SPECIAL TOWN MEETING
Two articles have been placed on the Warrant for the Special Town
Meeting on September 23, 1985;
The first is a report on the study of the John Street Landfill.
The second is a broad money article -- if any money might be
needed for tests or other expenses on new sites.
SITE PLAN REVIEW
Attorney Cohen (Town Counsel) has discussed the legal aspects
of the proposed Site Review Bylaw with the MAPC attorney for Site
Approval. Both are in agreement.
JOHN STREET STUDY
The Board discussed the John Street Report and suggested that it
would be good, if possible, to describe the areas of the Planning
Board's concerns and to put this in a mailing for Town Meeting.
The Board reviewed the substance of the Trancoa hearing before
the Zoning Board of Appeals to be held on September 4, 1985. The pur-
pose of the hearing will be to allow crossing residentially -zoned land
to gain access to industrial land. It was suggested that a vote had
been taken previously, indicating that the Board did not favor this
practice. The example of proposed entry to Woburn industrial land
via an entrance off West Street, Reading, through residential land was
brought up.
The sense of the Board present was that the .practice_ of crossing
residential land to gain access to industrial land should not be per-
mitted.

JOHN STREET LANDFILL
Chairman Rich spoke of the discussion with DEQE (Department of
Environmental Quality Engineering) regarding the proposed development
of the John Street Landfill.
She reported, via Anthony Fletcher (Superintendent of Public
Works), that the DEQE sees no problem with the front part of the land-
fill, but it has no opinion on the back land because there is no clos-
ure plan.
MC MANUS PROPOSAL
The Board reviewed and discussed the question by the Selectmen
regarding the proposal of McManus to lease part of the landfill to
expand their parking lot.
Motion: D. Devine Second: J. Wood
That the Planning Board advise the Selectmen, regarding the
proposal of McManus to lease part of the landfill for addi-
tional parking, to reject any proposal for any disposition
of the John Street industrial land until after the Special
Town Meeting and the presentation of all reports regarding
said land. VOTE 4 -0 -0.
