HomeMy WebLinkAbout1985-10-16 Planning Board Minutes,o READING PLANNING BOARD Minutes of October 16, 1985 PRESENT: M. Rich, Chairman; J. Wood, Clerk; S. Trainor, Board Member; M. Carriers, Administrative Assistant Meeting convened at 7:40 PM in the Planning Board office, 6 Lowell Street. CORRESPONDENCE Miscellaneous correspondence was reviewed by Board members. In response to a request, from attorneys for the plaintiffs in the Transitron appeal, Mrs. Rich asked Mr. Wood to review his minutes on the Planning Board's Transitron vote and to contact Mrs. Carriers with the particulars. Woburn is considering altering side setback requirements from 20' to 12'. Stoneham is considering a one -year moratorium on all building in order to investigate and evaluate the impact of increased building in that Town on water supply, sewage facilities, and existing roads. OTHER 1) Pro Deed Future Projects - Suggestions have been made that the Planning Board look into zoning regulations for satellite receiv- ing dishes, "Bed & Breakfast" establishments, and solar energy systems. 2) Minutes of September 30, 1985 were approved as read. VOTED 3 -0 -0. 3) Agenda - Mrs. Trainor requested that agendas be made available prior to future Planning Board meetings. ZONING BYLAW HEARINGS & TOWN MEETING PRESENTATION Public Hearings are scheduled on the following zoning bylaw amend- ments: Wednesday, October 23 - 8:00 PM - Reuse Rezoning Wednesday, October 30 - 8:00 PM - Site Plan Review 9:00 PM - Board of Appeals (Section 7.4.2.2.) Wednesday, November 6 - 8:00 PM - Aquifer Protection Plan Mrs. Trainor agreed to develop a rationale for the Board of Appeals (Section 7.4.2.2.) article. Messrs. Wood and Devine will work together on the Reuse Rezoning article. Nelda Hoxley (MAPC) will be consulted on the Site Plan Review article. Input will be requested from all Board members and consultants (such as Mrs. Quimby and Mr. Latham) before rationales are drafted. Final drafts will be mailed to Town Meeting members by November 6. Mailing costs could, possibly, be shared with the Town Clerk's office. Minutes of October 16, 1985 Page Two Site plan review and reuse rezoning similarities and differences were discussed. PUBLIC WORKS GARAGE TASK FORCE Mr. Slezak was not in attendance at the Board meeting as he is the Planning Board representative to the task force, which was meeting at the same time. Mr. Agnew would like the representative from Minot DeBlois & Maddison to attend a task force meeting. These services are not cov- ered by the Planning Board contract. LONGWOOD POULTRY FARM Previous decisions of the Land Bank Court have been to allow a access to large tracts of commercial /industrial land across residential land. It is unlikely they would decide otherwise on the Callan case. Mr. Callan is holding an option on the Longwood Poultry Farm. If he were to propose rezoning this property for office buildings the Planning Board has expressed interest in traffic control and establish- ing a greenbelt buffer for nearby residents.
