Minutes of March 19, 1986
PRESENT: M. Rich, Chairman; J. Wood, Clerk; S. Trainor and M.
Slezak, Members; M. Carriers, Administrative Assistant;
T. Stohlman, Candidate
Meeting convened at 7:30 PM in the Selectmen's Meeting Room at
Town Hall, 16 Lowell Street.
SITE PLAN REVIEW
STARR REALTY TRUST - 125 -131 MAIN STREET
Those materials requested at the public hearing were reviewed
by Board members.
Mrs. Rich and Mrs. Trainor reported that those abutters not
attending the hearing were contacted to ascertain their opinion
of the proposed lighting and revisions. They were reported to be
satisfied with the proposal.
The applicant requested the pedestrian accessways in the front
of the building be eliminated. This matter was thoroughly discussed
by all parties and a planted barrier was finally agreed to.
The Board then unanimously voted to accepted the Site Plan
Review of 125 -131 Main Street, as shown on the revised site plan
and landscaping plan and as indicated in a letter to the Planning
Board from O. Bradley Latham, Esq., dated March 13, 1986 -- with
the exception of item 4 Entranceway-Platform, which is amended tc
include planted barriers instead of raised platforms. VOTED 4 -0 -0.
ARTICLE 39 - ANNUAL TOWN MEETING WARRANT
PROPOSED REZONING OF PORTIONS OF CAMP CURTIS GUILD
The taped public hearing was opened by Mrs. Rich. Mr. Wood,
Clerk, read the legal notice. Presentation of the Article was
made by the Board of Assessors, led by Mr. Locke.
The State periodically .(every five years) appraises certain
State -owned properties and reimburses the various towns in which
these parcels are located for their use. In appraising this land,
the State sets a much higher value on non - residentially zoned land.
Camp Curtis Guild is zoned residential.
The Board of Assessors feel that rezoning Camp Curtis Guild will
not only reflect, more accurately, the use of the land, but will
also be in the best financial interests of the Town.

Various citizens expressed concern over the long -range effects
of rezoning. They were reassured by the Board of Assessors that,
as long as the property is owned by the State, there is little
likelihood this land will ever be used for anything other than its
present use. If the State were no longer the owner, State and
local regulations would safeguard the Town's interest should devel-
opment occur.
Planning Board members agreed that Town Counsel should be con-
sulted as to these long -range effects and that the State's future
plans for Camp Curtis Guild should be investigated.
They then agreed to sponsor this Article for Town Meeting.
SITE PLAN REVIEW PROCEDURES
Board members discussed the various methods for rendering deci-
sions and decided to utilize that method currently employed by the
Board of Appeals. Decisions will be signed by the Chairman.
Final revisions were made on the draft Site Plan Review proced-
ures for application.
MINUTES
Minutes of March 12, 1986, March 11, 1985, August 14, 1985 and
August 21, 1985 were approved as read. Minutes of March 20, 1985
were approved with minor amendment. VOTED 4 -0 -0.
CORRESPONDENCE
Miscellaneous correspondence was reviewed.
OTHER
1. The Board bade farewell to Mrs. Trainor and Mr. Slezak with
many thanks for their year bf service.
2. Rivers, Ace Art - A building permit was issued in December,
1985 for alterations valued at $20,000; the Building Inspector
reports alterations to date have exceeded that figure. If
the use of the building is being changed this project will
come under Site Plan Review. The Building Inspector will be
requested to look into this issue and, if there is, indeed,
a change in use, to notify Mr. Rivers of the necessity of
filing an application for Site Plan Review.
3. Avon Dispatch - Interior partitions are being constructed in
the old General Tire Building. Mrs. Rich and the Building
Inspector will investigate this possible change in use. Should
it be determined that this project comes under Site Plan Review
a hearing is tentatively scheduled for April 9.

Reading Housing Authority - Plans have been submitted for
consturction of three duplex units of housing on land located
at Waverly and Oakland Roads. A public hearing for Site Plan
Review is scheduled for April 16, 1986. Board members
requested additional copies of the plans.
