There being a quorum the meeting was called at 7:00 PM

Mr. Blodgett called the applicant at the meeting to see if they planned to attend. The applicant was not
notified regarding this meeting. The Commission talked about if the applicant would need to be at the
meeting to discuss application. The owner would like to put a 10x10 vinyl shed. They talked about the
location of the shed. The application states 50' from street, would this be behind the stockade fence?
The Commission agreed more information from the homeowner is needed. This meeting is
rescheduled to Monday August 26, 2013.
The Commission talked about outer buildings in general in the district; and if they are an intrusion.
After a discussion, they decided the location on the property does affect the look of the district.
103 West Street
Mr. Blodgett stated he talked to the homeowner regarding his leaking roof, which is causing mold in his
house. Due to the emergency situation, Mr. Blodgett suggested he come to this meeting. There was no
application filed at the Building Department. The homeowner talked to the Commission regarding the
application he brought to the meeting. The house is built in 1895, but the addition was built in 1950.
The roof of concern is on the addition and can been seen from the street slightly. It is in the back right
and is a low slope roof. The flashing was not done correctly, causing the mold. The contractor will demo
roof and ceiling below to the vertical beam. There will be new insulation, sheet rock and an EPDM
rubber roof.
The Commission discussed what type of certificate could be issued. The Commission let the applicant
know their jurisdiction is only the outside of the house. The roof has to be replaced with the same kind
of material, no changes to the outside wood.

The Commission talked about the procedure of this application. It needs to be received and stamped in
by the Town Building Department. The homeowner will submit an application to the Building
Department tomorrow.
Motion made by Ms. Adams to allow Chair to approve resubmitted application. Ms. Bornstein
seconded. Vote was 3 -0-0.
Motion made by Ms. Bornstein to issue a Certificate of Non Applicability under 7.3.9.3 Ordinary
Maintenance. Ms. Adams seconded. Vote was 3 -0.0.
Meeting Minutes
Motion made by Ms. Adams to approve August 12, 2013 meeting minutes as amended. Mr. Blodgett
seconded. Vote was 3.0.0.
The Commission discussed if an application is received and is a true emergency if the Building Inspector could
supersede the Commission. Mr. Blodgett will look into
The Commission discussed how this Commission should be West Street Historic District Commission not
Historical. Historical is sometimes used and should not be.
The Commission members present gave permission to add their smalls to the Town email system. Their
personal emails should not be given or seen to an applicant.
Mr. Blodgett stated that he found another West Street house in the district that is not listed. The address is at
247 West Street. There is one driveway for two houses. The houses are not connected. The Commission
discussed and decided more information is needed to move forward.
Ms. Bornstein asked for a copy of the West Street Historic District guidelines.
The Commission talked about needing new members and associates. It was noted that associates can vote.
This will help when a member can not attend a meeting.
Mr. Blodgett asked the members to keep an eye out for shed and fences in the district.
