June 24, 2013
The meeting convened at 7:00 pm in the Conference Room, 16 Lowell Street, Reading,
Massachusetts. Present were Committee members Alan Foulds, Phil Pacino and James
Bonazoli as well as candidate Marcel Dubois, Bylaw Committee member Stephen Crook
and Town Manager Bob LeLacheur.
Mr.Foulds called the Committee to order and described that one three-year term on the
Bylaw Committee was open due to Phil Pacino's decision to step down. He also noted a
two-year term expiring in 2014 remains open, and another two-year tens expiring in
2014 would be open in late July as Dolores Carroll indicated her decision to resign.
Mr. Dubois gave his background to the BCAC, including being a resident since 1996 and
currently an RCTV volunteer. By profession he is a technical writer, and he also
mentioned he is a new Town Meeting member.
Mr. Pacino described the responsibility as reviewing any proposed Bylaw changes and -
then to report to Town Meeting. He stated there were very few meetings,now that the
Bylaws recodification project has been finished. He reminded that a review of the Charter
was the next task however. Mr. Bonazoli asked if Mr.Dubois was aware of any conflicts,
and he replied only if RCTV issues arose in common. Mr. Crook disclosed that he was
also an RCTV volunteer, and welcomed Mr. Dubois's interest. Mr. Foulds summarized
the openings and thanked Mr. Dubois for stepping forward.
On motion by Mr. Pacino seconded by Mr. Bonazoli,the Bylaw Appointment
_Committee placed the following name into nomination for one three-year term,
expimina on June 30 2016° Marcel Dubois, and voted 3-3-0 in favor of the
appointment.
On motion by Mr. Pacino marking his lone tenure as a member of the Bylaw
Committee and seconded by Mr. Bonazoli the Committee voted to adiourn at
7.15pm by a vote of 3-0-0.

Our records Indicate that your term of office on the above Board, Committee or Commission will expire on

The Board of Selectmen's policy provides that:
1. All Incumbents for terms that are expiring will be sent this questionnaire regarding their desire for
\/ reappointment. This form must be returned to the Town Clerk's Office by May 16, 2013.

To Town of Reading Officials,
After much thought and many prayers I have decided not to seek re-appointment
to the Bylaw Committee when my term expires on June 30, 2013.
At June 30, 20131 will have served as a member of the Bylaw Committee for 27
years. The last 25 of those 27 years I have had the honor of serving as the Chair of the
Committee. I thank the members of the Committee who had confidence in me and
allowed me to serve as Chair over the years. I however feel at this point that it is time
for a change and thus I will not be seeking to be re-appointed to the Committee.
I do want to thank the Moderator, both present and past for their support of the
Committee and for me as the Chair of the Committee. During my tenure on the
Committee I had the privilege of serving with three members I hold in great esteem,
George Theophanis, Jack Russell and Dolly Carroll. I thank them and consider them all
friends.
I thank the Town Manager and his staff for providing the Committee both support
and information over the years. The professionalism displayed by the Town Manager
and staff were much appreciated in gaining knowledge about the Issues place before
the Reading Town Meeting.
I thank Town Meeting members themselves. Sometimes members agreed with
the Committee's recommendation and sometime they disagreed but they always
respected our positions.
Finally, in order to avoid any confusion, I feel I must mention that my decision
here does not affect my position as a Commissioner of the RMLD. I will continue to
serve in that position as long as the voters, who allow me to serve, will let me serve.
