HomeMy WebLinkAbout2011-04-26 Board of Selectmen Minutes - Executive Session ' Board of Selectmen Meeting Executive Session April 26, 2011 The Executive Session convened at 10:30 p.m. Present were Chairman James Bonazoli, Vice Chairman Camille Anthony, Secretary Richard Schubert, Selectmen Stephen Goldy and Ben Tafoya, Town Manager Peter Hechenbleikner and Assistant Town Manager Bob LeLacheur. The Town Manager reviewed an email from Dermot Bolger of Grumpy Doyle's concerning the Health Administrator Larry Ramdin. He also described a meeting he had in person with Mr. Bolger to ask him to make sure of his allegations since they were all based on second-hand information. Earlier today (April 26, 2011) in the email Mr. Bolger verified that he wished to file a formal complaint, with the allegation that Mr. Ramdin was attempting to use his position with the Town in order to gain consulting business on the side. The Town Manager in the meanwhile spoke to Town Counsel Ellen Doucette. If a formal complaint was filed, Town Counsel will investigate the matter — so given today's email that will now proceed. The Town Manager has sent a formal letter to Mr. Bolger, Mr. Ramdin and Town Counsel outlining the situation and allegations. Ms. Doucette is ' scheduled to meet with Mr. Bolger on April 28th. Mr. Goldy commented on the process, and that it was he who advised Mr. Bolger to leave the details out of the complaint filed with the Town Manager, and reserve them for a formal investigation should one occur. This would leave Town Counsel gathering the information independently. Mr. Schubert agreed with that approach, that all of the evidence should come from the Town Counsel investigation. He asked that if she needed outside expertise that she would seek it. Mr. Hechenbleikner said that Town Counsel will not advise the Board of Selectmen what to do, but simply present all of the facts. He said that Ms. Doucette will do a credible job based on past performance. He will ask labor counsel to join in if that pari is needed. He said that the email from today and the subsequent investigation will not be part of the public record. However, all communication until today is part of the public record. Health Insurance Negotiations Mr. Hechenbleikner and Mr. LeLacheur brought the Bond up to date on the health insurance negotiations. The next meeting with the PEC will be on Wednesday 4/27 when a final decision is due. All options being considered are in the MIIA/Blue Cross Blue Shield product line, and are within the amount budgeted for FYI 2.
