Ad Hoe STURGES PARK MASTER PLANNING COMMITTEE MINUTES
November 20 2012 — TOWN HALL BOS MEETING ROOM
Committee Attendance: J. Feudo (Staff Liaison), V. Sachetta, L. McGonagle, F.Driscoll,
G. Katsoufis, G. Juffre, L. Egan, K. Varney
Also Attending: George Zambouras (Town Engineer), James Bonazolli, Jenn Bogosian, Beth
Crowley, Sandy Lethin, Bill Brown
• 6:32pm L. McGonagle called meeting to order
• John introduced George Zambouras, Town Engineer
o Working on best management practices with surrounding communities
• Make a constructed wetlands in the area of replication that was proposed
o No funding, but potential that might be able to get grant from Clearwater Act (very
competitive, but worth a try to seek additional funds)
o Put settling basin, put wetland plants to take up water and pollutants
• Conservation Law doesn't recognize natural vs. manmade wetlands
• Want to see quality experience
• Recognize as public facility, public benefit
o Value of wetland was poor, so we need to improve
• Wetland vegetation is significant
• Goals are aggressive, and may not be achievable
• Go to Conservation with a plan — don't go a third time without a plan
• Prove to ConsComm that what we're doing for replication
• Come up with final plan, do full survey (well before we get into conservation).
• George presented existing and proposed conditions
• Need to know — up front — what should be used for skating area
• Site amenity to be added: Include lighting
• Replication has to be within the same water shed
• Flooding not allowed in new areas ... only ones that have been flooded in previous years
• ConsComm might be lenient, within the bounds of the law
• Come up with all possibilities, and George will figure out what can be done (for all phases,
extensions, get one permit) — only want to make the argument once
o Playground might be one exception, since it's not an exception
• Phase 1: Playground
• Phase 2: Rest of plan as funds become available
o Come up with order of priority
• Create and finalize plan
• George, Engineer puts price tag on it
• George to do a parking count
• George, Engineer departs
• Wrap up by end of year
• Placement of benches, picnic tables, lights (underground, if possible)
• Corps of Engineers will take on projects, and save a considerable amount of money
• Need fence around playground (4- foot), with — benches inside
• Vote on proposed plan:
0
• Review of Master Plan
• Assign tasks
• Write -up due 1st week of December, if possible
• Get more public input at final plan
o Put on front page of Chronicle, Reading Patch, etc.
o Schedule for l st of January
