BYLAW COMMITTEE MINUTES #308
Monday, March 11, 2013
7:45 p.m. Meeting called to order in the Arnold Berger Room of the Town Hall.
Members Present: Phil Pacino, Dolores S. Carroll and Stephen L. Crook.
Also Present: Town Manager Peter Heckenbleickner and Selectman John Arena.
Article 24: Selectman John Arena and Peter appeared before the committee to discuss the
amendment to Section 2 -15 of the Reading Home Rule Charter. Basically there are no changes,
just two amendments; the first of which conforms Reading's Referendum Petition language to
Massachusetts law requiring proper petition forms.
Phil moved to recommend the subject matter of the first paragraph and delay action on the second
paragraph until the Subsequent Town Meeting.
On motion of Dolores Carroll, seconded by Stephen L. Crook, the Bylaw Committee voted to
recommend the subject matter of the fast paragraph and delay action on the second paragraph of
Article 24 by a vote of 34)-0.
Article 21: Following a review of the amendment to Section 1.8 of the General Bylaw dealing
with both trash collection and public health violations, it was agreed that penalties be the same for
each, with Peter suggesting that the proposed addition be placed in appropriate order at the end of
the chart.
On motion of Stephen L. Crook seconded by Dolores Carroll, the Bylaw Committee voted to
recommend the subject matter of Article 21 by a vote of 340-0,
Article 22: The committee then focused on changes to the Animal Control Bylaw which include:
waiving dog license fees for owners ages 70 and older; replacing "may" with "sha0" in Section
8.8.3.5 as suggested by the police and replacing "vicious" with "dangerous "in Section 8.8.12.
On motion of Dolores Carroll, seconded by Stephen L. Crook, the Bylaw Committee voted to
recommend the subject matter of Article 22 by a vote of 3 -0-0.
Article 23: Peter informed the committee that the Zoning Map adopted ml 996 cannot be located;
therefore, the intent of this article is to codify and not change the map.
On motion of Dolores Carroll, seconded by Stephen L. Crook, the Bylaw Committee voted to
recommend the subject matter of Article 23 by a vote of 3-0-0.
Minutes #307 were read and on motion of Stephen L. Crook, seconded by Dolores Carroll, were
approved, as corrected, by a vote of 3-0-0.
® 8:37 p.m. On motion of Dolores Carroll, seconded by Stephen L. Crook, the meeting was
adjourned by a vote of 3 -0-0.
