Call to Order Staff Members Present John Doherty, Superintendent 2012 G` 18 P 2: 45 Patty de Garavilla, Assistant Superintendent Mary DeLai, Assistant Superintendent Alison Elmer, Director of Student Services Conner Traugot, Student Representative Cathy Giles, Killam Principal Eric Sprung, Birch Meadow Principal Craig Martin, Coolidge Principal Beth Beaulieu, Parker Assistant Principal Chairperson Janowski called the School Committee to order at 7:05 p.m. She reviewed the agenda and welcomed guests. II. Recommended Procedure A. Public Input (I) Reports I 1. Student Student Representative Traugot reported on the RMHS Drama production of Footloose, winter sports have started and the football team is playing in the first round of the playoffs this week. The Student Council also organized the annual pep rally that was a lot of fun for the students and staff and the National Honor Society members volunteered at the annual Holiday Tree Lighting activities over the weekend. 2. Liaison Mrs. Gibbs reported on the Special Education Parent Advisory Council's recent election of officers. November 26, 2012 Mr. Robinson reported that he attended the visit by Secretary of Education Reville to Birch Meadow. He congratulated Mr. Sprung on the outstanding event. B. Continued Business Middle School Redistricting Dr. Doherty provided a brief history of the school boundaries saying that the middle school lines were reconfigured in 1995 with class sizes remaining fairly consistent. District maps and the memorandum regarding the Options were available to the audience. He shared that when the elementary lines were redrawn a small area of the Birch Meadow district is assigned to the Parker Middle School which has prompted parental concerns. The Superintendent has held two meetings to discuss the options and hear parental concerns. Both sessions were well attended and parents expressed their concerns with the proposed options. Dr. Doherty reviewed the factors that were considered while developing these options. Balanced class size, minimize the impact of multiple split districts; budgetary impact, what is in the best interest of students educationally and sustainability over time are some of the factors. He reviewed the options and turned the meeting over to the Principals. Mr. Sprung spoke of the transition process. He said that 5th grade meetings are held as a whole class and there is no differentiating of middle schools. The schools are actively seeking input from parents of children that have transitioned to middle school. Mrs. Giles added that she is hoping that current sixth grade students that are willing to come back to discuss their transition and to act as mentors to the fifth grade students. Killam also holds grade level meetings instead of homeroom meetings to discuss items in general terms versus one middle school versus the other. The principals are very aware of the anxiety our students deal with when transitioning to middle school. They are working with the school psychologists to ease the transition. Mr. Martin and Ms. Beaulieu echoed the elementary principal's sentiments. Collaboration begins at the beginning of the year. All are focused on doing what is in the best interest of the students. Feedback from teachers and parents is used when beginning the team placement process. The School Committee asked clarifying questions. After discussions with the administrators, Dr. Doherty recommended Options 1 & 2. The Leadership Team feels that these options most effectively address the educational needs of our students. Chair Janowski opened the floor to the public in attendance. Parents concerns included safety issues crossing major roads, why other Options were not recommended and ensuring that transition preparation is started well in advance of the end of the school year. November 26, 2012 Parents understand that the administration is looking for long term solutions to these concerns. Mrs. Janowski called a brief recess at 8:33 p.m. Mrs. Janowski called the meeting back to order at 8:39 p.m. C. New Business Massachusetts Tiered System of Support (MTSS) Presentation Ms. Burd provided a brief overview of the Massachusetts Tiered System of Support (MTSS). This tool incorporates more than academics, it addresses the whole child. This tool does not label students; it places all students at one of three tiers. Students are placed by level of need. Every student begins at Tier 1 and if they require additional services they move to Tiers II & III. Students at risk can be identified through this system. All students start at Tier 1. Student data is used to determine what service students need and will be a factor in which Tier they will be placed. Tier I supports are the core programs and strategies provided to all students within the school building in order to promote successful student outcomes and prevent school failure. Tier II supports are the additional programs and strategies provided to students who require supports in addition to Tier I supports. The purpose of Tier II supports is to reduce the risk of academic or behavior problems while maintaining Tier I supports. Tier III supports are the intensive programs and strategies provided to students who require individualized supports in addition to Tier I and Tier II supports. The purpose of Tier III supports is to reduce the severity of academic or behavior problems while maintaining Tier I and II supports. Ms. Burd indicated that there are data teams at each school that meet every six weeks to evaluate the data. The goal of the district is to have the MTSS model the same at all schools. The structuring of the program will take 6 months to 2 years. Implementation will be being once the support structures are in place and the system will be continually refined. Mrs. Janowski thanked Ms. Burd for providing the information. III. Routine Matters a. Bills and Payroll (A) b. Approval of Minutes Mr. Croft moved, seconded by Mr. Robinson, to approve the open session minutes dated November 5, 2012. The motion carried 6 -0. c. Bids and Donations Award of Contract Ms. DeLai reviewed the bid results for the Structural Steel Repairs at the Main St. Fire Station. November 26, 2012 Mr. Croft moved, seconded by Mr. Spadafora, to authorize the Superintendent to enter into contract with Churchill Engineering of Plymouth, MA for Structural Steel Repairs at Main St. Fire Station. The motion carried 6 -0. Donation RMHS PSST Mr. Croft moved, seconded by Mr. Caruso, to accept the donation of $712.50 from the PSST to be used to support the Improv Instructor for the RMHS Drama Program. The motion carried 6 -0. RMHS Cheering Support Group Mr. Croft moved, seconded by Mr. Spadafora, to a donation in the amount of $928 from the RMHS Cheering Program to be used to purchase equipment for the varsity cheerleaders. The motion carried 5 -0. Calendar IV. Information V. Future Business VI. Adjournment Mrs. Janowski declared that Executive Session is necessary to protect the position of the School Committee Mr. Croft moved, seconded by Mr. Robinson, to enter into executive session to consider the purchase, exchange, lease or value of real property and to discuss strategy with the respect to litigation and NOT to reconvene in open session. The roll call vote was 6 -0. Doherty, Ed.D., Superintendent of Schools Date: 11/21/2012 Re: Middle School Redistricting Options At the November 5t' School Committee Meeting, the School Committee directed the Superintendent to explore additional options to address the middle school redistricting situation that surfaced last year.. Listed below please find eight different middle school redistricting options for your consideration. When I researched different options to be considered, I reviewed the options that made the most sense geographically. For example, I did not include any options that would change the middle school district assignments for Joshua Eaton or Wood End. In addition, I did not include any option that involved redistricting students who live north of Lowell Street that is in close proximity to Coolidge. Each option has advantages and disadvantages which are described within the option. Factors to Consider when Exploring Options When considering the different options the following factors should be considered: 1. Balances Gass sizes between the two middle schools 2. Keeps the size of the smaller middle school to around 450 students per year and the larger middle school to around 600 students per year. 3. Minimizes the impact of multiple split districts 4. Minimizes the budgetary impact due to bussing, additional staffing, etc. 5. Minimizes the amount of disruption of staffing changes and moving special education programs from one school to another 6. Has sustainability over time 7. Is made in the best interest of students on a long term basis Timeline As we discussed at the November 5"' School Committee, the timeline for discussion is as follows: November 16"'- Options posted on Edline November 20"'- Meeting at Coolidge Middle School at 7:00 p.m. to discuss the different options and get feedback from the community on the options. This is not an official School Committee meeting, but the Committee is welcome to attend. Please see the summary of this meeting below. November 26"'- School Committee Meeting at 7:00 p.m. in the Coolidge Middle School multipurpose room to hear a presentation on the different options (Please note date change). December 10"'- School Committee Meeting at 7:00 p.m. to vote on an option or continue discussion December 17"'- School Committee Meeting at 7:00 p.m. to vote on an option or continue discussion I would recommend to the School Committee if a vote cannot be taken by late December or early January at the latest, that any decision be postponed for one year. The reason for this recommendation is that the middle school principals need to begin the transition process for incoming students in January and FY14 budget discussions begin in January. Some of the decisions discussed could have budgetary impacts. Summary of November 20"' Meeting- On Tuesday, November 20°i, I met with approximately 80 elementary parents to discuss the different options. Ms. Janowski, Mr. Robinson, and Mr. Caruso attended on behalf of the School Committee. Although there was no real consensus as to which option would be the best choice, there were two major themes that emerged throughout the meeting: 1. Class size is important and options that result in comparable Gass sizes between the two middle schools are more desirable than options that do not. 2. Transition to middle school is critical and every effort needs to be taken by both elementary and middle school staff to put in place a process, guidelines, and activities that focus on transition, particularly with students who will be coming from a split school. Summary of Middle School Options The options are as follows: I. Option 1- Current Middle School lines Pros • Class sizes historically have been balanced between the two middle schools • No additional impact on budget • Keeps sizes of schools within recommended ranges Cons Two split school districts, Birch Meadow and Killam Birch Meadow district has 9 -13 students go to Parker each year • Page 2 II. Option 2- Including all of Birch Meadow District to attend Coolidge and moving the Killam district line further north to include the following streets: 75 — 234 Charles St. Duck Road Up to 274 Haverhill St. (bussing needed Timbemeck Rd. (bussing needed 600 -841 Main St. Richards Rd. (bussing needed 92 -212 Pearl St. Tamarack (bussing needed Audubon Rd. Pitman Dr. (bussing needed Condor Rd. Varney Circle (bussing needed Pros • Class sizes fairly balanced, except for 2013 -14 school year • Keeps sizes of schools within recommended ranges • Reduces the number of split districts to one Cons • Small group of students attending Killam (18-23 students per year) • Students redistricted live further from Parker than Coolidge • Transportation issues for families affected • Students that live in the redistricted areas closest to Coolidge would not be able to walk to Parker. III. Option 3- Include all of the Birch Meadow district to attend Coolidge and maintain the current Killam district line. Pros • Reduces middle school districts to one split school ( Killam) • Solves Birch Meadow district issue Cons Creates a major discrepancy in class sizes between the two middle schools (4 to 6 students per class each year). Coolidge would average 27 -28 students in each group per year and Parker would average 22 -23 students in each group per year. Does not maintain the current sizes of the schools. Coolidge would be approaching 500 students each year which places a strain on resources. Would have a budgetary impact because staffing would need to be added to address higher class size issues IV. Option 4- Maintain the current middle school lines and add the following Birch Meadow streets to attend Parker Middle School: All of Lowell Street (North of Willow Street and Grove Street to the Wilmington town line Plymouth Road Dustin Road Parkman Road Robert Road Margaret Road Pilgrim Road Barrows Road Benton Circle Aurele Circle Bradford Road Beverly Road Causeway Road (Bussing Needed • Page 3 Pros • Creates balanced Gass sizes between the two middle schools • Keeps sizes of schools within recommended ranges • No additional impact on the budget • No disruption to current programs or staffing Cons • Maintains two split schools • A small amount of additional bussing required for Grade 6 students who live on Causeway Road • Students that live in the redistricted areas closest to Coolidge would not be able to walk to Parker. V. Option 5-All of Killam, Birch Meadow and Wood End to Coolidge; All of Barrows and Joshua Eaton to Parker Pros • Eliminates split schools • Eliminates mandatory bussing Cons • Coolidge would become the larger school which would require transfer of staff between schools according to seniority. This could mean that some full time staff may be reduced to part time. • There would be a budgetary impact because of increased costs due to additional art, music, and PE costs during the transition years. • Some or all of the special education programs at Coolidge would need to be relocated to Parker which would disrupt student placement and create a budgetary impact by duplicating some staff during the three years of transition. • Does not create balanced class sizes between the two schools. VI. Option 6-All of Wood End and Birch Meadow to Coolidge; All of Killam, Barrows, and Joshua Eaton to Parker Pros • Eliminates split schools Cons • Increases bussing costs (More Killam students would need to be bussed) • Creates a major discrepancy in class sizes between the two middle schools (2 to 7 students per class each year). Parker would average 26 -28 students in each group per year and Coolidge would average 22 -23 students in each group per year. • Does not keep sizes of schools within recommended ranges. VII. Option 7-All of Barrows, Birch Meadow, and Wood End to Coolidge; All of Killam and Joshua Eaton to Parker Pros • Eliminates split schools • DLC program students could have an easier transition from Barrows to Coolidge. • Page 4 Cons • There would be a budgetary impact because of increased bussing costs and additional art, music, and PE costs during the transition years. • Coolidge would become the larger school which would require transfer of staff between schools according to seniority. This could mean that some full time staff may be reduced to part time. • Some or all of the special education programs at Coolidge would need to be relocated to Parker which would disrupt student placement and create a budgetary impact by duplicating some staff during the three years of transition. • Does not create balanced class sizes between the two schools. • Parker Middle School is in the Barrows district, therefore, students who live near Parker would not be able to walk to school. • SSP Program students from Killam would be transitioning to Coolidge instead of Parker. VIII. Option 8 -All of Birch Meadow, Wood End, and current Killam district to Coolidge. Add to Coolidge district all the remaining streets in the Killam district EXCEPT for the following streets: Ash Street Avon Street Benjamin Lane Cross Street Main Street (up to 600 Shackford Road Pros • Eliminates bussing costs • Creates balanced class sizes between the two middle schools • Keeps sizes of schools within recommended ranges Cons Coolidge would become the larger school which would require transfer of staff between schools according to seniority. This could mean that some full time staff may be reduced to part time. There would be a budgetary impact due to additional special education, art, music, and PE staffing costs during the transition years. Some or all of the special education programs at Coolidge would need to be relocated to Parker which would disrupt student placement and create a budgetary impact by duplicating some staff during the three years of transition. IX. Option 9 -Offer Restricted School Choice for Option 3. Implement Option 3 and offer the option for any student entering Grade 6 at Coolidge to attend Parker Middle School to balance the class size increase created by adding the remainder of Birch Meadow district. Bus transportation would not be provided if the student lived two miles away from the school. Pros • Eliminates multiple split school and maintains current Killam district line Cons Creates an unbalanced redistricting model where the class sizes at Coolidge will be consistently higher than Parker (4 to 6 students per class each year) unless students from the Coolidge district choose to attend Parker. The school choice process would need to be completed by late Fall for budgetary and transition purposes. • The process would need to be implemented annually and contingency plans would need to be made if Gass sizes remained high. • Page 5 • If the choice option is not effective, and class sizes remained high at Coolidge, it would put a strain on existing resources and it would have an impact on the budget. To decrease the class size would require us to increase Coolidge staff by 2.5 teachers per year for three years (7.5 teachers) at a cost of $350,000 per year (after Year 2) which would need to be sustainable after Year 3 of implementation. This increase in staffing would be required to maintain the middle school model. • If staffing were to be increased, additional classroom space would be needed for the three special education programs (SSP, ILP, DLC) that are currently at Coolidge. There is not any additional space at Parker. • With higher class sizes, it is difficult to maintain an inclusive and heterogeneous environment for students with learning disabilities. For example scheduling students heterogeneously and planning becomes extremely difficult when class sizes are at 27 or 28. • If there were any major changes in housing in the Coolidge district either by the introduction of a new development or a major turnover of homes, this option would need to be reviewed. • Page 6 Middle School Options with Data 1.
