READING RECREATION COMMITTEE MINUTES
May 15, 2012 TOWN HALL — BERGER ROOM
Attendance: Mike DiPietro, Rec Committee Member, Eric Hughes, Rec. Committee Member, Mary
Ellen Stolecki, Recreation Committee Member, Richard Hand, Recreation Committee Member,
Kate Kammer, Vice Chair, John Feudo, Recreation Administrator
Guest: John Halsey
K. Kammer called the meeting to order at 7:15PM.
M. Stolecki made a motion to table the minutes from the April 2012 meeting until June. R. Hand
seconded the motion. Motion passed in favor of the tabling the minutes by a vote of 5 -0 -0.
J. Feudo read the notice of public hearing regarding fees applicable to permits for amplified sound.
M. Stolecki made a motion to open the public hearing. R. Hand seconded the motion. The
committee voted 5 -0 -0 to open the hearing on amplified sound permit fees.
The proposed fee of $100 per occurrences was discussed. J. Feudo stated that he felt there should
be a tiered system to allow the fees to be affordable to small groups that want to host events. He
felt be it that each organization will get one request before the request becomes a variance, he felt
the fee should be less than $100. Successive request fees could be higher because they need to be
escalated to the Board of Selectmen hence more time spent on the process of approval.
The committee seemed to think that fee structure was reasonable. A short discussion ensued.
M. Stolecki made the motion to set the fee structure for amplified sound permits at the rate of $10
for the first request and $100 for each success request per year, per organization. E. Hughes
seconded the motion. Motion passed in favor of setting the fee structure for amplified sound

organization by a vote of 5 -0 -0.
Request for use of Amplified Sound
J. Feudo presented a request from a parent from the Birch Meadow PTO to use amplified sound for
the purpose of a Movie night for the 5t" grade class. The location had not been determined as the
group was looking for a recommendation of when the best location might be. The committee
recommended that the group uses Memorial Park as there have been other movie nights done there

in the past. They also recommended that the movie be done toward the interior of the park with
speaking facing away from abutting residences.
M. Stolecki made a motion to allow for use of amplified sound on the date of 6/1 with a rain date of
6/2 at Memorial Park for the purpose a movie night with the guidance from the Recreation
Administrator on set -up and movie choice. R. Hand seconded the motion. Motion passes in favor
of the motion 5 -0 -0.
Administrator's Report:
J. Feudo gave an update regarding summer programs. He mentioned that summer camp and Jr
camp seem to be very strong with numbers. He also talked about the week -long drop in program
that would be run the week after school ended.
RUSC was given there one time special permit for the season for Sunday, May 13th at 10 AM at
Parker Middle School.
Reminder that Town Day is June 16th beginning at 11:00 AM. There will be fireworks with the
evening activities starting around 8 PM.
Tennis Court Seasonal passes are now available at Town Hall for purchase.
The picnic area at Joshua Eaton has been install. Trees will be put in soon as well.
Washington Park will be receiving a new picnic table as well donated by Christopher's Restaurant.
That should be done by early June.
Killam PTO is working on retro fitting basketball hoops. This project should be done in June as
well.
M. Stolecki made a motion to adjourn. M. DiPietro seconded the motion. Motion passed in favor
of adjournment by a vote of 5 -0 -0.
