READING RECREATION COMMITTEE MINUTES
April 17, 2012 TOWN HALL - BERGER ROOM
Attendance: Frank Driscoll, Chair, Rec. Committee, Karen Janowski, School Committee Liaison,
Mary Ellen Stolecki, Recreation Committee Member, Richard Hand, Recreation Committee
Member, Kate Kaminer, Rec. Committee Member, John Feudo, Recreation Administrator

F. Driscoll called the meeting to order at 7:19PM.
M. Stolecki made a motion to accept the minutes from the February 14th Rec. Committee meeting.
R. Hand seconded the motion. Motion passed in favor of accepting the minutes for February 14th,
2012 by a vote of 5 — 0- 0.
J. Feudo informed the committee that Program Coordinator Jim Sullivan would be leaving his
position on April 17`h. Jim had a very good opportunity in Marblehead that he could not turn down.
.J. Feudo stated he will start the search process to fill the position immediately. K. Kaminer and F.
Driscoll volunteered to be part of that process.
J. Feudo stated that committee would need to hold a public hearing to set the fees for the amplified
sound permits. The committee stated that would like to have that happen in May. The committee
had a discussion regarding what the proposed fee would be. K. Kaminer mentioned that much of
the discussion surrounding the fees during the ad hoc amplified sound committee meetings were
around $100 per permit. This was based on the administrative time that will go into posting the
permit as well as serve as a deterrent for multiple requests. K. Kaminer made a motion to
recommend the fee for amplified sound permits be $100 per permit subject to discussion and
decision of the public hearing. M. Stolecki seconded the motion. Motion passed in favor of the
motion by a vote of 5 — 0 - 0.
J. Feudo presented the topic of concussions in youth sports. He stated he is working on an
educational program for concussions. The committee discussed the MIAA and CDC policies.
M. Stolecki said she would like to know what other Town's and Cities are doing to educate there
organizations. She also stated it would make sense to get Town Counsel to review any final policy.
F. Driscoll recommended asking all youth organizations to use the MIAA policy as a guideline and
to encourage youth coaches to watch the free video available on the MIAA website.
J, Feudo stated he did not believe that a standard policy was necessary, just some educational
material to serve as a resource to give folks some understanding of symptoms and what to do it you
suspect a player has been concussed.
J. Feudo has received a request from the Boston Breakers to run a camp in Reading this summer.
The Breakers want to run the program independently, however they were somewhat balking at the
cost of using the field. Instead they were proposing in -kind services such as autograph sessions,
free clinics and tickets to their games. J. Feudo felt that offer had very little benefit to the
community and felt it was a bad precedence.
The committee discussion some options and reviewed the pricing matrix. K. Kaminer made a
motion to decline the in -kind goods and services offer made by the Boston Breakers. K. Janowski
seconded the motion. Motion passes in favor of declining the in -kind goods and services offer
made by the Boston Breakers by a vote of 5 -0 -0.
The committee stated they are happy to rent Parker Middle School at the posted rate to the Boston
Breakers.
Pete Coumounduros from FORR gave an update of upcoming events. He mentioned that they will
again be hosting a fundraiser for fireworks on June 1St
Administrator's Report:
Town Day has moved to June 16tH
The Recreation Committee needs to appoint a liaison. If there is no one available from the
committee then an external search will be necessary. Rich Hand said he might be interested.
Reading Youth Lacrosse is requesting a special Sunday start on April I St. They have 9 games
scheduled in the first weekend. The only way to get them all in is to start early.
The summer brochure will be hitting homes by the end of March.
J. Feudo is working on a plan to install portable bathrooms at the Birch Meadow Complex from
April — November. He has already received donation pledges in the amount of $3000. The plan
needs to be finalized by the Board of Selectmen after it is reviewed by the superintendent. The final
proposed location is the back corner of the parking lot of the field house adjacent to Turf 2. the
units will be house by fencing.
Carl McFadden has approached Reading Recreation about running a flag football program in the
Summer for HS kids. The program has some Reading kids participating however, it will also have
players from outside of Town. Since the rental of the field is on School property, if the program is
not run through Reading Rec. it become a rental through the school department. The committee
decided that this best be held as a rental from the school department as it does not really provide
much value to the community being run by the Recreation Division. K. Kaminer made a motion to
not accept the program under the auspice of Recreation and allow the School Department to handle
as a rental. M. Stolecki seconded. Motion passes in favor of not accepting the program under the
auspice of Recreation and allowing the School Department to handle as a rental by a vote of 5 -0 -0.

K. Kammer made a motion to adjourn. K. Janowski seconded the motion. Motion passes in favor
of adjournment 5 -0 -0.
