Executive Session
March 27,2012
For ease of archiving, the order that items appear in these minutes reflects the order in which
the items appeared on the agenda for that meeting, and are not necessarily the order in which
any item was taken up by the Board.
The Executive Session convened at 7:03 p.m. in the Town Manager's office, 16 Lowell Street,
Reading, Massachusetts. Present were Chairman Stephen Goldy, Vice Chairman Ben
Tafoya, Selectmen John Arena and James Bonazoli, Town Manager Peter Hechenbleikner,
Assistant Town Manager/Finance Director Bob LeLacheur, Police Chief James Cormier and
Office Manager Paula Schena.
Strategy with Respect to Labor Negotiations—Police Superior Officer's Association—The Town
Manager noted the proposed contract expires in 2014, it mirrors the Police Patrol Officer
contract, funding is adequate and it gets us out of civil service pending Town Meeting approval.
There are some language changes and the Union ratified it 9-1.
Stephen Goldy asked about civil service and the Town Manager noted that all disagreements are
dealt with by grievance; nobody has ever gone to civil service. There is a lot of enthusiasm
among the officers to get out of civil service.
John Arena asked when all of the officers will be out of civil service and the Town Manager
indicated it will take about 30 years.
A motion by Arena seconded by Tafoya to adjourn the Executive Session at 7:30 p.m. was
approved on a roll call vote with all four voting in the affirmative.
