Hechenbleikner, Town Manager Date: Tuesday, January 22, 2013 Re: Billboard The following points have tentatively been agreed to by Clear Channel with regard to a contract between the Town and Clear Channel, should Article 10 be approved at the 1 -28 -13 Special Town Meeting • Agreement is subject to Bylaw being approved by 1 -28 -13 Town Meeting • Clear Channel will make presentations to CPDC and Town Meeting as requested • Clear Channel will make application to ZBA by May 31, 2013 • "Host" Payment to Reading will be $50,000 /year beginning 30 days after issuance of the State permit, but not later than 9 -1 -13 • "Host" payment to increase by CPI annually beginning 7 -1 -14 • 2 existing billboards in Reading will be removed in their entirety upon the issuance of the State permit • One additional billboard will be removed by 7 -1 -18 • Land owned by Clear Channel next to Kurchian Woods to be donated to the Town no Upon issuance of the permit by the State: Property • Area 0.86A • Town will have advertising capacity on billboards — 5 hours per month per side (3600 image displays per month — Non - profits in Reading will go through the Town for use • No sexually oriented nor tobacco advertising. If Article 10 is approved by a 2/3 vote, the article will be sent tot the Attorney General's office for approval. They have 90 days. Once approved, by the Attorney General's office, Clear Channel would make application to the Zoning Board of Appeals for a Special Permit. In fact, billboards have been shown to be a detriment to the community. For example, a 1980 Federal Highway Administration study states there is a positive correlation between billboards and accident rates. In addition, Scenic America (www.scenic.org), a national nonprofit that helps citizens safeguard the scenic qualities of America's roadways, countryside and communities, asserts that "...most billboards have no connection to the local economy. They advertise either national brands or out -of -state products and services. As a resident and small business owner in Reading we support the Selectman's efforts to bring new, recurring revenue to our community through the placement of an electronic billboard in Town. In addition to benefits of $50,000 of new, recurring revenue the free advertising time that the billboards owners will provide the town could be used to help bring all our businesses more guests who would normally just drive by Reading on Rt. 93. I have heard from one of you that ClearChannel is talking with Wakefield and Woburn. These billboards are going to be on our borders no matter what we do. If we have to look at them, we may as well get the revenue from them. If Town Meeting votes this down next Monday, this opportunity for a new annual revenue stream will be gone forever. I would hope that this Board would take every opportunity to maximize revenue to the Town. Clear Channel will pay Reading a host fee of $50,000 with an annual CPI incraese. - Reading has three existing billboards that Clear Channel will remove if this is approved. - Clear Channel will donate the land they currently own (.86 of an acre) to Reading for open space or whatever we need. - Reading will get 10 hours of free time per month on the billboards for our own use or to donate to non - profits. - Reading zoning already allows billboards, through a special permit this new bylaw change allows for electronic versions. - This billboard will not be able to be seen by anyone standing in Reading except for residents of Archstone. Clear Channel has agreed to angle the billboards away from those residents to ensure their comfort. This seems like everything the Town could want out of a deal like this. An annual payment of $50,000 with CIP increases every year is not something to look sideways at. As far as these signs not being "in character" with Reading, I point you to the monstrosity that is Jordan's Furniture, the 4 lanes of traffic cutting through our town center, and 30 Haven as examples of what is not "in character" with a small New England town. And for those who feel we need to be concerned with the view of our neighbors in Woburn, don't think for a minute that they care one whit what the view from Reading looks like when they put up this billboard 1000 ft from where it would be in Reading. These electronic billboards are a sign of the times and a three for one swap is certainly beneficial and the host fee should not be lost to a neighboring town. I am strongly opposed to this as I see no real value to the town of Reading. From what I have been able to learn this will benefit the owner of the property and the advertising company the most. What is the benefit to reading? This billboard will negatively impact the surrounding homes, will the town assessor reduce the value of these homes and their reflective tax rate? They will not be worth as much due to a towering electronic sign. Is there discussion to place billboards in other parts of the town? The fact that it is in my neighborhood is frustrating, and I would guess that push back will be loudest from the west side. Billboards will not attract anyone to local reading shops, is dynamic sports going to take out an advertisement, will zynga? People have no time to read billboards, even in heavy traffic times. I have tried, driving on 93 north for a number of years I can recall a couple of billboards, sprite, coke and a convention at the Shriners auditorium (I was already aware of it so it caught my eye). Billboards are more for brands than actual retail shops. This will benefit the woburn mall, Cummings park etc. far more than shops in reading. I ask that you listen to the residents, particularly of the west side and not allow this billboard to move forward. The costs to reading and the tax paying citizens far outweigh any benefits. Not in my backyard applies, but opposed to other things this benefits no part of reading. We as a town can do better than to possibly collect a few dollars this way. The revenue associated with this opportunity is potentially a significant source of recurring revenue which should be maximized to support the town government. The FINCOM ran a brainstorming session for the community to recommend sources of revenue and this opportunity was very highly rated by the participants from among the identified ideas. My understanding is that there is a proposed site being considered in my area of town and I have no reservations about it's impact on the town or my neighborhood. I just learned of the proposed electronic billboard for West Street. I cannot make it to the Town Meeting tonight so I'm writing to you to express my concern. I must confess, I've only learned about it via one email so my knowledge is very limited. If in fact the proposal is for a large electronic billboard next to the Mobil Station on West Street, I say no thanks I appreciate our need for additional sources of revenue but I think there are better ways. Also, I'm concerned about the message we would send our neighbors in Woburn. IF we approve this in part because most of the "harm" will affect non - Reading residents, I think that's wrong. Please consider this proposal carefully and critically. I'm all for new revenue but not selling our soul to the devil to get it.
