Finance Committee Meeting
April 24, 2006
The meeting was convened at 6:35 p.m. in the RMHS Auditorium, 82 Oakland Road Lowell,
Reading, Massachusetts. Present were Chairman Chuck Robinson, FINCOM members Paul
Bolger, Marsie West, David Greenfield, and George Hines, as well as Ted McIntire (DPW
Director) and Bob LeLacheur (Assistant Town Manager/Finance Director).
As previously requested, Ted McIntire presented a detailed explanation for the $55,000 in FY06
Water Expenses that FINCOM approved at their last meeting. He also presented $48,800 in new
FY06 Water Wages & Expenses, with a detailed explanation of the two sets of reasons (a recent
resignation from the Treatment Plant, as well as staff overtime needed to physically control the
MWRA partial connection until an automated process is built) for these new items.
George Hines asked questions about policy and procedure of expenses that do not have identified
sources of revenue. Chuck Robinson and Paul Bolger agreed that this was a good topic to add to
the Budget Review Process meeting that FINCOM would hold after Town Meeting.
On a motion by Bolger, seconded by West, FINCOM Article 6 as updated (Water Reserves
to provide $346,922 in FY06) by a vote of 5-0-0.
On a motion by Hines, seconded by Bolger, FINCOM approved Article 9 as presented
(surplus property) by a vote of 5-0-0.
On a motion by West, seconded by Bolger, FINCOM voted to adjourn at 7:05pm by a vote
of 5-0-0.
