A meeting of the Zoning Board of Appeals was held in the Selectmen's Meeting Room of the
Town Hall, 16 Lowell Street, Reading, Massachusetts beginning at 7:00 P.M. Also in attendance
was Glen Redmond, Commissioner of Buildings.
Case # 11 -20
A Public Hearing on the petition of Jim Lordan/Sage Development who seeks a Special Permit
under Section 6.3.8 of the zoning bylaws in order to demolish an existing single family dwelling
and sheds and to construct a new single family dwelling on a non - conforming lot on the property
located at 57 Van Norden Road in Reading, MA. The lot contains 104.25' of frontage rather
than the required 120' (see plot plan).
Jim Lordan reviewed his proposal for the Board and said he needed the Special Permit for the
frontage. He is now the owner of the property and he has a potential buyer. The new dwelling
will be in much deeper on the lot than the original dwelling and use more of the large lot. He
thought the new house would be less detrimental to the neighborhood being set back so far. The
present house is in disrepair. Mr. Lordan said it would be a traditional style federal colonial and
would fit in well with the neighborhood.
The Building Inspector said Mr. Lordan was presenting what was needed as far as the flexibility
with the building box because he agreed they need to build according to the location of the ledge
they know is there on the property.
The Board members thought the proposal was reasonable and asked a few questions.
Neovie Plankey, abutter, asked a few questions about landscaping of Mr. Lordan that he
answered.
There was a notice from another abutter stating she did not have any objections.

Rich Cushing of 39 Van Norden Road asked some questions about the blasting and regrading of
the lot that would be done.
On a motion by Kristin Cataldo, seconded by Damase Caouette, the Zoning Board of Appeals
moved to grant the Applicant a Special Permit under Section 6.3.8. Lb of the Zoning Bylaws in
order to permit the demolition of the existing non - conforming dwelling and shed and
construction of a new single family dwelling on a non - conforming lot on the property as shown
on the referenced Plot Plan of Land and architectural elevation drawings.
This Special Permit is conditioned upon the following:
1. The Petitioner shall submit to the Building Inspector a Certified Plot Plan of the
proposed construction and proposed foundation plans, prior to the issuance of a
foundation permit for the work.
2. The Petitioner's final construction plans for the new structure shall be submitted
to the Building Inspector, along with the as -built foundation plan(s), prior to the
issuance of a Building Permit.
3. As -built plans showing the completed construction shall be submitted to the
Building Inspector immediately after the work is completed and prior to the
issuance of an Occupancy Permit.
The vote was 5 -0 -0 (Perkins, Caouette, Jarema, Redfem, Cataldo).

A Public Hearing on the petition of Sassy Paws Pet Styles LLC who seeks a Special Permit or a
finding under Section(s) 4.2.1 / 4.2.2 of the zoning bylaws in order to operate a pet grooming
salon in a Business A District on the property located at 102 Main Street in Reading, MA.
Attorney Chris Latham represented the Applicant, Linda Leone. He presented the proposal for
the pet grooming facility, similar to K9 Performance, and said it would only be in operation from
8:00 AM to 8:00 PM. There would be no overnight boarding.
The Building Inspector said it was a pet grooming business and was not mentioned in the zoning
by -laws specifically but this was substantially similar to other businesses granted Special Permits
in this area.
The members of the Board had a few questions for Attorney Latham and Ms. Leone. They
thought this would fit the zoning bylaws as did K9 Performance.
On a motion by Damase Caouette, seconded by Robert Redfern, the Zoning Board of Appeals
moved the grant the Applicant a Special Permit under Section 4.2.1/4.2.2 of the Zoning Bylaws
in order to permit the operation of a pet grooming salon on 102B Main Street.

The vote was 5 -0 -0 (Perkins, Caouette, Jarema, Redfern, Cataldo).
Other Business
Angelo Salamone re: 45 Beacon Street Comprehensive Permit
The Board reviewed the letters submitted by Mr. Salamone and his engineer. The Chairman
discussed the conditions already imposed by the permit and suggested that perhaps the permit
should just be extended for one year and it would be in Mr. Salamone's best interests to proceed
with the project or the permit would expire.
The Building Inspector said Town Counsel seemed to indicate that benchmarks would not be.
necessary, that at the end of the extension year if Mr. Salamone had not proceed with the project
then the permit would expire.
Mr. Jarema thought the benchmarks, recommended by Town Counsel, themselves were not
necessary but that Mr. Salamone might want his own benchmarks and should meet them if the
case should go back to court as it well might.
Mr. Redfern thought the only important benchmark was getting the building permit within one
year, period. The Chairman thought these benchmarks were good guideposts along the way. Mr.
Redfern thought benchmarks would not be effective and did not have real meaning. Mr. Jarema
thought they would be good for the court if it should become involved again. Ms. Cataldo
thought benchmarks would be meaningless.
On a motion by John Jarema, seconded by Robert Redfern, the Zoning Board of Appeals moved
to grant the Applicant a one year extension for the already issued Comprehensive Permit.
The vote was 5 -0 -0 (Perkins, Caouette, Jarema, Redfern, Cataldo).
Adjournment
On a motion by Kristin Cataldo, seconded by John Jarema, the Zoning Board of Appeals moved
to adjourn the meeting.
