HomeMy WebLinkAbout2012-06-06 West Street Historic District Commission MinutesTown of Reading West Street Historic District Commission 16 Lowell Street Phone 781- 942 -6608 Reading, MA 01867 Fax (781) 942 -9071 Website: readingma.gov WSHDC MINUTES Meeting Dated: June 6, 2012 Location: Town Conference Room, Reading Town Hall Time: 7:30 PM Members: Steve O'Shea; Chairman; Virginia Adams; Everett Blodgett, Priscilla Poehler, Ilene Bornstein Absent: Sharlene Reynolds Santos Also Present: Maryann Sweetser, 200 West Street Kim Saunders, Recording Secretary There being a quorum the meeting was called at 7:30 PM Application for Certificate of Appropriateness -200 West Street The applicant let the Commission know the house was built in 1987; less than 70 years old. She would like to replace: 11 windows, front door and add two new lighting fixtures by the front door. They would like to replace 5 windows now and the rest next summer. The current windows are a lower grade; they are drafty and leak. The whole frame needs to be replaced. The front door is steel will be replaced with fiberglass. The baseboard and sides are rotted on the door. After a discussion it was decided the proposed alteration was less than 25% of the facade. The Commission had concern that applicants will just replace windows and not try to restore them. They discussed having a book with contractors that do restoration to present to the applicants; or maybe put on the Town website. After discussion, Mr. O'Shea made a motion to issue a Certificate of Non Applicability for the work proposed for 200 West Street based on the General By -Law under section 7.3.7.3 with Exclusions 7.3.9.1 (6). Ms. Adams seconded. Vote was 5 -0 -0 The Certificate will also note that the applicant does not need to come back to the Commission if the work she is planning on doing next year has the same specifications as the application submitted. This way she can replace the additional windows already discussed. The Certificate will expire in one year. The applicant asked that the signed Certificate be sent to her. Old Business Acceptance of Minutes November 22, 2011 Motion made by Mr. Blodgett to accept the November 22, 2011 minutes as amended Ms. Adams seconded. Vote was 3 -0 -2. Page] of 2 January 4,2012 Motion made by Ms. Adams to accept the January 4, 2012 minutes as amended. Mr. O'Shea seconded Vote was 5 -0 -0 The Commission discussed future applications. They would like to have a procedure in place with the Community Service Department; this would make the flow of the applications smoother. The Commission will bring suggestions to the next meeting for discussion. It is noted the Commission referenced the re- codified March 19, 2012 General By -Law's at this meeting. The Commission membership was discussed. The members who needed to get voted in to continue has done so. Mr. O'Shea is now the acting Chairman. There still is a vacancy.
