This was the first meeting of the Commission since the prior Commission resigned. Present were:
recently appointed Commission Members Richard Schubert, Virginia Adams, and Priscilla Poehler;
applicants for Commission membership Sharlene Reynolds- Santos, Everett Blodgett, and Ilene'
Bornstein; former Chairman of the Commission, Susan Patterson; and applicants for a Certificate
from the Commission, Judith and Anthony Mieczkowski of 252 West Street.
The first order of business was to elect a Chair. Ms. Adams nominated Mr. Schubert. Ms. Poehler
seconded. Mr. Schubert accepted the nomination on condition it would be temporary until the full
compliment of members had been sworn in.. Ms. Adams moved nominations be closed. The motion
was seconded and passed 3 -0 -0. On a motion by Ms. Adams and seconded, the Commission elected
Mr. Schubert Chairman of the West Street Historic District Commission by a vote of 3 -0 -0.
Ms. Patterson described the procedure for reviewing applications and throughout the meeting
answered questions offered suggestions on how to make the procedure go smoothly.
Ms. Adams distributed a DVD that describes the purpose of Historic District Commissions and
informed the Board that she and Mr. Blodgett would be attending an event hosted by the Cape Cod
Historic Commission on the subject of writing legal decisions.
252 West Street
Ms. Adams moved the Commission find it has no jurisdiction over the work proposed at 252 West
Street as the building in question is less than 70 years old (Section 5.18.9.1.6) and that it issue a
Certificate of Non- Applicability for the work described in the application as well as for two cellar
windows on the rear of the building as described to the Commission by the applicants tonight, and
any incidental work required to finish the project (e.g. replace shingles disturbed, or rotten wood
sills). Ms. Poehler seconded. The motion was carried 3 -0 -0.

A discussion ensued on the benefits of all -wood (frame and mullions) glass windows versus standard
replacement widows.
The Commission thanked Ms. Patterson for her time and her help and noted she was welcome to
attend any of the Commission's meetings.
On a motion by Ms. Poehler and seconded the Commission adjourned the meeting by a vote of 3 -0 -0.
The meeting adjourned at 9:05 PM.
