HomeMy WebLinkAbout2001-11-28 Retirement Board MinutesThe Reading Retirement Board held a meeting on NOVEMBER 28, 2001, in the Accounting and Finance Department Office, Town Hall, Reading, Massachusetts. The meeting was called to order at 6:01 P.M. Minutes from the August 29, 2001 meeting were signed by the board members. Minutes from the September 26, 2001 (7:00 A.M.) meeting were signed by the board members. Minutes from the September 26, 2001 (4:00 P.M.) meeting were read and accepted. Minutes from the September 28, 2001 meeting were read and accepted. Minutes from the October 5, 2001 meeting were read and accepted. Minutes from the October 17, 2001 meeting were read and accepted. Minutes from the October 24, 2001 meeting were read and accepted. Salary 76 The Segal Company $ 11,500.00 Actuarial Valuation 77 Vanguard (Susan Walsh) $ 892.61 Refund (Rollover) Susan Perry transferred to a new position as Secretary/Coordinator for the Facilities Department from part -time Educational Assistant. As of 10/8 she was scheduled to work 35 hours per week in this position. As of 11/12 a revised Personnel Action Form stated that she will be working 34.5 hours per week. Susan does not want to contribute to the Retirement System because she is concerned about not getting her spouse's Social Security should he pass away. Previously, the Reading Retirement Board decided, and PERAC approved, 35 hours a week or more is considered full - time. (See approval by PERAC, letter dated 3/24/00). The contract for this position is 37.5 hours per week and 52 weeks per year. The Board members voted to require her to join the Reading Retirement System because the contract states that her position is full -time and also because she worked 70 hours in the pay period following the revised PAF. Tony Gentile is retiring January 18, 2002 and has requested that two separate periods of vacation be counted toward his retirement: 1. In March of 1989, two weeks of vacation were guaranteed to Tony upon retirement (as part of a group of employees who lost some vacation time during a transition). - 2. This year Tony was paid for two weeks of vacation he had earned this year, which is allowed per his contract. The Board members requested that the Administrator contact PERAC to get their opinion on both issues because a discrepancy was discovered between PERAC's regulations (15.03 (2d)) and a memo from PERAC dated June 28, 2000. The regulation states that amounts paid for unused vacation should not be included in regular compensation. The memo states that payments made as a result of an annual vacation purchase policy should be included in regular compensation. 770 781 Marianne Baker is requesting to buy back 2 years and 4 months of creditable service (8/15/76- 2/16/79) during the 2 years and one month in which she was employed for the Division of Employment Security and the 3 months in which she was employed by Stoneham. The total cost is $3,496.00 and she will pay $27.00 per paycheck starting December 1, 2001. The board members approved this buyback. Eleven retirees were sent second notices on November 9, 2001 regarding their affidavits. Four have not been returned yet. They are from Gael Desmond, Gerald Hoyt, John Louanis, and Myrtle Waelde. Gerald Hoyt called on November 14 to say that he was mailing his affidavit He said his daughter was supposed to have mailed the first one so it seems to have been lost. The second one still has not arrived. The administrator will try to contact these four retirees one more time before any action is taken. A transfer of $63,250.78 was received from the Danvers Retirement Board for RMLD station operator Mark Russell. An election notice will be sent with the December 14 checks to inform retirees of the upcoming election in March. Non - contributory retirees and survivors will not receive this notice. The notice will be posted at 8 Town locations and all schools on December 14, 2001 and included in the December "Town of Reading Employee Newsletter ". Also to be included in the notice, if received in time, is the health insurance rate increases. The Board members voted to appoint Karen DeAngelis, the Board Administrator, as the election officer. The location, date and time of election will follow a similar pattern as last year's election. John Dempsey is a Cafeteria Driver during the school year and a Custodian during the summer. His Personnel Action Form states he is full-time. He is not in the Reading Retirement System He contributes to Social Security. At the April 25, 2001 Board meeting it was decided that more information would be gathered for a future meeting. To date nothing has been discussed. The Board members voted to require John to join the Reading Retirement System. The hours he has worked since July 1999 are consistent with full -time employment. Memo from PERAC, dated October 17, 2001, regarding "Regular Compensation and Motor Vehicle Usage ". Richard Foley will discuss this memo with the Town Manager and begin to move forward and comply with this memo. Correspondence: Ruth Schubarth requested to be transferred to the Town's Health Insurance. A letter was sent to her from Elizabeth Klepeis stating that the Retirement Board has no jurisdiction over the health insurance issue but that she will be eligible to join the Town's plan on March 1, 2002. A notice will be sent with the November 30 pension checks stating that the December checks will be mailed on December 13 (payable on 12/14). The Board members approved this. Memo from PERAC, dated October 4, 2001, regarding "Military Service Credit Provisions for Members Called to Active Military Duty". Currently there is no one affected by this. However, from 7/7/00 to 4/2/01, Michael Lee, a police officer, had served in Bosnia. The Board members requested that the administrator check with PERAC to see if this memo applies to time served in Bosnia. 783 Meeting adjourned 8:00 P.M.
