Hall, Reading, Massachusetts. The meeting was called to order at 6:05 P.M.
Minutes from the March 24, 2004 meeting were signed by all board members.
Minutes from the April 29, 2004 meeting were read and accepted by all board members, except Henry Boissoneau who was
absent due to illness.
Minutes from the May 5, 2004 meeting were read and accepted by all board members, except Henry Boissoneau who was
absent due to illness.

The board unanimously approved the request of Salvi LaVita, a police officer, to redeposit funds that were refunded to him
by the State Board of Retirement on 3/2/01. Upon proper repayment to the Reading Retirement System, the State Board of
Retirement will accept liability for 1 year, 11 months and 13 days of creditable service. The cost to redeposit is $6,056.14.
Salvi will have deductions taken from his bi- weekly paycheck, in the amount of $47. This will result in his balance being
paid off in about five years.
The board voted unanimously to send a letter to Robert Toussaint's attorney, Paul Danahy, informing him that "The board
voted at the May 26, 2004 meeting to hold an investigatory hearing pursuant to 840 CMR 10:09 on Mr. Toussaint's
accidental disability retirement application. The board has set aside two dates, July 7 and July 8, 2004, for the hearing,
whichever is agreeable to you and your client."
Donald Feltch, who worked for RMLD and retired on February 28, 1978, passed away on 5/18/04. He chose Option B at
his retirement but there are no annuity funds remaining. He retired on an accidental disability retirement. His spouse,
Anne, is eligible for a Section 101 allowance of $6,000 per year because Donald retired prior to November 7, 1996.
Irene Feamside chose Option C at her retirement and her spouse has passed away. PERAC has included in their records the
payment of an Option A retirement allowance to Ms. Feamside (Option C "pop -up "), effective as of March 24, 2004.
Andrea Fitzpatrick, who has applied for an accidental disability retirement, has been scheduled for a joint medical panel
exam on June 10, at 3:00 PM.
Wayne Harding, who retired on a superannuation retirement last May 2003, has filed an application for an accidental
disability retirement. Since Mr. Harding has been employed by the Town of Reading RMLD for only a few years, the
board instructed the board administrator to ask the City of Peabody for copies of any worker's compensation records and
injury reports they have for Mr. Harding. In addition to these records, the board administrator should request from RMLD
the medical records of Mr. Harding's pre - employment physical and get information from Mr. Harding about the surgeries
he had back in 1972 and 1974.
On May 4, 2004 PERAC notified the board that Thomas Morgan was evaluated for possible return to service and PERAC's
internal Nurse Case Manager determined that he is unable to perform the essential duties of his job. The board is not
required to take any action at this time.
At the April 29, 2004 board meeting the board voted to ask PERAC to convene a medical panel regarding Lilliar8 3 4
Hitchcock's application for an accidental death benefit. The board administrator cannot do this yet. The medical records
for William Hitchcock end in August 2003 but he did not pass away until November 2003. Kate Hogan at PERAC said
that the medical panel will need to see these records. The board administrator has sent a letter to Mrs. Hitchcock asking for
the name of the nursing home that Mr. Hitchcock was in during this time period then his records will be requested from
there.
Walter Webb, who worked as a custodian for the school department and retired on July 25, 1983, passed away on 4/28/04.
He chose Option A at his retirement.
The board reviewed the following items relating to the Reading Retirement System:
General Ledger Trial Balance as of April 30, 2004.
Bank Reconciliation for the month ending April 30, 2004.
The PRIT fund's monthly account statement and fund performance for the period ending April 30, 2004.
Memos & miscellaneous letters received:
PERAC - Memo # 19/2004, dated 5/18/04 — Implementation of the Goodridge Decision, which authorizes same sex
marriages effective May 17, 2004. Any member of a retirement system who is married to a person of the same sex will
be eligible for the same benefit and in the same manner as have been previously available to any married couple.
PERAC — Memo # 20/2004, dated 5/19/04 — Post - retirement earnings limitations in G.L., c.32, § 91. This section limits
the earnings of all retirees, superannuation and disability, who work in the public sector after retirement. Retirees and
the Treasurers of units hiring retirees have primary responsibility for assuring compliance with G.L. c., 32, § 91.
Retired State County and Municipal Employees Association of Massachusetts — Notice dated May 14, 2004 — FY05
Senate Budget — contains pension changes.
The next board meeting will be held on June 29, 2004
