HomeMy WebLinkAbout2012-05-23 Conservation Commission MinutesConservation Meeting Minutes May 23, 2012 Approved 06 13, 2012 MINUTES Reading Conservation Commission Meeting Selectmen's Meeting Room, 7:00 PM Wednesday, May 23, 2012 Present: William Hecht, Chairman, Brian Sullivan, Barbara Stewart, Thomas Loughlin, Annika Scanlon Charles Tirone, Conservation Administrator Dan Blomerth, Intern Kim Saunders, Recording Secretary Mr. Robert Griffin, Griffin Engineering Mr. Thomas Ryan, resident Mr. Rick Howle, resident Ms. Mary Grimmer, resident Absent: Brian Tucker, Jamie Maughan Call to Order: There being a quorum the meeting opened at 7:00 PM Old /New Business Minutes for Approval: On a motion made by Ms. Stewart, approve the minutes from the April 25, 2012. Ms. Scanlon seconded. Vote 4 -0 -1 (Mr. Sullivan was absent) Mr. Hecht introduced the Conservation intern Dan Blomerth. He is a college student who attends Keene State and is studying Environmental. There are no bills that need to be approved at this meeting Enforcement Order: 3 Zachary Lane discussion, Map, 223 Lot 4, Fearenza Mr. Tirone stated that he talked to the resident about how he is going to proceed to be able to fill this Enforcement Order and be done by July 1, 2012. There was a discussion between the Commission why the resident was issued an Enforcement Order and not asked to file a NOI. Tennessee Gas: The Commission talked about having the intern gather data points with a GPS where the wetlands might be; the Commission will follow up with his information. Tennessee Gas would like the Commission to identify any new areas that should be avoided when spraying Conservation Meeting Minutes May 23, 2012 Approved 06 13, 2012 181 Bancroft Ave A Minor Project for a diseased tree removal 1198 Main Street A lot with 3 houses being built; the erosion control had to be looked at and redone. 58 Mill Street The Conservation Administrator told the resident he needed to plant the last 3 trees per the Order of Conditions. 23 Buckskin The project is underway and erosion control is in place Mr. Tirone let the Commission know the Town would like to add two new roads to the Conservation permit. The machine is leaving town and will like to get the paving done before it goes. On a motion made by Ms. Stewart to approve adding two new roads to the Town permit. Mr. Sullivan seconded. The vote was 5 -0 -0. RDA 12 -7: 29 Terrace Park, Map, 248 Lot 86, Houle Mr. Houle told the Commission he would like to fill in sink holes and put a fence along the wetlands in his yard. He would like to do other projects under this RDA, for example: replace the shrubbery if dead. It was discussed the work is within the 25' of znv; but it is an established area. It is also a Vernal Pool. The conditions the Commission would like: Hand dug holes 4" gap under fence — to let the species travel Native planting No disturbance /no touch near wetland The resident asked if he could get rid of the Poison Ivy on his Red Maple. It was suggested to hire someone who might have to paint the stem to kill it. On a motion made by Ms. Stewart to issue a Negative Determination with conditions. Ms. Scanlon seconded. The vote was 5 -0 -0 NO1270 -: 311 Haverhill Street, Map, 31 Lot, 37, Grimmer Mr. Hecht opened the Public Hearing. Mr. Griffin represented the applicant, Ms. Grimmer; he reviewed what the applicant proposes. She would like to expand and pave an existing gravel parking area, install turf within a playground area, control nuisance vegetation, and improve drainage. Mr. Griffin stated they meet the Stormwater Guidelines; and the project will improve infiltration. There would be no tree removal. He stated the water accumulates and goes to the basement by the back door. There is an area that will be hand dug when the 4" pipe is replaced by a6" pipe. A Biologist will supervise when plant removal takes place. The Commission asked that native species be planted. The paving was talked about; could part of it be reduced? It was asked by the Commission the rip rap be moved out of wetlands. The 2004 Order of Condition's would like to be reviewed by the Commission. On a motion made by Ms. Stewart, continue the Public Hearing to June 13, 2012. Mr. Loughlin seconded. The vote was 5 -0 -0. Reading Woods They have begun: evasive removal; blocked the outfall, and plugged the manhole. Girl Scouts Dunkin Donuts has agreed to buy a picnic table for Mattera Cabin. The Girl Scouts who organized this would just like to know where it would like to be placed, A concrete base was discussed. Mr. Hecht suggested that Mr. Tirone check with Mr. Hechenbleikner or Ms. Delios for suggestions. Regulation Discussion Extension Permits: The proposed change to add "and, RDA" was discussed. This way a RDA can be extended if reasonable cause. The application now has the Reading General Bylaw Section 5.7 on the form. Is this sufficient enough to protect or should it be in the regulations also. The Commission decided to ask the advice of Legal Counsel. Land Subject to Flooding Mr. Hecht talked about what he proposed to eliminate, on recommendation from the summer study group. Is it even necessary for this regulation to have a special section? The Commission would like more time to review. The discussion will be postponed until next meeting. Excavation Soil Preparation The proposed change was talked about; should this be a performance issue and not a regulation? Is the proposed change boiler plate in the Order of Conditions? The Commission talked about how this regulation would help the applicant know before filing what is expected. The Order of Condition's is issued last. Motion made by Ms. Stewart to adopt language that was presented. No second — no vote (suggested to table to next meeting). Motion made by Ms. Stewart to adjourn @ 9:30 pm. Ms. Scanlon seconded.
