Wednesday, October 19, 2011
7:10 p.m. Meeting called to order in the Lower Level Conference Room in Town Hall.
Members Present: Phil Pacino, Jack Russell, Dolores Carroll, Ronald O'Keefe, Jr. and
Louise C. Callahan.
Also Present: Town Manager Peter Heckenbleickner. Historical Commission Members
Virginia Adams, Roberta Sullivan and Mark Cardono. Conservation Commission Vice
Chairman Jamie Maughan.
Article 22: Peter reviewed the Zoning Bylaw amendment which would limit the size of
temporary construction signs and ensure they remain unlit and have no moving parts.
On motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, the Bylaw Committee voted to
recommend the subject matter of Article 22 by a vote of 5 -0 -0.
Article 24: Jamie Maughan explained that the goal of the Conservation Commission is to
make the Wetland Bylaw consistent with State regulations, thereby making it a simpler
process not subject to Town Meeting review.
On motion of Ron O'Keefe, Jr., seconded by Jack Russell, the Bylaw Committee voted to
recommend the subject matter of Article 24 a vote of 5 -0 -0.
Article 27: Mark Cardono stated that the Historical Commission was not consulted in the
findings and drafting of the proposed amendment and that it should have been a more open
process. Virginia Adams presented exhibits and mentioned that there are 370 historical
properties in the Town which are to be considered.
On motion of Ron O'Keefe, Jr., seconded by Jack Russell, the Bylaw Committee voted not to
recommend the subject matter of Article 27 by a vote of 5 -0 -0.
Article 26: Although previously voted in the negative, Phil suggested reconsideration of this
article. On motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, the motion for
reconsideration was recommended by a vote of 5 -0 -0.
On motion of Louise Callahan, seconded by Dolores Carroll, the Bylaw Committee voted to
recommend the subject matter of Article 26 by a vote of 5 -0 -0.
Article 32: A previous vote was also taken on this article; however, it was proposed that
reconsideration be considered. On motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, a
motion for reconsideration was recommended by a vote of 5 -0 -0.
On motion of Ron O'Keefe, Jr., seconded by Jack Russell, the Bylaw Committee voted not to
recommend the subject matter of Article 32 by a vote of 5 -0 -0.
Article 30: On motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, a motion for
reconsideration was recommended by a vote of 5 -0 -0.
On motion of Ron O'Keefe, Jr., seconded by Dolores Carroll, the Bylaw Committee voted to
recommend the subject matter of Article 30 by a vote of 5 -0 -0.
Minutes #301 were read and on motion of Jack Russell, seconded by Louise Callahan, approved
by a vote of 4 -0 -1.
Minutes #302 were read and on motion of Ron O'Keefe, Jr., seconded by Phil Pacino, approved by
a vote of 3 -0 -2.
