MINUTES
Reading Conservation Commission Meeting
Selectmen's Meeting Room, 7:00 PM
Wednesday, September 14, 2011
Present: William Hecht, Chairman; Jamie Maughan; Barbara Stewart; Tom Laughlin; Charles
Tirone, Interim Conservation Administrator; Brian Sullivan arrived late but was present for
much of the meeting.
Absent: Brian Tucker; Annika Scanlon; Maureen Knight, Recording Secretary.
The meeting was called to order at 7:00 PM EST by Mr. Hecht
Old/New business
COC 270 -0566: 129 Howard was issued a certificate of Compliance vote 4 -0 -0
COC 270 -489 The Honda Gallery was issued a certificate of Compliance vote 4 -0 -0
The Honda Gallery was voted and approved for a return of the bond outstanding once the COC is
registered. Vote 4 -0 -0
37 Pinevale Avenue was issued a Certificate of Compliance, based on newly obtained as built
plans. Vote 4 -0 -0
DOA 11 -19 192 Salem St which had received a negative determination N3 with conditions was
signed off with new proposed plans which complied with the Conditions.
49 Longwood Road: No reply has been forthcoming from the applicant but it was agreed to place
them on the next site visit.
1364 Main St, Wingate: No forms returned though work completed and we are ready for COC
Site visit reports were given about: Reading Woods, minor erosion but quickly repaired in
torrential rain last week. 49 Grey Coach: tree on house not in jurisdiction. 845 Main St; Site visit
work done. 39 Old Farm: tree trim question by owner. No action needed.
Minor Project at 23 Criterion; Completed. Voted to accept vote 5 -0 -0
Hearings began at 7:25 PM
NOI 270 -586- 422 Grove( mislisted as 424) Owner sought additional paving on site and tree
removal. Commission approved modified plans for 5 foot of pavement extension and tree
removal. Owner agreed to plant a wet tolerant tree to replace one removed. Voted 5 -0 -0

Public discussion raised the issue as observed of flooding in Grove St between 422 and 432
house lots. Grass edging higher than road so no drainage. We will and did notify The Town
engineer later that night.
NOI 270 -? ?Lot 3 Kylie Drive. Sought approval of plan and NOI for House on existing lot, part
of Kylie Drive development. Applicant agreed to additional silt fence and hay bales in rear of
hose as well as one replacement tree to be planed, NOI with conditions to be issued on 9/28.
Voted to continue the hearing until that date. Vote5-0-0
NOI 270 - ? ?? 101 Willow St, Austin Prep. Applicant wishes to repave tennis courts and remove
willow tree responsible for damage to courts. NOI will be issued at 9/28 meeting for requested
actions. The Commission voted 4 -0 -1 to waive the $700 fee as the institution is a non - profit.
RDA 11 -17: Reading Engineering roadways permit. The Town Engineer listed the roadways to
be paved in or near wetlands. It was agreed that the town would silt sock or silt fabric all catch
basins and silt fencing along wetlands for 50 feet beyond the wetland boundaries. That The
Conservation Administrator would be notified of when the work was being done to have the
opportunity to inspect.
The Commission informed the Town Engineer of the lack of flow of the Aberjonain the vicinity
of Lowell St and Willow St. Several members of the public inquired about other streets not on
the list including Intervale The RDA was granted though the paperwork needs to be signed later.
Sailor Tom's Ways was discussed and the decision was made for the Conservation Administrator
to inspect the wetland flagging.
By -Law Revision: Jamie Maughan reported on the extensive work of the Ad Hoc Committee
which met almost weekly over the summer. They have 3 recommendations: 1 Amend the By-
Law by removing all the definations from while retaining the local By -Law about isolated
wetlands.2 Revise the Regulations over the fall at a series of public hearings as part o the work
of the Commission. The objective is to simplify and streamline the regulations while retaining
key protections. 3. Develop series of policies which enable applicants to understand what the
Commission is doing and how to comply easily.
The Proposal was passed by the Commission unanimously vote 5 -0 -0
Our next site visit will be moved to the Sunday Morning 9 AM time due to fading light. We will
discuss at the 9/28 Meeting whether an alternate time would work better for the Commission.
