Reading Conservation Commission Meeting
Selectmen's Meeting Room, 7:00 PM
Wednesday, August 24, 2011
Present: Bill Hecht, Chairman; Jamie Maugham; Annika Scanlon; Thomas Loughlin; Maureen

Call to Order
The meeting opened at 7:11 PM
Old/New Business
20 Lafayette
This project was already closed and a site visit was not required.
49 Longwood Road, RGB 2007 -20 — no call from owner on progress of gutter installation
The chairman does not know if a letter has been sent. He is reluctant to fine the owner without them
in receipt of a letter from Mr. Tirone. They had a June 30 deadline for gutters and July 1 for yard.
37 Pinevale Ave. 270 -577: 8/1/2011 sending Form 8A and As -built plan, to complete
application.
Nothing heard back yet
88 -89 Walkers Brook Drive — DEP 270 -489, RGB 2006 -39 and DEP 270 -502: 8/3/2011 sending
Form 8A and compliance letter to complete application.
They wanted to make sure all their forms were at the Town Hall so they could finish their
application.
Motion made by Ms. Scanlon to issue a Certificate of Compliance. Mr. Loughlin seconded. Vote
was 4 -0 -0.
Sailor Tom Way
A site visit was done and they want to move the hay bale line. The grades look fairly steep and the
traffic circle backside hill also has relatively steep grades. Mr. Hecht also wanted to know when the
wetland line was moved and who authorized it. Mr. Hecht will send Mr. Tirone an email asking him
to find out this information.
20 Chequessett Road, Enforcement Order - Planting plan is needed.
All that is needed is a letter and Mr. Hecht will have Mr. Tirone do this.
1364 Main Street, Wingate, DEP 270 -387, RGB 2003 -4 - As -built plan and revised site plan,
sending Form 8A and compliance letter to complete application.
There are no forms at this time.

Wetland Bylaw Revision Committee
Mr. Maughan said their plan is to submit to the Conservation Commission in two weeks the
Committee's recommendations for the regulation changes. There could be fifteen to twenty
recommended changes. There will also be a report on the survey results. There will be
recommendations to have polices that are not regulations but more how the Commission operates.
NOI 270- 0585 RGB 2011 -16 Continued, 19 Arcadia Avenue, Map, 20 Lot, 15, Haroutunian

Infiltration work information was requested by the Commission. There should be plantings under
the trees. The Chairman reviewed the Order of Conditions.
Motion made by Ms. Scanlon to approve the amended Order of Conditions based on the submitted
planting plan. Mr. Loughlin seconded. Vote was 4 -0 -0.
RDA 11 -17: Rte 129 /Causway Road, Various, Mass DOT
Present: Andrea Norton from DOT.
Ms. Norton said this is just routine roadway maintenance and she described what specifically would
be done. As is typically done, the catch basins will be cleaned at the completion of the project. The
Commission may choose the type of erosion control used. Ms. Norton said no drainage work will
be done and this is not redevelopment. Ms. Norton said the State is exempt from local bylaws and
presented a letter stating this.
Motion made by Mr. Maughan to issue a negative determination of applicability with conditions as
discussed. Mr. Loughlin seconded. Vote was 4 -0 -0.
RDA 11 -18: Rte 128/1 -95, Various, Mass DOT
Present: Andrea Norton from DOT.
Ms. Norton said this is just routine roadway maintenance but since it is Route 128 and is multi -town
they are going to do the ramps down by Route 129 and also mill and pave Edgewood Road. At the
rotary they are going to install sidewalks with crosswalks. They are also putting in BMPs.
Motion made by Mr. Maughan to issue a negative determination of applicability with conditions as
discussed. Mr. Loughlin seconded. Vote was 4 -0 -0.
107 Main Street
Pavement removal has been completed. The Tree Warden approved conifers and two weeks ago the
Commission approved five smaller maples and five evergreens. An additional four evergreens for
screening are now being considered by the Commission. Ms. Dababneh voiced her disapproval of
the plantings, their height, their diameter, and their placement. Mr. Couillard, who was waiting for a
hearing, gave his insight into the situation. The Chairman told Ms. Dababneh the Commission was
sorry but they did not specify the height of the trees to be planted.

RDA 11 -19: 192 Salem Street, Map 23 Lot 87, Florence
Present: Al Couillard
A site visit was done and plans have been submitted. Ms. Scanlon had questions about some tall
reeds that were present in the area. This was a redevelopment with an addition and a Special Permit
was issued by the Zoning Board of Appeals for the project. They are filing for 580' of pavement
associated with the driveway and some minor grading. The Chairman wanted to know if the garage
access could be in the front and Mr. Couillard said he was trying to make more space for the future
owners and he offered a stone barrier and some tree planting as mitigation for what he was asking
for.
Motion made by Ms. Scanlon to issue a negative determination of applicability with conditions as
discussed. Mr. Loughlin seconded. Vote was 4 -0 -0.
Reading Woods
A piece of the wetland area was cleared but they will replant.
51 Cross Street
The property is large and there have been a number of trees cut over the years. It is grove -like with
lawns planted between the trees. There is a certified vernal pool on the property that is little more
than a breeding pond and the pool has not drained this year. Two trees have come down and the
owner wants to chop them up and remove them. A letter will be sent to the owner giving permission
to remove the two downed trees by hand only and a site visit will be done upon completion.

Motion made by Ms. Scanlon to approve the minutes of August 10, 2011. Mr. Loughlin seconded.
Vote was 4 -0 -0.
Open session for topics not reasonably anticipated by the Chair - This Agenda has been
prepared in advance and lists topics that the Chair anticipates will be discussed at the meeting.
However, the agenda does not necessarily include all matters that may be taken up at this meeting.
