Present were Moderator Alan Foulds, Selectman Chairman Ben Tafoya, Bylaw Committee member Phil Pacino who is also the Chair and candidate, Town Manager Peter Hechenbleikner and Assistant Town Manager /Finance Director Bob LeLacheur. Phil Pacino noted that he is interested in being appointed to another three years. He has served as Chairman "for life." Ben Tafoya noted that he was surprised that the Bylaw Committee took a position on the meals tax. Pacino noted that the Charter requires the Bylaw Committee to take a position on any local acceptance. Tafoya expressed concern that it was a 2 -1 vote. He felt that members of the Bylaw Committee mislead Town Meeting. Phil Pacino accepted the criticism. He agreed that the Bylaw Committee did not do their best job in presenting their recommendations to Town Meeting. Pacino noted that he is not in favor of the meals tax. There are other new burdens including the new health care law. This didn't come across. He accepts the criticism. Alan Foulds asked if Phil Pacino had any conflict of interest. Pacino felt that he did not. On motion by Tafoya seconded by Foulds, Phil Pacino was nominated to a position on the Bylaw Committee expiring June 30, 2013. The motion was approved by a vote of 2 -0 -0 with Pacino not voting.
