BOARD OF HEALTH MEETING 1 TOWN CLERK

The meeting of the Reading Board of Health came to.order at 7 pm in the first floor
meeting room of Wakefield Town Hall. Present were Board members Barbara Meade,
David Singer, Andrew Friedmann, and staff Ruth Clay.

Motion made by Singer, seconded by Meade to approve the minutes as submitted.
Motion passed 2:0:0 (Friedman had not yet arrived).
Variance Request from Anne Jack, 51 Walnut Street from Food Code
105CMR590.009 (D) (2) (b) (3)
A copy of that section of the Food Code was distributed to the Board. Clay noted that the
Food Code includes a restriction for Residential Kitchens to limit workers to immediate
family members residing in the household. As this proposed business involves two
sisters who live in separate houses in Reading, a variance was requested. After a brief
discussion, the Board voted 3:0:0 to approve the variance request.
Clay reported that she had recently followed up with Tim Dames of DEP to work on
having surveillance cameras set up at the illegal dumping area of Causeway Street.
Meeting was suspended until 7:30 pm when the members of the Wakefield Board of
Health ( Laurel Gourville, Elaine Silva, Ann McGonagle Santos), Melrose Board of
Health (Joe DiPieto, Maurine Garipay), Reading Town Manager Peter Hechenbleikner,
Wakefield Town Administrator Steve Maio, and Melrose Mayor Rob Dolan arrived.
Introductions with Melrose and Wakefield Boards of Health
Meeting resumed with an informal discussion held among people. Mayor Dolan, Town
Administrator Steve Maio, and Town Manager Peter Hechenbleikner all noted how
pleased they were that the Boards were meeting together and their enthusiasm for the
collaboration among the three communities.
Reading Board of Health member Andrew Friedmann left. Melrose Board of Health
member Frank Brincheiro arrived.
Presentation by Riverside Outpatient Center
Maureen Mulhem, Program Director, gave a powerpoint presentation that included an
overview of the services provided by Riverside Outpatient Center. 62 Reading clients
received 865 visits in FY2011. $71,903.68 was billed to insurance for these visits;
$38,118.63 was paid with $33,785.05 free care. Reading paid $7000 toward that free
care.

A short video showing services offered by EMARC was shown. Shawn Nault and Judith
Santa Maria gave an overview of services off erred by EMARC.
Other business and items not reasonably anticipated at the time of the posting
• At that morning's meeting of the Mystic Valley Emergency Preparedness
Coalition, the Coalition decided that they did not want Reading to join the
Coalition unless Melrose, Wakefield and Reading had only vote in the Coalition.
Clay told the Coalition that she did not feel that was an acceptable condition and
Reading would continue with the Greater Lawrence Coalition. Reading Board
member Joe DiPietro suggested that Melrose, Wakefield and Reading be given a
combined two votes. That way if there were differences in the vote among the
three communities, there could be a yea and a nay vote. There would be no
change in the total number of votes. All three boards agreed with that scenario.
Clay will present it at the next Coalition meeting. In the meantime, she will
attend the Greater Lawrence Coalition meetings.
The members of the three Boards expressed their pleasure in having the joint Boards
of Health meeting and suggested further meetings. Suggested items for future
meetings were standardizing fees schedules, policies, and regulations. Clay said she
`had already started working on the fees and a policy for issuing tickets. She had met
with the four inspectors the previous Friday afternoon to work on a policy. Frequency
of meetings was discussed with potential quarterly meetings the first year.
