Board of Public Works Meetinq of March 7, 1983 Page 1 A meeting of the Board of Public Works convened in Room 16, Municioal Buildina at 7:30 P.M. Present were Chairman Wood, Secretary Fallon, Board Members Barker, Polychrones and Griffin and Superintendent E. Roqer Louanis. It was moved, seconded and voted 5:0 to accept the minutes of the Board of Public Works meetinq of February 28, 1983 as corrected. It was moved, seconded and voted 5:0 to accept the Suoerintendent's Report to the Board of Public Works for the Annual Town Reoort. The Board reviewed the letter from Catherine Burnett of 37 Wilson Street reauestina oermission to hold a block party on Gardner Road on Saturday. June 25. 1983 train date, June 26). It was moved. seconded and voted 5:0 to grant permission to Mrs. 3 Burnett to block off Gardner Road for a block party on Saturday, June 25 from 2:00 - 7:00 P.M. train date, Sunday, June 26) subject to the usual i stipulations: 1. No alcoholic beveraqes may be served in the public way. 2. Prover police and insurance protection must be procured. 3. The area must be broom clean at the conclusion of the event. 4. You may pick up and return wooden horses at our Highway Garaae, 181 John Street, Readinq. S. Residents and emerqency vehicles must have access to all of Gardner Road when necessary. The Board reviewed the petition from the residents of Morgan Park to accept the street as a public way. 3 Board of Public Works Meetinq of March 7. 1983 Paqe 2 It was moved, seconded and voted 5: 0 to accept the petition as a point of information and instruct the Department to draw up the necessary clans for a preliminary hearinq to be held after Labor Day 1983. Under Old and New Business; Mr. Fallon moved that the Board restrict the opening of the parks under the control of the Board of Public Works until April 9. However, they will be allowed to be used by the Hiqh School baseball teams, prior to Aoril 9. The motion was seconded and voted 5:0. It was moved. seconded and voted 5: 0 to sign the Memorandum of Agreement between the Board of Public Works, the School Committee and the Recreation Committee with qrateful appreciation to the individuals involved who drafted it. It was moved. seconded and voted 5:0 that Sheet No. 2, Bill No. 2 a dated March 7. 1983 for a 100% lateral for Mark K. and Linda M. Nicholls, 432 Haverhill Street. Plat 166, Lot 3. in the amount of $424.00 be committed to the Tax Collector and betterments assessed accordingly. The Board met with representatives of Camp Dresser & McKee and R.H. White at 7:40 P.M. to discuss the lack of progress at the Louanis Water Treatment Plant. Present from CDM were John Willis and Edmund DiIorio. Present from R.H. White & Co. was Bill Lyon, Engineer. Town Counsel. H. Theodore Cohen, was also present. Chairman Wood asked Mr. DiIorio to inform the Board of the improvements made at the water treatment plant since March 1st. Mr. DiIorio stated he hoped that within a couple of weeks the Punch List would be reduced to a very few items. He stated that Punch List #2 has been reduced by 20%. i r , i - Board of Public Works Meetinq of March 7, 1983 Page 3 Mr. DiIorio went throuqh the Punch List item by item (see d attached). Mr. Barker stated he is not satisfied with the painting of the oioes. He saw no direction of flow arrows in the building. He thought it i r would be prudent to see that all pipinq is labelled. Mr. Barker was also concerned about deteriorated equipment. He stated he wants to see all pieces of equipment turned back to the Town in first-rate condition. Mr. Willis of CDM stated the nature of the quarantees is such that they will be repaired or replaced, dependinq on the problem. Mr. Fallon stated he understood from the Plant Superintendent that the lime slurry oumps are now workinq close to capacity. He estimated they will be pumpinq up to four million qallons at peak. How can these oumps handle that capacity? Mr. Willis replied if the lime slurry is made up to the strength recommended. the oumos have that capacity. Mr. Fallon stated we have had this problem in the past, and to brina the lime slurry concentrate up at that time was not feasible. Mr. Willis stated when we were out there we had the slaker ooeratina and brinaina the slurry strength up to what was recommended. I an not sayina that is the problem. The pumps may not have been pumping, but they have since been taken apart and cleaned out and went back into service today. As you know, we still have the problem of trying to use up a full tank of lime. Hopefully, once that is gone, the pebble lime will clear up the problems. Chairman Wood stated the lime system grit problem is still I unresolved. i i t` Board of Public Works Meetinq of March 7, 1983 Page 4 Mr. Fallon asked how lonq we will be usinq the lime on-site. ,y Mr. Willis stated he believed there is one months' supply still in the tank. I Mrs. Wood asked if there are any plans for testinq the pebble lime before filling the silo with pebble lime. Mr. Willis replied we have tested the lime in the laboratory. Unfortunately. we don't have a model in which to test it. Superintendent Louanis stated he talked with the salesman from E&F fang & Co. They are lookinq into what it would cost us to try ten ton of lime at one time. I think it may be a safe way to qo rather than fill the whole tank. Mr. Willis stated if the lime system did not function properly with the pebble lime. we could look into an error in design as possibly beina the problem. Mr. Darker stated given that we have one month left in the silo, would that chanae the economic picture substantially so we could somehow negotiate the release of the remaininq lime. If we have another month left and there is no model where you can effectively do a test run, he would like to see the pebble lime run through our plant for some period of time. Mr. Darker asked if we could rent a trailer and store the present lime there. Suoerintendent Louanis stated he thouqht the expertise of knowing how to remove the lime on-site lies with CDM. He doesn't know enough about transferrins lime to say it can be vacuumed or airblown out. Mr. Willis stated there is no easy way to remove the lime from the tank. If you really had to you could probably vacuum it out, but I don't know what the cost would be. There is probably portable equipment that can be used. a i Board of Public Works Meetinq of March 7, 1983 Paqe 5 Mr. Griffin asked if we are gearinq up for the inevitable use of pebble lime. what about the supply. I understand this is not a common method of usina this product. Mr. Willis stated you will not have a difficult time getting the Droduct. Suoerintendent Louanis stated the delivery can be set up for a particular date and can be delivered within 12 hours. Mr. Willis stated this can be delivered on top of the existing lime and can be shinned almost immediately. Mr. Griffin asked if the lime on-site could be defective. Mr. Willis replied no, we have tested it and it is typical of that Darticular type of lime. Mr. Polychrones asked if we could use this lime for any other ourpose. Mr. Willis replied yes, but the problem is qettinq it out. Mr. Barker stated that a couple of the gauges appear to be vibratina. In the case where the accident occured. I understand the problems were taken care of, however, there is still some concern by the plant operators. Superintendent Louanis stated the operators are concerned about oauoes and Dioina that vibrate when different pumps are run. Mr. Willis and Mr. DiIorio aqreed these problems will be addressed. Mr. Barker stated that at the lime slurry tank the motor sounds like it is arindina. He asked if this is normal. Mr. DiIorio stated the bearings have been replaced in that motor. It does not seem to him that the motor is extremely noisy now. Board of Public Works Meetinq of March 7, 1983 Page 6 Suoerintendent Louanis stated from an operational point of view, the Plant Suoervisors opinion was that we should buy a spare to have on hand. We have always had that kind of arrangement, to me it is a very hostile environment. The lime that is there could easily be drawn into the shaft and do damaae to the qear box and bearings. We need to have a back-up system. Mr. Barker stated he would hope that when all of these repairs are done that all of the suoportinq structures are returned to their original as-delivered condition, i.e. , the spills on the walls, the splashes on the ceilings, etc. I don't think it is the contractor or the olant operators causinq these problems. I would like this taken care of. Superintendent Louanis stated he would like CDM to inform the Board if the plant ooerators concerns are .justified. Mr. Willis stated he will check into their concerns and report r back to the Board. Mr. Fallon stated we have another letter from CDM to Ted McIntire reaardino staffing for the Water Treatment Plant. Mr. Fallon stated he is surorised that GDM still insists we enlarqe the personnel staff at the Water Treatment Plant. Mr. Willis stated he didn't think there is anything new in the letter we haven't discussed before. This is .gust a suggestion for staffina at the olant. Beyond that, it is strictly up to you what you want to do with it. Mr. Fallon stated, in his opinion, you did not show me the need for forty hours of work for a Chemist. Chairman Wood asked if CDM was in receipt of the letter dated March 3. 1983 from E. koaer Louanis. Mr. DiIorio stated yes, he received it. 5 Board of Public Works Meeting of March 7, 1983 Page 7 Chairman Wood stated the Board is very unhappy with the progress at the plant as outlined in this letter. The second Punch List has not decreased substantially and we are still not happy with the progress. She stated last week the Board did not siqn the payment for R.H. White. Mrs. Wood stated she is not haooy with this situation, the bottom line is that this new eauioment is not workinq. Chairman Wood thanked Messrs. Willis, Dilorio and Lyon for comina. The meetina with them ended at 9; 15 P.M. Attorney Cohen stated just keep on top of CDM. Hold off on oayments and see what happens. Complain to R.H. White and all subcontractors and see if things get done. I think you have to retain a substantial amount until you determine if the pebble lime will work or not. They seem c000erative, however, there does not seem to be a lot of oroaress on the Punch List. Mr. Barker asked. in your opinion, would it hurt to write another brief letter to the same people summarizinq the points brought out toniaht. Attorney Cohen replied yes, it would be a good idea, however, it miaht be better to wait a couple of weeks. This would be a show of good faith on your oart. Mr. Fallon inquired about the Change Orders. If you remember, in the Monthly Proqress Reports we had requested the Change Orders. I would like to see that in future correspondence with them also. Suoerintendent Louanis discussed the matter with Mr. DiIorio and he stated he will have all the Chanqe Orders ready and summarized for us shortly. The Board discussed the Fernekees matter with Attorney Cohen. i Board of Public Works Meeting of March 7, 1983 Page 8 Attorney Cohen stated he received a call from Attorney Vigeant (Mr. Fernekees lawyer) who raised several issues: a 1. Aooarently Mr. Fernekees was of the understanding when he entered into this aqreement that a sewer was going to go into Barbara Lane at some time in the future and he was enterinq into the agreement so the sewer would be installed i in 1977. It was mentioned that because of the delay he was i not able to develop the house on the lot he wanted to. Mr. 3 Viaeant stated he received a call from Mr. Fernekees reoardinq this. 2. It was not his understanding when he agreed to this that he would Day for the lateral connections for the abuttors. He understood he would pay for the cost of the sewer main, but not the actual connections. The Agreement states "pay the betterment assessments". Attorney Viaeant denies this. and stated it was not his understanding that they were oayina for house connections. He also stated the Town did not install the sewer as rapidly as possible. Mr. Fallon stated, you mentioned Mr. Fernekees called Mr. Vigeant aooroximately one year later. Mr. Vigeant never contacted the Town. Mr. Cohen replied, I think he indicated Mr. Fernekees spoke with the Suoerintendent. Suoerintendent Louanis stated I have not heard from either Mr. Viaeant or Fernekees reqarding this matter. My recollection is the sewer was installed in a timely manner, probably in 1978. Attorney Cohen stated he told Attorney Vigeant he would get back to him with any information from the Board before he brings him to Court. Board of Public Works Meeting of March 7. 1983 Page 9 Chairman Wood suqgested we supply further information to Mr. Cohen reoardina this matter before we make a final decision. It was moved. seconded and voted 5:0 to approve the Annual Report of the Board of Public Works as corrected. The Board siqned the Payroll and the Billroll for the period endina March 4. 1983. Mr. Fallon moved to adjourn at 10: 10 P.M. The motion was seconded and voted 2: 1: 2. (Mr. Griffin opposed and Mrs. Wood a nd Mr. Barker abstaininq). The meetina adjourned at 10: 10 P.M.
