Board of Public Works Meetinq of February 28, 1983 Paqe 1
A meetinq of the Board of Public Works convened in Room 16'
Municipal Buildinq at 7'30 P.M. Present were Chairman Wood, Secretary
Fallon, Board Members Barker. Polychrones and Griffin and Superintendent
E. Roqer Louanis.
It was moved. seconded and voted S:O to accept the minutes of the
Board of Public Works meetino of February 14, 1983 as corrected.
The Board met with Edward D. McIntire, Jr., Assistant
Suoerintendent and William E. MacBrien, Hiqhway Supervisor, to discuss the
bids on One New Front End Loader. The Board reviewed the memo from Mr.
McIntire reoardino the bids.
Mr. Fallon moved to award the Contract for One New Front End
Loader to Goodall & Sons Tractor Co., Inc., 2O Kearney Road, Needham, Ma.
for a 1982 Case Model W 20 C in the amount of $49,500.00. The motion was
seconded and defeated O:S.
Mr. McIntire stated the lowest bidder under Alternate I (no
trade) is Clark-Wilcox Co.. suoolvinq a 1983 Terex 33C in the amount of
$43.600.00. However. they do not meet the specifications in two areas'
(l) number of forward soeeds. and (2) planetary reduction being located
in-board.
Mrs. Wood asked if since the Terex 33C does not meet the
specifications do vou feel we should throw this bid out.
Mr. McIntire reolied yes.
Mr. McIntire stated the next lowest bidder was State Equipment
Co. for a 1983 International 515B in the amount of $47,115.00. This unit
did not meet the soecifications in a number of areas. They also did not
meet the reouirement for olanetary reduction in each wheel.

The third bidder was C.W. Equipment Co. for a 1983 John Deere
S44C in the amount of $47,686.S6. This unit is supplied with an 12 volt
system. we reouested a 24 volt system. They also supply in-board
olanetary reduction.
The next bidder was Goodall & Sons for a 1982 Case W 20 C in the
amount of $49.500.00. The only area in which they did not meet the
soecifications was in the number of reverse speeds. They are supplying
two reverse soeeds. however, we feel this is acceptable.
The next bidder was Witt Equipment Co. for a 1983 Caterpillar
Model 930 in the amount of $53,864.72. The differential power transfer
did not meet the soecifications. They indicated they did not supply a
windshield wioer on the back of the unit. They have since indicated they
would suoolv this. They offer a three year or S,OOO hour warranty on
oarts with a 48 hour oarts quarantee. They feel they can deliver the
machine within seven days.
The soecifications on the Case and the Caterpillar we feel are
satisfactory. The maior difference is the warranty that Witt Equipment
offers.
Mr. Phil Wolcott of Clark-Wilcox Co. stated the specifications
did not soecifv outboard mounted planetary. We bid the 33C because that
was the size and weioht vou wished. It has been traditional that none of
these bids meet the soecifications totally.
Mr. McIntire stated that in the specifications under axles, it
states "heavy duty tvoe axles with planetary reduction in each wheel".
Your olanetary reduction is not in the wheel. We asked for it in each
wheel.
Mr. Wolcott stated we have no more problems with inboard mounted

planetaries than we do with outboard planetaries. We don't see any
difference. We still have the "no-spin" in the wheel.
Mrs. Wood stated this is a question of how the bidder interpreted
the specifications.
Mr. Richard Canfield of Clark-Wilcox stated that construction
machinery has a very hiah depreciation rate. You are beinq offered a 1982
machine which has already depreciated. As far as I am concerned, we are
not talkino about a $6.000 difference, we are talkinq about a $13,SOO
difference minimum.
Mrs. Wood asked has the Department considered the difference
between the inboard and the outboard mounted planetary sufficiently to
determine that what they want is an outboard.
Mr. McIntire replied yes, and we asked for either a 1982 or a
1983 machine.
Mr. Fallon stated he felt it would be a qood idea to clarify and
rewrite the soecifications so that some of the equipment would meet the
soecifications.

Mr. McIntire stated none of the bidders meet the specifications
Mrs. Wood asked if there is any statement in the specifications
to the effect that if vou wish to bid on a different machine you can.
Mr. McIntire stated there is an item on the Bid Form - #23 -
which states if the bidder is unable to supply any item in question,
olease suoolv an exolanation on a separate sheet.
Mr. Fallon stated there is a discrepancy of a larqe amount of
money between the lowest and hiqhest bidder.
Mr. Griffin asked is it safe to assume that the discrepancy
exists because of the confusion in the bid specifications.

Mr. McIntire stated the question in the discussion that we had
with Clark-Wilcox related to the rear end in the 33C. We previously owned
an MF70. which also had reduction in-board. We had to rebuild that rear
end three times. It is a lot more difficult to do the work under a
machine than it is in the wheels. We have no problem with the rear end
they are suoolvino. However. this still does not eliminate the fact that
the olanetary reduction is in-board and we requested it in the wheels.
Mr. Fallon moved to reject all bids and ask the Department to
rebid. The motion was seconded and voted 4'0:1. (Mrs. Wood abstaining).
The Board reviewed the letter from the Recreation Committee
reouestino that the Board of Public Works install all playground equipment
as close as oossible to Aoril 1 each year and remove the equipment as
close as oossible to October 31 each year.
It was moved, seconded and voted S:O to accept the letter and
hooe that the Department can comply with their requests depending upon the
weather.
Mr. Barker reouested that Mrs. Meehan be contacted and informed
that the Recreation Committee has determined that April 1st and October
31st is the best alternative.
The Board reviewed the information reqrdinq sewer betterments for
Lots 23 and 29 Barbara Lane. and the letter from H. Theodore Cohen to Mr.
Fernekees demandino oavment for the amounts due under the October 1977
aoreement.
Mr. Fallon moved to table this until after March 7 when we will
have a clearer conceot of where we are headinq. The motion was seconded
and voted S:O.

The Board reviewed the letter from Commissioner Robert T. Tierney
of the Massachusetts Deoartment of Public Works reqardinq House Bill SOOO
for CBD Transooration Imorovements Chapter 732.
Mr. Fallon moved to accept the letter from the Commonwealth of
Massachusetts as a ooint of information and instructed the Department to
brino the imoortance of this Bill to the attention of our Senators and
Reoresentatives to insure early passaqe.
The motion was seconded and voted S:O.
It was moved. seconded and voted 5:0 to accept the letter from
Ceoroe L. Stratton III reoardinq the Franklin Street reconstruction as a
ooint of information and that the letter be referred to next year when we
olan Franklin Street.
It was moved. seconded and voted S:O to accept the letter from
Richard J. Canty of 127 Wakefield Street reqardinq the large oak trees on
Wakefield Street as a ooint of information.
It was moved. seconded and voted S:O to accept the letter from
the Pearl Street resident consultinq committee as a point of information
and to confer with the three members on all matters pertaining to Pearl
Street reconstruction.
The Board discussed the Auto Emissions Inspection Test Equipment.
Mr. Polvchrones stated he felt if the Department purchases a
oiece of eouioment. they should buy a diagnostic machine. He felt the
Board should a000int a Board member to start looking into this new
emission testino orocedure immediately.
It was moved. seconded and voted 3'0'2 (Mr. Polychrones and Mr.
Griffin abstainino) to a000int Mr. Polychrones to assist the Department in
this olannino.

Mr. Fallon asked if it is feasible for the Department to do
insoection work on other than Town vehicles with this equipment.
Suoerintendent Louanis replied he didn't believe it would be
leoal.
Mr. Barker stated he thouqht the appointed member should fully
investioate this matter and report at his convenience to the Board.

reouestino that the Town should start the procedure for hiring an
indeoendent auditor to audit the Water Treatment Plant Improvements
oroiect.
Suoerintendent Louanis stated what he intends to do is contact
the auditino firm oresently workinq for the Town and get an estimate as to
what this would cost.
Mr. Fallon moved to accept the letter as a point of information
until more information is available.
The motion was seconded and voted S:O.
Under Old and New Business; Mr. Fallon stated he toured the Water
Treatment Plant today.
Suoerintendent Louanis stated the lime system is still not
satisfactory. Most recently, the pumps malfunction regularly. The
instrumentation which was oromised by March 1st has not been taken care of
at all. We still have a few leaks althouqh very minimum (in the chloride
area). CDM has not come uo with the pebble lime yet. The Superintendent
stronolv suooested the Board invite CDM and R.H. White to the Board
meetino on Monday. March 7.

Mr. Barker reouested that Town Counsel be invited to the meeting
Mr. Barker also toured the facility on Saturday and gave a list
of recommendations.
He recommended we oet an ammonia tank handler so that there will
be no strain on the ooerators. He would also like to be assured that the
Deoartment is keeoino an independent list of problems. He also saw a
oroblem with the ammonia analvzer.
On the Master Control Unit it was pointed out by Mr. Barker that
althouoh the alarm horn is ooinq to be replaced with a bell' there is a
burn soot where the horn was located. This could have caused a fire. He
feels there should be a timer on this piece of equipment.
Mr. Barker felt it miqht be wise to install doorbells at the
Plant so the Plant Suoerintendent could be notified of visitors.
Reoardino oioe markinqs, he stated he is looking for direction
and flow of chemicals.
He also asked that the Safety Consultant's tour of the plant be
exoedited.
Mr. Barker would like to be notified when the lime system is
ooeratino.
Mr. Barker asked if it is possible to urqe that a senior member
of this Deoartment stay at the treatment plant all week.
Suoerintendent Louanis replied yes, I think that is a good idea.
Mr. Barker asked if the Board should also invite the Plant
Suoerintendent to attend Monday nioht's meetinq.
Mrs. Wood reolied we will consider all options.

Mr. Fallon stazed on the Punch List, Section 13D -
Instrumentation - he would like to state that as of 3:30 this afternoon
only Item No. 3 (Fluoride Analyzer Scale and Recorder at CCP) of the 12
items is workino orooerlv.
Suoerintendent Louanis qave the Board a report regarding the
Grove Street oroblem. He stated he had a meetinq with the residents on
February 23. Basically. alternatives were discussed including installing
a oaved sidewalk area with a retaininq wall behind it.
At the meetino Wednesday niqht the property owners at 132, 136
and 144 Grove Street liked the qeneral concept except for the location of
the sidewalk and the wall and they would like to have the Town abandon a
oortion of the rioht-of-way so that the layout would be a 40 foot layout,
which most of Grove Street oresently is.
They would like to see the sidewalk put in the normal area. The
wall should co at the back edqe of the sidewalk. The Superintendent sees
a oroblem with that because we would be puttinp a retaining wall in the
rioht-of-way which would oive the Town a lot of liability.
The Suoerintendent feels we should petition the County
Commissioners to lay out that street and abandon that portion of the right
of way and this should be discussed with Town Counsel.
These citizens would like to come before the Board and argue
their case.
The Suoerintendent suqqested that later this month the Board
should invite these residents to a meetinq.

It was moved. seconded and voted S:O to table the Schedule of
Deoartmental Payments to R.H. White in the amount of $12,564.72 until the
next Board meetina.
The Board sioned the payroll and the billroll for the period
endino February 25. 1983.
The meetino adiourned at 8:60 P.M.
