A meeting of tTe Board of Public Works convened in Room 16,
Municipal Building a 3O P.M. Present were Chairman Wood, Secretary
Fallon, Board Members Barker, Polychrones and Criffin and Superintendent
E. Roger Louanis and Assistant Superintendent Edward D. McIntire, Jr.
The Board adjourned temporarily at 7'35 P.M. to meet as the Board
of Survey.
The Board reconvened at 4O P.M.
It was moved, seconded and voted S t accept the minutes of the
Board of Public Works meeting of December 9, 1 982 as corrected.
It was moved, seconded and voted S!0 to accept the minutes of the
Board of Public Works meeting of December l3, l982 as corrected.
The Board reviewed the FY84 Budget Summary Sheets and the
Memorandum from the Superintendent recommending the Board reduce the road
reconstruction account by $6O,O0O.00, and reducing the drain construction
account by $S,OOO.00, in order to stay within the Finance Committee's
guidelines for F
Criffin stated he has some reservations about the
Superintendent's recommendation as it looks as if the Board is backing
away from an obligation or a fight.
Chairman Wood stated there is a good chance of losing the m n
oey
at Town Meeting for Franklin Street and Wakefield Street.
Superintendent Louanis stated his recommendation was based on the
premise that the Board stay within the Finance Committee's guide!ines,
however, he does feel that Franklin Street is an important street that
�N� does need reconstruction 3 nd drainage work.

It was moved, seconded and voted reconsider Sheet No. 32 -
ROAD RECONSTRUCTION.
Mr. Barker stated he generally concurs with the Superintendent's
approach and recommendation.
Mr. Barker asked that Engineering work be done on another street
or streets to take the place of Franklin Street, so that at Town Meeting
if the money is vetoed other streeLs couId be named that also need
reconstruction.
Mrs. Wood suggested that Hearings be heId for South Street and
'�ao
:E, Ti Road, if possible, before the Board meets with the Finance
Committee.
Hearing.
Mr. Fallon stated he would like to include Franklin Street for a
Chairman Wood suggested the $6O,O0O.00 be reduced but the Board
should not state where the money is being taken out.
Mr. Barker moved the deletion of $6O'O0O.O0 from Sheet No. 32 -
Roadway Reconstruction - leaving a total of $1 8l,O0 O.O0, the motion was
seconded and defeated O:S.
Mr. Fallon stated he hoped the Board could strongly suggest to
the Finance Committee that we need more money for the roadway
reconstruction program.
Mr. Barker stated he would like to see Supt. Louanis and Chairman
get the Haings Wood and the Engineering Division work together and
scheduled at some point' either before or during the Finance Committee's
meetings.

It was moved, seconded and voted S:O that the Department submit
the Budget as presented.
The Board signed the Payroll and the Bill Roll for the period
ending 12-17-82.
The meeting adjourned at 805 P.M.
