HomeMy WebLinkAbout1982-11-29 Board of Public Works MinutesBoard of Public Works Meeting of November 29, 1982 Page 1 A meeting of the Board of Public Works convened in Room 16, Municipal Building at 7;30 P.M. Present were Board Members Barker, Polychrones and Griffin and Superintendent E. Roger Louanis and Assistant Superintendents William R. Bergeron and Edward D. McIntire, Jr. Y. Barker assumed the Chair in Chairman Woods' absence. It was moved, seconded and voted 3:0 to accept the minutes of the Board of Public Works meeting of November 22, 1982 as corrected. Mr. Fallon joined the meeting at 7:35 P.M. The Board reviewed the letter from Ed Bell, Director of News at WHDH Radio requesting permission from the Town to occasionally land the WHDH helicopter at the parking lot next to the football field near the high school at 6:30 A.M. to 3:30 P.M. Superintendent Louanis stated he had some misgivings about this Mr. Fallon stated he had some concerns about the schoolchildren in the area at 3:30 P.M. Mr. Barker moved, and it was seconded that the Board respond to Mr. Bell of WHDH indicating to him that we would like to accommodate him, but dLe to the safety concerns, can not think of a safe place in Town for this, ard irvite him to meet with the Board of Selectmen. The motion passed L:0. TO Board met with Mr. Ted Morine, Vice President of D.L. Maher Company at 7:45 P.M. to discuss the groundwater development program and the letter f,om D.E.Q.E. regarding Reading - Public Water Supply Test Well Site 82-20. Mr. Morine outlined the program that D.L. Maher has been performing for the Town. He stated they tested three basic areas of Town- Board of Public Works Meeting of November 2?, 082 Page 2 owned properties - area most sLitable Town Forest Area, Test Well Town Forest site, Mill Meadow and Bare Meadow. The for possible water supplies was determined to be the specifically, Test Well Site 82-20. Site 82-20 is located in a forested area near the Ipswich River about 680 feet northerly of the existing Town Forest Well. The examination by D.E.Q.E. revealed that the site seemed sufficiently remote from all known sources of pollution. Preliminary testing for chemical quality of the water indicates that the water from the well is high in manganese but would be of acceptable quality for use as a public water Kppny source after treatment in the existing iron-manganese removal plant. The DEQE is of the opinion that the referenced site is suitable from a sanitary standpoint and approved the site for further testing. The D.E.Q.E. requires that a prolonged pumping test be conducted before the site can bo considered for approval for installation of a permanent production well. Mr. Morine stated that an 8" well should be driven at Site 82-20 and tle prescribed 120 hour pump test be conducted. It is D.L. Maher's intent to get this well to pump 400-500 gallons per minute. When everyth:ng it completed, they will plot the information and make a submittal to the State. They will then recommend to the State the diameter and recommended construction of the well. The State will make the Town p`ove that, in fact, the Town owns all of the land with the exception of the one area in North Reading which they have agreed to waive. Th.s construction can be done 3 - S years down the road as long as the design of the well is not changed dramatically. Maher will submit on the pump data itself will be updated to include the selection of 82-20 and tte actual pump test. Superintendent Louanis stated the Department will attempt to put together a Contract to build a well as soon as possible. Mr. Morine stated that D.L. Maher hopes to have the testing completed ard a report in the Board's hands before Christmas. It was moved, seconded and voted 4:0 to allow D.L. Maher to move ahead with Qis work. Superintendent Louanis gave the Board a report on the Budget Request for FY-84. Mrs. Wood joined the meeting at 8:35 P.M. and assumed the Chair. Mr. Barker stated he had a list of areas of concern regarding the FY84 bucget request. He requested a list of the State Grants that may be in-hand, the dollar amount and where they would apply to the FY84 budget` both in loc@t,r and the dollar amount, etc. Sopprintendent Louanis stated he would have Items l and 2, Maintenance and Snou and Ice completed for Monday night, December 6, which items ape 38% of the total budget. Mr. Barkers concerns are as follows: SHEET 2 - ENGINEERING - Co-op students and 805 funding' SHEET 3 - XICHWAY MAINTENANCE PATCH - Utter methods and/or training and any new technology climinating cold patch. SHEET i - HIGHWAY MAINTENANCE OVERLAY - Linden Street near Doherty Ftleral Home should be included in the overlay program. Board of Public Works Meeting of November 29, 1982 Page 4 SHEET 6 - HIGHWAY MAINTENANCE SWEEPIN[ - Examine the number of times sweeping is done in the square and also provide for spot sweeping throughout the Town. SHEET 7 - HIGHWAY MAINTENANCE GENERAL - Investigate phone cost reduction. Superintendent Louanis stated the Board should think about combining some of thc small line items. SHEET 8 - SIDEWALK MAINTENANCE - The Board should communicate with thp State regarding the sidewalk on Main Street opposite the Shell Gas Station at the Laurel Hill Cemetary side. Mr. Polychrones questioned why the sidewalks aren't shovelled near crosswalks, and Mr. McIntire stated he would check into this. SHEET 9 - PARKING AREAS - Parking Lot #1 - potholes need fixing. SHEET LO - DRAIN MAINTENANCE - Wants a recommendation in the area of providing some relief to those areas of the Town where a manual clean-out of the drainage might be helpful for the residents, i.e., cleaning b`ooks of brush, etc. (the use of summer help). SHEET il - EQUIPMENT MAINTENANCE - Report on metering equipment for the various vehicles between diesol and gas - our own department and other departments we service. Also, report on the Special Testing Equipmert Aralyzer to meet the EPA Standards. SHEET i2 - PARKS AND PLAYGROUNDS - Would like research done on where tie official time for closing of parks and playgrounds is written. The times when the swings should be put up and taken down. The Board should respond to Mr. Quinlan's requests of July regarding the Birch Meadow Fields. SHEET .3 - FORESTRY - Do we need the funds for Gypsy Moth Control? SHEET i4 - TRAFFIC SIGN - He would like to see additional / therno-plantjc striping. SHEET lS - SNOW & ICE - Would like the Board to consider the idea of one-ma- trucks. SHEET 7 - WATER GENERAL - He would like a report on the Water Enterprise Account. SHEET 23 - WATER HYDRANT - ||e would like a report on the Repair SHEET 27 - RUBBISH COLLECTION - Would like a report on BFI's proposal to use our sanitary landfill for dumping rubbish. SHEET 28 - LANDFILL - Wants a report on whether this is a money-making operation. SHEET 29 - RECYCLING - What impact will the bottle bill have on this. Mrs. Wood stated it would be a good idea to close the Recycling Center in November and December. Mr. Griffin requested a copy of the Motion appropriating $864.00 for the R~cycling Area. Mr. Fallon suggested that a Saturday morning be Set up to view all equ#poent. Mr. Griffin asked if the pump had been acquired from the Fire Department. Mr. McIntire stated that it has and it will be stored in a shed at the John Street Garage. Mr. Fallon suggested the Board notify the League of women, Yoters prior to any vote taken on the Recycling Area. Mr. Barker requested a progress report on the Draft Memorandum of Agreement between the BFW, the School Committee and the Recreation Committee. The Board signed the Payroll and the Bill Roll for the period ending November 26, 1932.
