The Board of Public Works met in Room 127, Reading Memorial Nigh
School at 7:26 P.M. Present were Secretary Fallon, Board Members Barker,
Polychrones and Griffin and Superintendent E. Roger Louanis and Assistant
Superintendent Edward D. McIntire, Jr.
Mr. Fallon assumed the Chair in the absence of the Chairman.
Mr. Fallon entertained a motion for the awarding of the Drain
Construction Contract No. 82 -19.
Mr. Barker moved, and Mr. Polychrones seconded that the Contract
be awarded to the low bidder, Ciano Contracting Inc. of Newtonville, Ma.
in the amount not to exceed $12,899.75 subject to the Contractors ability
to provide tte necessary Performance Bonds. The motion passed 4:0.
Mr. Barker moved, and Mr. Polychrones seconded to accept as a
point of information the letter from Camp Dresser & McKee regarding the
Water Treatment Plant 0 &M Manual and table further action until next week
when CDM will meet with the Board to discuss the additional cost
requirements. The motion passed 4:0.
Mrs. Wood ,joined the meeting at 7:35 P.M.
Mr. Fallon asked the Department for comments regarding the bids
for Sodium Crlorite.
Mr. McIntire presented a letter from E &F King and New England
Chemica: Co. providing additional information concerning the bid, copies
of which are attached hereto.
Mr. McIntire stated that the additional information had not
resolvec the confusion relating to the bid, as both companies are claiming
to provide the Town with the lowest eligible bid.

Mr. Fallon invited Mr. Rob English of E &F King & Co. to present
his case.
Mr. English expressed the opinion that E &F King was the lowest
eligible bidder responding to the specifications in all aspects and urged
the Board to award the Contract to E &F tang since the specifications
called for providing the chemical at the Water Treatment Plant and New
England Chemical Co. had bid F.O.B., Niagara Falls thus necessitating an
additional cost for freight.
Mr. Fallon asked Mr. Robert heating of New England Chemical Co.
to state his case.
Mr. Beating urged the Board to award the bid to his company based
on the calculations outlined in his letter dated November 15, 1982, in
which he contends he is the low bidder to the Town and the Town in fact
will have a cost savings of $17,083.15.
Mr. Fallon asked the Superintendent or Assistant Superintendent
if the Department could resolve the issue and the Superintendent stated
that, in his opinion, the information to date was conflicting and
confusing and a clear evaluation of the situation was not possible at this
time.
Mr. Fallon then asked the Board if a motion could be made
rejectinq any and all bids. None was forthcoming.
Mrs. Wood moved and Mr. Polychrones seconded, that the bid be
awarded to E &F King & Co. in the amount of $106,126.02 for 15,500 gallons
of Sodium Chlorite.
A discussion ensued relative to the merits of each bid.
Mr. Barker moved and Mr. Griffin seconded that action on the bids
be tabled until November 22 and the motion passed 4:0:1 (Mrs. Wood
abstained ).

Mrs. Wood assumed the Chair at 8:05 P.M. asking the Board to
discuss approval of a Memorandum of Agreement for parks.
Mr. Barker indicated that he wished the item be tabled and taken
up at a later date since Town Meeting was about to begin.
The Chairman indicated that it was important for the Board to
discuss the item tonight so that any modifications could be forwarded to
the School Department and Recreation Committee by November 22nd.
Mr. Fallon was concerned with Section 2 regarding the School
Department's normal activities played on parks not under their control and
weekend activities that can be played outside the normal school week.
The Chairman felt that Items A, B and C under Section 2 all
worked together to cover Mr. Fallon's concerns.
Mr. Fallon also was concerned with Section 4, "Exclusions ",
sayinq he would leave Item A for other discussion, but was concerned that
Item D would exclude lawned areas that could be more efficiently
maintained by the Department of Public Works.
Mr. Griffin was concerned with Section 4, Item C concerning the
lininq of fields and wanted to be sure that the DPW would not in any way
be required to line fields for any activities because of the potentially
fluctuating schedules. Further, he was concerned with all of Section 5 in
that it should be rewritten to clearly outline the intent and be more
qramatically correct.

Mr. Fallon moved, and Mr. Polychrones seconded that further
discussion bp postponed until Thursday, November 18 at 7:15 P.M. The
motion passed 4:0.
The Board signed the Payroll and Billroll for the period ending
November 12, 1982.
The meeting adjourned at 8:16 P.M.

our bid on 15,500 gallons of Sodium Chlorite Solution, we are sub-
mitting the method of calculation of the delivered cost of Sodium
Chlorite (100% Basis) for your evaluation.(
You will note that New England Chemical's price is $24:'19 /cwt
Lower than the next competitive offer, resulting in a total saving
to the Town of Reading of $17,083.15.

Density @ 95 °F: 11.7 lbs. in one gallon.
Freight rate, Niagara Falls, N.Y, to Reading, Mass.:
$4.26 /cwt (Wet Basis) or
$1,704.00/403,000 lb. tank truck
Quantity: 15,500 gallons of aqueous solution.
B. Quantity of Sodium Chlorite (100% Basis):
(15,500 gallons)(11.7 lbs. /gal.)(38%) = 68,913 lbs. NaC1O2
C. Delivered cost from E.F. King:

Weight per gallon - 11. 7 lbs.
% Solids /gallon of solution - 50% or 5. 85 lbs. (dry basis)
',16 Sodium Chlorite /gallon of solution - 40% or *4. 68 lbs. (100% basis)
These figures were noted on the bid form as
being 38% and 4. 446 lbs. /gal. because this is
Olin's guaranteed minimum. This in no way
affects our actual quote as bid.
The following 3 examples illustrate three different ways of arriving at the
same total delivered cost of a 40, 000 pound delivery.
1. DRY BASIS:
E. & F. King quote - 123. 20 /cwt. delivered.
Billing weight of load - 40, 000 lbs, x 5007o = 20, 000 lbs.
Total delivered cost - 20, 000 lbs. x 123. 20 /cwt. = $24, 640. 00
2. 100% BASIS:
E. & F. King quote - $154. 00/cwt.
Billing weight - 40, 000 lbs. x 40% = 16, 000 lbs.
* (at Olin's minimum of 38 %, this figure would be = 15, 200 lbs. )
Total delivered cost - 16, 000 lbs. x 154. 00 /cwt. = $24, 640. 00
3. F. O. B. PRICE + FREIGHT (DRY BASIS):
Billing weight (see example 1) - 20, 000 lbs.
Material cost - 20, 000 lbs. x $117. 20 /cwt. _ $23, 440. 00
Plus Freight - 40, 000 lbs. x $3. 00 /cwt. = 1,200.00
TOTAL COST = $24,640.00
The $3.00 /cwt. freight rate used in the example above, represents
the best available trucking rate that we're aware of and, was used as
the basis for our delivered pricing. These rates are available
commercially and may be discounted at a distributor's discretion;
if there is a better rate available to us we would be glad to have
that rate reflected in our quotation broken down above.
