A meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:30 P.M. Present were Chairman Wood, Secretary
Barker, Board Members Polychrones, Griffin and Nampson and Assistant
Superintendents Edward D. McIntire, Jr. and William R. Bergeron.
It was moved, seconded and voted 5 :O to accept the minutes of the
Board of Public Works Meeting of October 24, 1983 as amended.
It was moved, seconded and voted 5:0 that Sheet No. 17, Bill No.
19 for a 70% sewer lateral, dated November 7, 1983 for Thomas J. and June
M. Murphy, 67 Border Road, Plat 7, Lot 7 in the amount of $291.20 be
committed to the Tax Collector and betterments assessed accordingly.
It was moved, seconded and voted 5:0 that Sheet No. 18, Bill No.
20 for a 100% lateral, dated November 7, 1983 for William Spence & Sons,
40 West Street, Plat 22 Lot 3 in the amount of $541.60 be committed to the
Tax Collector and betterments assessed accordingly.
The Board adjourned temporarily at 7:42 P.M. to meet as the Board
of Survey.
The meeting reconvened at 10:00 P.M.
The Board reviewed the letter from Ace Art Company requesting a
continuation of the sidewalk reconstruction in front of their building of
approximately 25 yards.
Mr. Bergeron stated Mass. DPW Commissioner Tierney stated this
continuation of sidewalk on Gould Street would not be covered under
Chapter 732 (Economic Development Grant).
Chairman Wood directed the Department to write a letter to Ace
Art Company explaining that the project is not acceptable under the
Economic Development Grant for State Funding, however, we will consider
this in our normal sidewalk maintenance budget in line with our other
projects.

The Board reviewed the memo regarding the summary of votes to
date on Morgan Park. As of November 3rd, the following is a summary of
the votes to date regarding the acceptance of Morgan Park as a public way:
Seven (7) total abuttors -
Five (5) In favor of acceptance - 4 - Option II
1 - Option III
One (1) Opposed
Mr. Bergeron stated we will look at different alternatives and have to do
a detailed survey of all of the area. This street could be tied into a
subsurface drainage system.
Mr. Griffin stated where will this drainage enter into the brook,
that is an extremely wet area.
Mr. Bergeron stated the majority of the problems in this area are
caused by people on Temple Street installing their own pipes in their back
,yards.
Mr. Griffin asked what will this do to the situation that exists
at the rear of Parker Junior High.
Mr. Bergeron replied this will be no more of a problem than what
is there presently.
It was moved, seconded and voted 5:0 that the Department prepare
the cost figures for Option II, convey this to the abuttors and put the
money in our budget.
Chairman Wood assigned the various motions for Town Meeting to
the following Board Members:
Article 18 - Newsracks - Mr. Starker
Article 19 - Newsracks - Mr. Starker
Article 20 - Public Ways Under Chapter 289 -

The Board reviewed the Budget Summary Sheets for FY85, using a 2.5%
guideline.
It was moved, seconded and voted 5;0 to accept the sheets as a
point of information.
It was moved, seconded and voted 5;0 to accept the memo from the
Personnel Board regarding their reorganization as a point of information.
It was moved, seconded and voted 5;0 to accept the memo from
Executive Secretary John Agnew regarding the Finance Committee All Boards
Meeting on November 8, 1983 as a point of information.
It was moved, seconded and voted 5;0 to accept the letter from
the Planning Board regarding their meeting on November 9 to discuss
"Scenic Roads ".
It was moved, seconded and voted 5;0 to accept the additional
information from Bear Automotive Equipment Company regarding the
Computerized Diagnostic Analyzer with mass. I/m Program as a point of
information.
The Board signed the Payroll and the Billroll for the period
ending November 4, 1983.
The meeting adjourned at 10;45 P.M.
