� , Board of Public Works Meeting of August 22, 1983 Page 1 A meeting of the Board of Public Works convened in Room 16, Muniripal Building at 7:30 P.M. Present were Secretary Barker, Board Members PoIychrnnes, Grfffi» and Hampsnn and Assistant Superintendents Edward D. McIntire Jr' and William R. Bergeron,: The Board observed a moment of silence for the deceased Superintendent, F. Roger Louanis. It was moved, seconded and voted 3!0!1 (Mr. Polychrones abstaining) to accept the minutes of the Board of Public Works meeting of August 8, 1983 as corre,ted. It was moved, seconded and voted 2:012 (Mr. Polychrones and Mr. I Griffin abstaining) to accept the minutes of the Board of Public Works meeting of August t1, 1983 as written. It was moved, seconded and voted W0 to grant permission to Judith and Paul Merenda to extend the sanitary sewer in Colbyrn Road from ' an existing manhole adjacent to 88 Colhurn Road in an easterly direction toward Lot #21 and instruct the Department to assist in the laying out of the sewer extension. Mr. Polychrones read the Notice of Public Hearing at 8:00 P,Mr2 regarding the proposed conduits in Ash Street and Washington Street. The Board met with Mr. James RlomIey of Reading Municipal Light Department Mrs. Wood joined the meeting at 81% P.M. It was moved, seconded and voted 4!0.1 (Mrs. Wood abstaining) to allow the Reading Municipal Light Department to install conduit on Ash Street and Washingtm Rtreet as 4ndicated on R.M.L.D' Plan No. 1566, dated 7/29/83 with the final placement of a concrete pad or underground vault to be determined at a late' date. motion. Mr. Barker read the Notice of Public Hearing at 8:38 P.M. regarding 9"oposed conduits in Could Street. Present at the Hearing were Peter 9erghnitz of Ace Art Company Tnc. and James Dunn of Dunns Bike Shop, both businesses being located on Could Street, Mr. Bergholtz and Mr. Donn expressed their concern regarding deliveries of merchandise to and from their bvsiness locations during the construction of this underground conduit. Mr. Bergholtz stated that he had no problem if the roadway had to he blocked off for one or two hours but his business would be greatly affected if more time was needed for a shut down. Tf delivery trucks are not permitted to make deliveries when they arrive at the location he will be required to pay additional shipping costs. Mr. Bergholtz requested that the following letter dated 8/22/83 he read into the minutes of the meetiny Board of Public Works Municipal Building Reading, Ma. 01867 Gentlemen! This letter is written in response to the request by the Municipal Light Department to excavate Gould Street across the front of �h� our property, , ill Board of Pyblic Works Meeting of August 22, 1983 Page 4 Our concern is that the street must not at any time be closed off to truck traffic as we depend on trucks to deliver supplies and to ship orders to our customers daily. In addition, with the excavatinn in progress, we request that no parking be al Owed on Could Street south side so that trucks will have room to pass and to hack into our property. As long as these concerns are addressed we have no other objection to this project, Sincerely7 Peter Bergholtz Ace Art Company Inc. Mr, B]omley of the Light Department indicated that his Department would schedule work or off business hours so that trucking would be able to get to and from the businesses on Could Street. Mr. Blomley also indicated that during normal business hours xor Ace Art and Dunns Bike Shop, that steel plates would be placed over any excavated areas so that t.`affir would be able to use Could Street. Mr. Blomley also indicated that he would expect the work at this location to - take approximately two weeks to complete, Assistant Superintendent Bergeron indicated that when full width paving was done on Could Street it would be necessary to close the road to traffic for a minimum of one hoor. It was moved, seconded and voted 5:0 to allow the R.M.L.D. to construct underground conduits, conduit and manholes as indicated on R.M.L.D..Plan No. 1569 dated 7/29/83 with the stipulations that steel plates will be used in areas of excavatinn, no parking signs will be ~ Board of Public Works Meeting of August 22, 1983 Page S posted on Could Street as needed ard the proposed conduit will be required to have a permanent patch installed right after constructinn. It will be required to overlay Could Street from gutter to gutter a thickness of 1" of bituminous concrete. The sidewalk area will require a temporary patch only. Proposed Manhole #1 be relocated approximately 25 feet westerly within the sidewalk area from where it is presently proposed, Mr. Barker read the Notice of Public Hearing at 903 P.M. regarding proposed conduits in Salem and Lowell Streets. It was moved to allow R.M.L.D. to construct underground conduit and manholes as indicated nn Plan No. 1570 dated August 2, 1983, Mr. Barker was concerned with the location of the proposed 10' x 10' concrete pad located on the island between Main Street, Salem Street and Har-den Street due to the history of accidents in the area and recommended that the pad be moved in a Southerly direction away from the intersection of Main and Salem Streets' The Bnard also requested that the Light Department analyze the possibility of putting the transformer at this location in a vault as opposed to above-ground. Landscaping will be essential if installed above ground. . It wss moved, seconded And voted W0 to allow R.M.L.D. to construct underground conduit and manhnles as indicated on R.M.L.D. Plan No. 1570 dated August 2, 1983 w4th the stipulation that the Light Department construct the 4" PVC line from propose! manhole #3 to the Board of Public Works Meeting of August 22, 1983 Page 6 Common at the intersection of Main, Salem and Harnden Streets and submit a request at a future time on the actual lncatinn of the transformer with the following stipulations! 1. All roadway crossings in Salem Street will be required to have a permanent patch installed right after constroction. We suggest that the backfill material between the top of the concrete and the hottom Of the existing Pavement be a dense grade mix such as Romapac. The mix shall consist of a binder course and top course placed at a thickness equal to the existing bituminous concrete. 2. The crossing at Main Street will be required to have cement concrete placed to the roadway surface. All road work will be required to have infra-red patches. 3. Proposed conduit within the sidewalk area from Main Street to Lowell Street shall be placed as close as possible to the back edge of side- walk to reduce the impact on the existing and proposed tree locations. 4. The work proposed in the location of existing trees will be done in accordance with the requirements of the Tree Warden. S. Proposed Manhnle #4 be moved to the Cemetery roadway entrance and out of the sidewalk section. Assistant Superintendent Bergeron thanked the Light Department and Mr. Blnmley for their cooperation with the Public Works Department in scheduling this wo-k prior to fhe downtown improvement project, It was moved, seconded and voted 00 to authorize Assistant Superintendent Edward D. McIntire Jr. to sign the Payroll and Billroll until further notice. it was moved, seconded and voted 6:0 to authorize Assistant Superintendent William R. Bergeron to sign all plans not requiring Subdivision approval W to process the appropriate letter to the Registry of Deeds. Keefe, 102 Beacon Street, Plat 114 Lot 15 dated 8/22/83 in the amount of $224.00 be committed to the Tax Collector and betterments assessed accordingly. It was moved, seconded and voted S:O that Sheet No. 13, Bill No. 1S/ for a 70% Sewer Lateral for Mjchael I. & Bocara E. Sullivan, 222 Haverhill Street, Plat 146 Lot 1 dated 8/22/83 in the amount of $323.40 be committed to the Tax Collector and betterments assessed accordingly. It was moved, seconded and voted 6:0 that Sheet No. 14, Bill No. 16, for a 100% Sewer Lateral for Paul J. Sylvester and Nadine R. Wandzilak, 421 Summer Avenue, Plat 18 Lot S dated 8/22/83 in the amount of $400.00 be committed to the Tax Collector and betterments assessed accordingly. It was moved/ seconded and voted 510 to award Contract #83-16 - Repairing, Cleaning and Redeveloping Pravel Packed Well #13 to D.L. waher Co., North Reading, Ma, in the amount of $207775.00, subject to the successful procurement of payment and performance bonds The Board signed the Payroll and the Billroll for the period ending August 19, 1983: It was moved, seconded and voted S:O to table action on the letter from William r' Wagner 'pgarding a lot off Governors Drive until the meeting of September 1, 1983. It was moved, seconded and voted YO to table action on a request from D. Bradley Latham regarding Pine Prove Estates until the reefing of September 1, 1983.
