HomeMy WebLinkAbout1983-06-30 Board of Public Works MinutesBoard of Public Works Meeting of June 30, 1983 Page 1 A meeting of the Board of Public Works convened in Room 17, Community Center at 7:30 P.M. Present were Chairman Wood, Secretary Barker, Board Members Polychrones and Hampson and Superintendent E. Roger Louanis and Assistant Superintendent William R. Bergeron. Also present were Safety Officer Veno and Tree Warden Irving E. Dickey, Jr. The Board reviewed a request for a block party from Ayre and Donald Green to be held Monday, July 4 from 2:00 - 7 :00 P.M. They wish to block off traffic with barriers on Pennsylvania Avenue from Virginia Road to Red Gate Lane. It was moved, seconded and voted 4:0 to grant permission subject to the usual stipulations: 1. No alcoholic beverages may be served in the public way. 2. Proper police and insurance protection must be procured. 3. The area must be broom clean at the conclusion of the event. 4. You may make arrangements to pick up and return the wooden horses at our highway garage at 181 John Street (944 - 1122). It was moved, seconded and voted 4:0 that Sheet No. 11, Bill No. 12 for a 100 % lateral for Charles F. and Grace P. Riley, 85 Hancock Street, Plat 70, Lot 30, in the amount of $320.00 be committed to the Tax Collector and betterments assessed accordingly. Secretary Barker read the Notice of Public Hearing at 7 :45 P.M. regarding the proposed improvements to High Street, Haven Street, Ash Street, Main Street, Salem Street, Lowell Street, Harnden Street and Union Street. Mrs. Wood introduced the Board, the Superintendents and Safety Officer Veno. There were approximately 15 residents present. Board of Public Works Meeting of June 30, 1983 Page 2 Assistant Superintendent Bergeron gave his presentation to the group explaining that the project has been funded under the Public Works Economic Development Program Chapter 732, Section 17(c), Acts of 1981. Mr. Griffin joined the meeting at 7;54 P.M. Mr. Bergeron explained the Town is responsible for the area of Main Street from approximately the Old South Church to the railroad tracks at Ash Street. He explained he will be pulling out the curbing line approximately eight feet across from the intersection of Woburn Street down to Sarmans, as well as installing benches and trees in this area. At the intersection of Haven and Main Streets, the current sidewalk would be an eight foot concrete sidewalk with three trees. This will leave 10 spaces for parking, as there currently is,, From this intersection down to the railroad tracks is basically a reconstruction of the existing layout, new trees will be planted. There will be no parking allowed on Main Street from Green Street to Washington Street to allow for four lanes of traffic. Streets. There will be a slight rounding of the corner at Haven and Chute The main thrust of the project was total improvement of the Depot area, however, this was deemed not eligible for funding by the Mass. DPW. We will be installing thermoplastic lines for the crosswalks at the Depot area. We expect the work will begin at the end of July to early August and will take three to four months to complete, depending on the contractors schedule. Dick Neilson of 668 Main Street asked if a brick sidewalk could be installed instead of concrete. Board of Public Works Meeting of June 30, 1983 Page 3 Mr. Bergeron replied that this alternative was investigated, but the cost and maintenance of brick was prohibitive. Charlie Simms of 646 main Street stated he felt the installation of six benches were too many. He would like a maximum of three benches installed. Karen Merrill of 676 Main Street asked how wide the pedestrian walkway in the Main Street area will be. Mr. Bergeron replied the existing sidewalk will remain the same. The additions of the trees and benches will be in the expanded sidewalk area. Virginia Adams of the Historical Society asked if the Department will take into consideration the aesthetics of the trees at the bottom of Haven Street. Mr. Bergeron replied yes. Helen Nigro of 642 Main Street asked how much interruption of doing business would there be while this construction is going on. Mr. Bergeron replied he will try to schedule this work to be as least disruptive as possible, but please let us know when you do not want us to be there. Robert Jones of 622 Main Street stated there will be one sidewalk sale this Fall for a three day period. be. Superintendent Louanis stated please let us know when this will Donald Walker of 610 Main Street stated he felt there is a safety problem in the middle of Main Street by the traffic beacon. He would like to see some kind of barrier in the middle of Main Street to prevent U- turns. t Board of Public Works Meeting of June 30, 1983 Page 4 Safety Officer Veno stated he would investigate the options available, including a "No U -Turn Allowed" sign. Virginia Adams of the Historical Society wanted to go on record stating she is opposed to this type of sign. Mr. Walker stated the merchants in Reading are in a very competitive market. He thought the bid should specify time for completion and hours of work, etc. Karen Merrill of 676 Main Street stated she felt there shouldn't be any more than three benches installed in the square area. She stated we have problems now with kids. Mr. Polychrones stated he felt the older citizens of the Town should have the right to rest on these benches. Virginia Adams stated she felt a bicycle rack would be a good alternative to at least one bench. Mr. Bergeron stated the Department will be preparing the contract documents next week. P. M. It was moved, seconded and voted 5 :0 to close the Hearing at 9:00 The Board reviewed the bids for Contract 83 -14 Highway Construction - D Street. It was moved, seconded and voted 5:0 to award the Contract to J. Marchese & Sons, Inc. of Everett, Ma. in the amount of $9,747,50 subject to their ability to provide the necessary performance bonds. The Board reviewed the bid results for Loam Borrow. It was moved, seconded and voted 5:0 to award the contract for Loam Borrow to Domenic Zanni Sons, Inc. of Reading, Ma. in the amount of $7.95/c.y. for a total of $15,900.00. r Board of Public Works Meeting of June 30, 1983 Page 5 The Board reviewed the bid results for Bituminous Concrete Materials. It was moved, seconded and voted 5:0 that the contract for Bituminous Concrete Materials be awarded to 8effron Asphalt Corp., Wilmington, Ma. in the amount of $60,930.00 as per their bid of June 22, 1983 subject to their providing the Town of Reading with a $10,000 materials bond. The Board reviewed the bid results for Sand, Gravel, Stone, etc. It was moved, seconded and voted 5:0 to award the contract for Sand, Gravel, Stone, etc. to J.J. Cronin Co., North Reading, Ma. in the delivered amount of $35,375.00 as per their bid of June 22, 1983 subject to them providing a materials bond in the amount of $10,000.00. The Board reviewed the bid results for Copper Tubing. It was moved, seconded and voted 5:0 to award the contract for Copper Tubing to Eureka Cement Lined Pipe Co., Inc. of Lynn, Ma. in the amount of $4,389.00 as per their bid dated June 15, 1983. Pipe. The Board reviewed the bid results for Cement Lined Ductile Iron It was moved, seconded and voted 5:0 to reject all bids for Cement Lined Ductile Iron Pipe as per the Department's recommendation. The Board reviewed the bid results for Cold Water Meters. It was moved, seconded and voted 5:0 to award the contract for Cold Water Meters to Carlon Meter Co., Grand Haven, Michigan in the amount of $4,691.50 as per their bid dated 6/21/83. The Board reviewed the bid results for Contract 83 -3 - Crack Sealing Bituminous Concrete Surfaces. It was moved, seconded and voted 5:0 to award Contract 83 -3 - Crack Sealing Bituminous Concrete Surfaces to Seal -Best Inc., Bridgewater, Ma. in the amount of $23,752.50 subject to the successful procurement of . - e Board of Public Works Meeting of June 30, 1983 Page 6 payment and performance bonds. The Board reviewed the bid results for Contract 83 -4 - Hourly Rates on Equipment with Operators. It was moved, seconded and voted 5 :0 to award to all the low bidders as recommended by the Department and try to use all low bidders equally. It was moved, seconded and voted 5 :0 to accept the D.E.O.E. Trihalomethane Testing Program results as a point of information. It was moved, seconded and voted 5 :0 to accept the Meeting Notice from MEPA regarding Scoping Meeting for Proposed New Interchange with Route I -93 as a point of information. Superintendent Louanis stated the Personnel Board sent a memo stating they would like the Department to send complete lists of all personnel with the 6% pay increase effective July 1, 1983. It was moved, seconded and voted 5:0 to accept the list as presented at this time and make any changes after a complete review. It was moved, seconded and voted 5:0 that the Superintendent explore very quickly the ventilation system at the chlorine room at the Water Treatment Plant and take whatever action necessary to vent the room properly.
