Present were Chairman Wood, Secretary Fallon, Board Members Barker, Polychrones and Griffin and Assistant Superintendent Edward D. McIntire, Jr. It was moved, seconded and voted S:O to approve the minutes of the Board of Public Works meeting of March 24, 1983 as corrected. It was moved, seconded and voted S|O to approve the report of the Board of Public Works on the Laying Out of D Street to be submitted at the April 1983 Town Meeting. It was moved, seconded and voted S|O to authorize Edward D. McIntire, Jr., Assistant Superintendent, to sign the Payroll and the Billroll for the period from March 26 to April 1, 1983. It was moved, seconded and voted S:O to enter into a contract with Weather Services Corporation, 131A Great Road, Bedford, Ma. covering the period July 1, 1983 through June 30, 1984, for weather reporting services in the amount of $99S.00 assuming funding is provided by Town Meeting. The Board also authorized the Superintendent, E. Roger Louamis, to sign the Agreement. The Board reviewed the letter from Bernard M. Zarella of 6 Lakeview Avenue, regarding his sewer and drainage problems. Asst. Superintendent McIntire stated there is presently no sewerage in Lakeview Avenue and we do not have sufficient money in the sewer construction account fn install sewer mains in Lakeview Avenue. Chairman Wood stated there is also a drainage problem in the area at the corner of Beech Street and Lakeview Avenue. Mr. McIntire stated the Board could offer a connection into the Towns storm drainage system. Mr. Barker asked if the Department could outline the costs for connecting to the sewer system in the FY8S Budget. � S Board of Pobli.c Works Meeting of April 4, 1983 Page Of Chairman Wood stated she would recommend that as well as looking at all the other areas in which we have not installed sewerage and if there is any alternative method other than installing sewer mains in the street to alleviate these type of problems. It was moved, seconded and voted 5;0 to accept the letter from Mr. Zarei l.a as a point of information. It was moved, seconded and voted 5,0 to award Contract 83 -1.3 "Sweeping of Streets" to J.K. Municipal. Services, Inc., Middleton, Ma. in the amount not to exceed $20,085.00 for Spring Clean -Up provided they procure the required Performance and Payment Bonds and a copy of the necessary liability insurance. Mr. McIntire stated T.K. Municipal Services have done the sweeping for the past two years, and this is a 4.7% increase over last years price. It was moved, seconded and voted 5,0 to accept the signed Memorandum of Agreement between the School Committee, the Board of Public Works and the Recreation Committee as a point of information. The Board ac;::r:pted the memorandum fi -no, the Conservation Commission regarding Spring Clean -up Day, Saturday, April 307 as a point of information, 5:0. The hoard reviewed the regllest from the Reading Royal Riders 4 -H Club requesting permission. to use the Batchelder Field facilities on Sunday, May 15, 1983 frnm 7;00 A.M. to 8;00 P.M. for an open horse show for the purpose of raising funds. Mr. Fallon moved to allow the Royal. Riders to use the Batchelder Field Facilities on Sunday. May 15, 1983 from 7:00 A.M. to 8;00 P.M. on behalf of the Reading Royal Riders 4 -H Club, The motion was seconded. ' N Board of Public Works Meeting of April 4, 1983 Page 3 Chairman Wood amended the notion to read from 8:00 A.M, to 8:00 P.M. The main motion as amended was voted 4:1 (Mr. Fallon opposed) subject to the usual stipulations: l. No alcoholic beverages may be served in the public way. 2. Proper police and insurance protection must be procured. 3. The area must be broom clean at the conclusion of the event. 4. Our contract with B.F.I. for rubbish collection includes a provision that the park barrels be emptied by them. We ask that you remove any trash generated by this group in order to leave the barrels free for the normal weekly / i accumulation ' | ��K as well as proper policing of traffic in the area on that day. Mr. Fallon read the Notice of Public Hearing at 8:00 P.M. regarding the construction of granite curbing and sidewalks in front of House #132, #136 and #144 Grove Street. There were four Grove Street residents present. Chairman Wood introduced the Board and Assistant Superintendent McIntire to the residents. Mr. McIntire stated there are basically two phases to the project on Grove Street. The first phase would include reducing the pavement width between house numbers 132 and 144. A cold planer will then be brought in to put a | textured surface from house No. 160 to 128 Grove Street. | ~�" The next item will be to install vertical granite curbing from the driveway at House No. KO to the driveway at No. 128 along the edge of the pavement. The traffic signs are on order. Board of Public Works Meeting of April 4, 1983 Page 4 The second phase of the project would be to petition the County Commissioners to abandon a portion of the roadway as it is currently laid out. The second phase will also include the construction of a stone wall. There will. be two driveways installed at House Nos. 136 and 144. There will be a double -width driveway installed at too. 132. Chairman Wood explained that betterments will be assessed for the curbing and the sidewalks. The betterments are assessed at no more than 50% of the cost over a ten year period with a rate of interest on the unpaid balance which is right now at 7.2 %. Chairman Wood also stated the total cost borne by the Town if the abettors are assessed at SO% will be $137561.00. Mr. Ken Turpin of 136 Grove Street asked when can you start this work, and are we keeping the same Contour of the road. Chairman Wood replied yes, but we have to get permission from the County Commissioners to abandon that part of the road. Mr. McIntire replied that Phase T ran he done this Spring, however, the installation of the wall and sidewalk, will not be done until. the County Commissioners accept the new layout. Mrs. Botticelli_ of 144 Grove Street asked if the residents will be notified in advance of the work. Chairman Wood replied yes, but there will be no major inconvenience to the residents. P. M. Mr. DiIorio stated it is done and I have a copy here. Mr. Fallon stated it seems to me that some of the items on the March-7 Punch List which were not on the March 28 Punch List are still a problem. Section 3A - Concrete - Patch floor in fluoride room - I understand this was done. Section 9A - Painting - I am under, the impression the painter is finished and R.H. White - Bill Lyon Present from C.D.M. - John Willis Ed DiIorio Chairman Wood stated Town Meeting starts next week and Mr. Fallon will be giving a report to Town Meeting on the progress of the Water Treatment Plant. Mr- Fallon stated it was nice to see the roofing guaranty come in today, I assume the request by the Superintendent for the Change Order is also going to be in soon. Mr. DiIorio stated it is done and I have a copy here. Mr. Fallon stated it seems to me that some of the items on the March-7 Punch List which were not on the March 28 Punch List are still a problem. Mr. Fallon stated in the Pipe Gallery on the PVC piping there are no flow arrows. Mr. DiIorio stated as of Friday I was told all the piping was done. . Mr Fallon stated as of today (Monday) this was not done. Mr. Fallon stated he also understood the Motor Control Center is not coordinated. Mr. DiIorio stated the flow into and out of the plant is not up to snuff, the chemical feed pumps will need to be paced. / Mr. Fallon stated regarding the lime system grit problem we have � been on the pebble l ^ 'lime since Saturday. We have been operating on the i pebble lime today and to the point where there were problems with the pumps becoming jammed with grit. I don't know whether that is learning the system or being caused by the pebble lime. At this point it seems to be producing more grit. Mr. Criffin stated the operators were not happy with the system as of closing time today. Mr. Fallon stated he understood Section IIF - Chlorination System - was fixed and appears to be working. Section llC - Ammoniation System - ammonia scales to be altered - Mr. Lyon stated we have a shipping date of April 13 from New Jersey. Under Section 13D - #1 - Instrumentation - Mr. Lyon stated they 1 #121 - Lime storage level. instrumentation was fixed last week and are due to come in this week from Foxboro. seems to he working. Under Section lSD - Plastic Pipe - Mr. DiIorio stated we fixed the leaks today, �. lo Board of Public Works Meeting of April 4, 1983 Page 7 Mr. Fallon stated the water softener system is presently leaking. Mr. DiIorio stated CDM i.s aware of this. Section lSJ - Plumbing - Install protective covering on water pipe in lime room. Mr. DiIorio stated that was put in as an addition to the facility and we never discussed the installation on that. Town forces will put insulation on this. Mr. Fallon stated in the boiler room there is supposed to be an on-off switch., Mr. DiIorio stated he would check with CDM's people and see exactly what is necessary to meet State requirements. | Mr. Fallon stated we seem to have rainwater in the new stairwell / ' where it abuts the old building. � N�N � . Mr. DiIorio stated CDM will check both these areas and in the new boiler room. Also, the lime slaker area where they flush out to the boiler room. Mr. Fallon stated there is a question on the ferric chloride Pumps, new VS. old system. We seem to be getting better results from the old system. Mr. Willis stated he couldn't think of any reason why this should happen. It is fed into the top of the tank instead of the bottom. We will look into this problem as well. Mr. Fallon asked regarding the roofing contractor, if we have any problems can we go back to Celotex or New England Roofing? � Mr. DiIorin stated New England Roofing first, who would in turn go to Celotex. Mr. Fallon asked if New England Roofing is still in business. Mr. Lyon of R.H. White stated yes. i Board of Public Works Meeting of April 4, 1.983 . Page 8 Mr. Barker asked if CDM could dive him an idea of what the grit paddles should look like in terms of the amount of lime vs. grit. Should we be seeing lot of grit? Mr. Willis stated he really didn't know. It should be predominantly grit if it is working properly. Mr. Barker stated behind the lime pumps, the operators indicate they are having to clean them out twice a day. It takes two men to clean if out. Most of the piping appears to be PUG. I would be concerned for the wear and tear on that pipe as opposed to metal pipe. Mr. Willis replied that at the moment he is at a loss to know why they are having problems with the pumps. There is no reason why they have to be cleaned out this often. When we get this problem straightened out, I would agree with you that the PVC might not hold up. Mr. Griffin stated my impression is that the plant is starting to shape up. Mr. Fallon stated he was impressed with much of the work that has been done in the last few weeks, but he is still not completely satisfied. HP stated we seem to be narrowing this list down to the bare minimum. I hope that we can say that on April 15 we are in fact completely on-line with all equipment. I do hope the leaks can be cleared up, I do anticipate that we would be having some sort of an open house, perhaps during Town Meeting, and I am sure we would want the plant functioning properly. The meeting with CDM and R.H. White ended at 9:50 P.M. The Board reviewed the closing hours for the parks and playgrounds. Mr. Fallon moved the present closing hours for the parks (10:00 P.M.). The motion was seconded. r Board of Public Works Meeting of April 4, 1933 Page 9 Mr. Barker stated that there appears to be some confusion within the Police Department regarding the closing time. He suggested a memo be sent to the Police Chief with a copy to the Recreation Committee; stating the closing hours for the parks. Mrs:: Wood amended the motion to read the present closing hour for the parks and playgrounds is 10:00 P.M., with the exception of the lighted softball. field when a game is in progress, The main motion as amended was seconded and voted 5:0. The Board reviewed the letter from the Conservation Commission regarding "scenic roads It was moved, seconded and voted 5 :0 to accept the memo as a point of information. Mr. Griffin stated he would like the Department to review where they see that this movement towards the scenic road by -.law can, in any way, affect the operation of the Department. He would like some clarification from the Department as to what areas of operation are completely done by the DPW that would be transferred to other departments and what areas we are specifically trying to protect.
