HomeMy WebLinkAbout1984-06-20 Board of Public Works MinutesBoard of Public Works Meeting of June 20, 1984 Page 1 t A meeting of the Board of Public Works convened in the second floor Conference Room of the Reading Public Library at 7;20 P.M. Present were Chairman Barker, Secretary Hampson, Board Members Polychrones and Griffin and Superintendent A.V. Fletcher. It was moved, seconded and voted 4:0 to accept the minutes of the Board of Public Works meeting of June 4, 1984 as amended. It was moved, seconded and voted 4;0 to accept the minutes of the Executive Session meeting of June 4, 1984 as amended and that they remain in private privy. Under the Superintendent's Report; Superintendent Fletcher stated in discussion with the Chairman earlier today, I pointed out there is a Special Town Meeting next Monday, June 25, and that it would serve us better if we could come to a decision tonight. If we can not we must have a special meeting next Tuesday in order not to extend the time for design and bid. The Board met with Black & Veatch Engineers - Architects. Present from Black & Veatch were Maurice D. McMullen AIA, Director of Architecture and George H. Bollier, Jr., P.E., Civil Engineer. Mr. McMullen discussed the qualifications of the company, he stated they are one of the 10 largest design firms in the country. He presented the project approach summary and work plan. He stated he has directed the design of 30 municipal service centers such as this. We are also experienced in building on landfills and know the structural problems and methane gas problems associated with landfills. Mrs. Wood joined the meeting at 7;35 P.M. Black & Veatch have total in-house architectural and engineering capabilities, however, they would have to hire outside geotechnical help. He stated about 95% of their work is done for municipalities. Board of Public Works Meeting of June 20, 1984 Page 2 Mr. Bollier spoke of the methane gas problem on landfills and its potential for the future. He stated the Town would probably want a gas collection system. Mr. Griffin asked who does your geotechnical work? Mr. Bollier replied Haley & Aldrich. Mrs. Wood asked what is your proposal for geotechnical services? Mr. Bollier replied in this case we would prefer that Haley & Aldrich would work as a subcontractor. Superintendent Fletcher stated I asked the firms to state whether they were going to use in-house services or outside consultants and that the price be separate from the A&E costs. It is my intent to let the selected A&E subcontract the geotechnical work through themselves, not through the Town. The meeting with Black & Veatch ended at 8:35 P.M. The Superintendent stated regarding the proposed nursing home on Main Street, he spoke with the Chairman of the Board of Appeals and told him we would review the plan. The Superintendent distributed comments on the plan reviewed by himself and William Redford of the Engineering Division. He asked for direction on how to present this to the Board of Appeals. Mr. Griffin moved that the Department send a letter to the Board of Appeals that the BPW review indicates several areas of concern, such as where the construction does not conform to the normal Board of Survey regulations. The motion was seconded and voted 5:0. It was moved, seconded and voted 5:0 to discuss this issue further at the July 23, 1984 scheduled Board Meeting. The Board met with C.E. Maguire, Inc. at 9:00 P.M. Board of Public Works Meeting of June 20, 1984 Page 3 Chairman Barker introduced the members of the Board and the Department. Present from C.E. Maguire were Brian P. O'Donnell, AIA, John D. Hollywood, P.E., Dr. Pual B. Aldinger, P.E., and Philip Dunkelbarger. Also present was Tom Amsler of Amsler, Hagenah & McLean. C.E. Maguire presented schematic plans of the proposed DPW facility. They discussed site conditions and project objectives, and addressed space utilization, and compatability to surrounding buildings and outside storage. They stated their landfill reuse experience includes 35 projects in Massachusetts. In Prince George City, Maryland they are venting the methane gas from the landfill and using it to heat the facility. Mr. Amsler of Amsler, Hagenah & McLean addressed the solar power issues. He indicated there are recent developments in "high tech" glass and heavy concrete interior floors. They incorporated these developments in the design of the Manchester, N.H. Airport Facility. He stated passive solar collectors would be the best procedure for the Town and are the easiest to maintain and operate. Mr. Dunkelbarger stated that 60-70% of C.E. Maguires projects are in the public sector. Chairman Barker thanked them for coming and the meeting with C.E. Maguire ended at 10:30 P.M. Superintendent Fletcher stated he has direct knowledge of 12 of the 13 firms that submitted RFP's. These four firms were developed from the fact that the committee felt they would best serve Reading. I think, in supporting Bob's statement, the Board should make a determination of Board of Public Works Meeting of June 20, 1984 Page 4 thoroughness and service to Reading without the price. If the price becomes a factor, however, I would like to see a decision on that basis. Mr. Griffin stated two firms struck me as above the others, (L.E.A. and C.E. Maguire). Mrs. Wood stated she had similar thoughts. C.E. Maguire and L.E.A. viewed this as a project in conjunction with the Town. Mr. Polychrones stated he rated G.E. Maguire first and Black & Veatch seond. He thought that Maguire had the expertise, ability and manpower and the fact that they are a local company appealed to him. Mr. Hampson's thoughts were as follows: C.E. Maguire - was impressed with their realistic construction schedule, Black & Veatch - Architect was very well versed in public works facilities. L.E.A. - Public Works consultant was good. They put a lot of effort into conceptual schematic drawings. S.E.A. - Cost estimator was good - other support was not as good and the other groups. Chairman Barker stated he liked L.E.A. and C.E.
