HomeMy WebLinkAbout1984-06-18 Board of Public Works MinutesHoard of Public Works Meeting of June A meeting of the Hoard of Public Works convened in the Conference Room of the Reading Public Library at 7:15 P.M. Present were Chairman Harker, Hoard Members Polychrones and Griffin and Superintendent Anthony V. Fletcher. The Hoard discussed the Vining Rubbish Collection and Disposal Contract. Mr. Polychrones questioned how the base price for fuel was arrived at. Superintendent Fletcher informed him this was based on the Boston tank prices. It was moved, seconded and voted 3:0 to approve the amendment to the Town of Reading, Ma. contract for Rubbish Collection and Disposal - Contract 84-1. Attorney Ted Cohen stated from the meeting last week, after further investigation, there is an existing Town Contract that provides for disposal in Plainville. He stated he determined it was necessary to amend that contract which would eliminate some of the bidding problems and would address the Vinings' requests for delay and fuel adjustment. He stated we have appended certain pages from the bid to amend the contract to take into account the trash is going to RESCO instead of Plainville. Mr. Hampson joined the meeting at 7:25 P.M. The Board met with L.E.A. Group at 7:30 P.M. for their A&E presentation of the proposed John Street public works facility. Mrs. Wood joined the meeting at 7:35 P.M. Superintendent Fletcher introduced Paul D. Guertin, F.E., Vice President of L.E.A. Board of Public Works Meeting of June 18, 1984 Page 2 Also present were Edward F. Cassidy, James Jacobs, Joseph Guertin of Goldberg-Zoino Associates and Larry Grauberger of LEA/Burke. Mr. Guertin stated this is a firm of approximately 120 professionals. He stated they are involved 50/50 between public and private factors. He stated in general this includes site development, building design, environmental engineering, water supplies, air pollution, etc. He stated they have a complete in-house structural services staff and in support we have electrical and mechanical engineers. For geotechnical engineering they retain Goldberg-Zoino Associates. Mr. Cassidy presented a visual concept of the project team. Mr. Grauberger of LEA/Burke stated we have joined with L.E.A. to specialize in public works management consulting. Our role is to act as a catalyst to help keep the engineers on track as far as public works functions are concerned. Joseph Guertin of Goldberg-Zoino stated they are experienced in determination of subsoil conditions and problems. They have about 150 people in the New England area. They also have their own test drilling company. They have worked on several hundred landfill projects of which many have been the construction of buildings on landfills. He stated 60% of our current workload is geotechnical engineering and 40% is groundwater and hazardous waste issues. He stated You must take methane generation into serious consideration when you build on this landfill. Chairman Barker introduced Gretchen Latowski of the Hazardous Waste Committee. Mr. Griffin asked what is the role of Burke Associates? F 6 Board of Public Works Meeting of June 18, 1984 Page 3 Mr. Guertin replied they would be a member of the staff sitting with the Town and would be totally sensitive to the desires and requests of your operational staff. Mr. Grauberger stated I would become very acclimated with how your operations are run. I would work closely with Tony and his staff to determine your operations. Mr. Hampson asked about underground storage of gasoline and hazardous materials. Mr. Guertin stated we are looking at putting these tanks in an underground vault. There will be spillage of waste oils in the building. This will be taken care of by a gas trap which will be drained into tanks that will be pumped out. Mr. Hampson asked are you comfortable with the public being involved in this. Mr. Guertin replied yes, we understand and have no problem with this. Mr. Hampson asked if they had designed a facility that had administration offices connected. Mr. Guertin stated there is a facility designed by us in Ludlow, Ma. which integrates office staff with operational staff. Mrs. Latowski of Hazardous Waste asked how do you design storage areas for herbicides and pesticides? Mr. Guertin stated there would be a separate system tied into the receiving system for oil and grease protection. Chairman Barker thanked them all for coming. The Board met with S.E.A. Consultants, Inc. at 9;15 P.M. { t Board of Public Works Meeting of June 18, 1984 Page 4 Present from S.E.A. were Arnold B. Goldstein, P.E., Principal in Charge, David T. Goodemote, P.E., Project Engineer and Richard P. DeCoste, A.I.A., Project Manager. Chairman Barker introduced the Board Members, the Hazardous Waste Committee and Departmental members. Mr. Goldstein stated we have done a lot of projects of this sort and do them well. We are very service oriented. We understand the project and your concerns. They presented outlines of various related projects they have done in the area. Richard DeCoste, who would be the Project Manager, stated I would work very closely with the staff of Public Works. He explained their proposed site plan and how they envision the building and the salt shed. Dave Goodemote showed two separate entrances to the facility on John Street, one for employees and one for the public. He stated they are currently doing projects through the Mass. DPW 732 Program. The state will. be taking further applications in August of this year, and SEA could assist the Town in applying for that funding. Mr. Goldstein stated we are very confident we can work within your budget. Mr. Griffin asked would you review the role of Paul Ptas? Mr. Goldstein replied he is a trained contract estimator. He has 20 years experience in this type of estimating. He stated Mr. Ptas can make sure the plans and specifications are in line with the budget. Mr. Polyr_hrones asked are you planning on a one story building. Mr. Goldstein replied yes. Board of Public Works Meeting of June 18, 1984 Page 5 Mr. Hampson asked do you have in-house geotechnical expertise? Mr. Goldstein replied yes. Mr. Goodemote stated we rerouted the drainage system exactly as you wanted it. Chairman Barker asked have you done any projects integrating administration and operations? Mr. DeCoste replied yes, at Pease Air Force Base we incorporated administration and maintenance. Mr. Goldstein also stated that they are presently constructing a building on the landfill in Action off Route Chairman Barker thanked them for coming. Superintendent Fletcher suggested we hold all four of the price quotations until the fourth presentation. We will then discuss all four in public session. The Board signed the Payroll and the Billroll for the period ending June 15, 1984. The meeting adjourned at 10:30 P.M. Respectfully submitted, Secre ry
