HomeMy WebLinkAbout1984-06-14 Board of Public Works Minutes- Board of Public Works Meeting of June 14, 1984 Page 1 A meeting of the Board of Public Works convened in Room 16, Municipal Building at 7;45 P.M. Present were Chairman Barker, Secretary Hampson, Board Members Wood and Griffin and Superintendent Anthony V. Fletcher. The Board discussed the timing for the Architectural and Engineering presentations by the four consulting firms. It was decided to hear two presentations on Monday, June 18 and two presentations on Wednesday, June 20. The Board next discussed the Vining Rubbish Collection and Disposal Contract. Superintendent Fletcher stated I am meeting with Vining tomorrow and we may have a solution we can address. Chairman Barker stated Tuesday night the Finance Committee approved #44,000 for the Resco contract. He stated he has been spending considerable time on the phone with Town Counsel. Mr. McIntire stated to the Chairman he has worked out numbers on the additional fuel charges and has determined $980.00 to be the additional cost to the Town if fuel prices went up. For "delay" Ted worked out calculations involving three trucks at ten instances a year which works out to somewhere in the order of $4,000. The Finance Committee was not upset by either of those numbers. He stated he does not expect either of these situations to come into play, however, because of the built-in protection in the RESCO contract. Mr. Griffin stated I would like us to set up a formal monitoring system by which we have a definitive statement of start time. We have no way of verifying this. Board of Public Works Meeting of June 14, 1984 Page 2 Chairman Barker stated I have asked Town Counsel to advise the Board as to what we should do before Town Meeting as far as signing this contract. We could approve it subject to funding at the June 25 Town Meeting. The Board adjourned temporarily at 8:00 P.M. to meet as the Board of Survey. The meeting reconvened at 8:40 P.M. Mr. Hampson stated he is meeting with the Conservation Commission on Thursday night to develop an RFP for a hydrogeological consultant for the proposed I-93 Development in North Reading. How do you want to proceed from there? Superintendent Fletcher stated I don't know that the mechanics are worked out, or where the money is going to come from. I would ask that the Board support the Water Commissioners as being the leaders. He stated we are also delivering an appeal to DEGE for the Order of Conditions from the Town of Wilmington. Superintendent Fletcher stated I feel we will get the ultimate possible protection under the law by appealing and by hiring a hydrologist and geohydrologist. Mr. Hampson stated I would like to stop anything there that we could. It was moved, seconded and voted 4:0 that the BPW act as the funding and reporting agency in conjunction with the Conservation Commission and all other Boards and Committees involved with the Town of North Reading Development across from the Reading well field. Board of Public Works Meeting of June 14, Mr. Griffin stated I spoke with Superintendent Wells regarding the MBO system and will give Doug Barker a report on this at a later date. The Board discussed the staffing situation at the Water Treatment Plant. The meeting adjourned at 9;08 P.M. Respectfully submitted, Sec reta
