The Board of Public Works convened in loom 127, Reading Memorial
High School at 6:45 P.M. Present were Chairman Barker, Board Members
Polychrones and Griffin, Superintendent Anthony V. Fletcher and Assistant
Superintendents McIntire and Bergeron.
it was moved, seconded and voted 3:0 to reduce the bond on L.ilah
Lane in accordance with the memo from Assistant Superintendent Bergeron
and supported by Superintendent Fletcher.
Chairman Barker opened the discussion relative to Article 30 -
Solid Waste, and asked the Superintendent to give a quick presentation on
the five possible motions.
The Superintendent stated that although there were -give motions,
he would only recommend that the Board vote to adopt the resolution and
request $44,000 of the Finance Committee to join RESCO July 1, 1904.
On the motion of Mr. Griffin, seconded by Mr. Pol.yr_hrnnes, the
Board voted 3:0 to adopt the recommendation.
At 6:56 P.M. the Chairman opened the disrussion on Avalon Road.
John Price of Gleason Road joined the meeting, followed by the
Police Chief and Selectman Paul Landers.
Mr. Hampson joined the meeting at 7:05 P.M.
The Chairman announced that he would have to leave the meeting
shortly and Mr. Hampson would chair the meeting in his .absence.
At that time Mr. Griffin left the meeting.
Present for the opening of the Avalon Woad Hearing was Chairman
Barker, Secretary Hampson and Mr. Polychrones.
The Chairman asked the Superintendent for comments relative to
the Avalon Road subdivision.

The Superintendent reported that it was essential. that the Board
give direction to the developer who had agreed to do exactly as the Board
requested. The discussion followed concerning the merits of a wet or dry
pond.
The Superintendent stated that it was obvious to all during the
last hearing that the neighborhood did not want to consider a wet pond.
The Superintendent recommended that the Board adopt a revised drainage
plan adopted by the Superintendent and Assistant Superintendent.
On the motion of Mr. Pol.ychrones, seconded by Mr. Hampson, the
Hoard approved a dry pond concept.
A lengthy discussion ensued with Mr. Gillis regarding the
definition of "definitive". After some dialogue, the Superintendent
agreed to meet with Mr. Gillis to address those written concerns that he
had about the project.
At 7,20 P.M. Mr. Griffin returned and joined the meeting.
A very lengthy discussion followed regarding the merits of having
the subdivision road intersect West Street or end in a cul-de-sac.
Assistant Superintendent Bergeron maintained that the addition of
another intersection bisecting West Street at the existing curve would
lead to further vehicle and pedestrian accidents.
Police Chief Marchand maintained that he could see no additional
difficulties created by this intersection and stated that to the best of
his knowledge, frequent accidents at that location were caused by
excessive speed and/or the use of alcohol.
Mr. Price and Mr. Bergeron exchanged views at great length
concerning this intersection and Mr. price insisted that this intersection
would be no more dangerous than any other intersection in the area.

It being 7:35 P.M., the Superintendent requested of Mr. Hampson
that the meeting be adjourned and before adjournment that the Board Pust
consider a meeting no later than next Tuesday, May 1st, solely for the
purpose of determining the position of the Board. This was agreed.
The meeting adjourned on the motion of Mfr. Griffin, seconded by
dir. Polychrones at 7:42 P.M.
