Present were Chairman Barker, Secretary Hampson, Board Members Wood, Pol.ychrones and Griffin and Superintendent Anthony V. Fletcher. It was moved, seconded and voted 5:0 to accept the minutes of the Board of Public Works meeting of April. s, 19n4 as amended. It was moved, seconded and voted 5:0 to accept the minutes of the Board of Public Works meeting of April z, 1904 as amended. Superintendent Fletcher discussed his memorandum concerning R.H. White and the recommendation that they he paid in ful.l and the approval o Change Order No. 4. On motion made by Mr. Griffin, seconded by Mr. Hampson to approve Change Order No. 4 with the amendment that CDM would be responsible for approval based on OSHA standards. The motion was voted 5:0. It was moved, seconded and voted 4;1 (Mr. Griffin opposed) to pay R.H. White the complete bill including interest. Chairman Barker brought up the pole relocation memo.regarding Mill Street and Lilah Lane from the Superintendent. Superintendent Fletcher explained that since Mr. Mahoney`s concerns were addressed that the Board approve the pole relocation as requested by the Reading Municipal Light Department. It was moved, seconded and voted b;0 to approve the petition of the R.M.L.D. and New England Telephone Company to i.nstal.l poles on L.i.l.ah Lane and remove poles on Mill. Street. Chairman Barker asked the Superintendent to address the solid waste memo. Superintendent Fletcher explained that the Board of Directors of r Board of Public Works Meeting of April. 23, 19£4 Page 2 the parent firm of RESCO would not approve a delayed agreement to join RESCO in 1987 and also that there had been no further improvement in determining final dumping fees associated with the NESWC project. Without further decision, the Board stood to lose their credits from the Vining Disposal Company and that we would now have to entertain a 092,000 cost figure commencing July 1, 1984 and our trash would go to wherever Vining Company brought it. The Superintendent responded to Mr. Griffin's question of cost if we went to RESCO immediately. This figure is in the amount of $41,000 - $47,000. Chairman Barker requested that Superintendent Fletcher prepare a good cost proposal to join RESCO July 17 1904. It was moved, seconded and voted 00 to go with RESCO on July 1, 1984. Under Old and New Business; Mrs. Wood made a statement about the success of the Fernekees case and that it was long overdue. The Board signed the Payroll and the Bi.llroll for the period ending April. 20, 1984. The meeting adjourned at 7.30 P.M. Respectfully submitted, sec ret y 1~ ~2
