Present were Chairman Wood, Secretary Barker, Board Members Polychrones, Griffin and Hampson and Assistant Superintendent Edward D. McIntire, Jr. It was moved, seconded and voted 5;0 to appoint Mr. Anthony Fletcher Superintendent of Public Works in the Town of Reading, beginning February 27, 1984 or sooner. The Board of Public Works is pleased to announce the appointment of Mr. Anthony V. Fletcher as Superintendent of Public Works for the Town of Reading. Mr. Fletcher brings more than thirty years of experience in both the private and public sectors to the Reading position. Mr. Fletcher entered municipal service in 1975 as the Director of Public Services for the City of Salem, Ma. Concurrent with the Directorship of Public Services in Salem, Mr. Fletcher also acts as a Director on the Salem-Beverly Water Board and a Representa- tive to the South Essex Sewerage Commission. A Registered Professional Engineer and a Registered Land Surveyor, Mr. Fletcher holds membership in numerous professional organizations. The Board feels that in addition to his extensive professional experience in all areas of Public Works operations and administration, Mr. Fletcher brings a commendable record of project completions, a genuine enthusiasm for public works functions, a cheerful demeanor, a thoughtful and realistic approach to management under Proposition 2 1/2, a demonstrated concern for employee relations, and a sincere concern for serving his constituents in a positive, professional, and personable manner. These qualities will continue to provide able Board of Public Works Meeting of January 10, 1984 Page 2 leadership for the Board of Public Works and the Town of Reading. Mr. Fletcher resides in Marblehead, Ma. He graduated from North- eastern University School of Engineering after completing military service in the U.S. Navy Air Services during W.W.II. The Board of Public Works feels that the Town of Reading will be well-served by Mr. Fletcher's professional experience and his enthusiastic leadership and able management and welcomes him to the Town. The Board next reviewed the FYB5 Budget. Under Sheet 17 - WATER GENERAL - It was moved, seconded and voted 5:0 $78,205. for total salaries; $28,781. for total expenses, for a grand total of $106,986.00. Sheet No. 18 - WATER MAIN PIPE CONSTRUCTION - It was moved, seconded and voted 5:0 $5,104.00 for total salaries; for a grand total of $5,104.00. Sheet No. 19 - WATER MAIN PIPE MAINTENANCE - It was moved, seconded and voted 5:0 - $16,547.00 for total salaries; $13,887.00 for total expenses, for a grand total of $30,434.00. Sheet No. 20 - WATER SERVICE PIPE CONSTRUCTION - It was moved, seconded and voted 5:0 - $11,612.00 for total salaries; $9,349.00 for total expenses, for a grand total of $20,961.00. Sheet No. 21 - WATER SERVICE PIPE MAINTENANCE - It was moved, seconded and voted 5:0 - $76,647.00 for total salaries; $21,973.00 for total expenses; for a grand total of $98,620.00. Sheet No. 23 - WATER HYDRANT - It was moved, seconded and voted 5:0 - 815,000 for total salaries; 816,401. for total expenses, for a grand total of 831, 401.00. Sheet No. 24 - WATER FILTER PLANT - It was moved, seconded and voted 5:0 - 8110,157.00 for total salaries; 8403,684. for total expenses, for a grand total of 8513,841.00. Sheet No. 25 - WATER WELL FIELD - It was moved, seconded and voted 5:0 818,756. for total expenses; for a grand total of 818,756.00. Sheet No. 26 - TOTAL WATER - It was moved, seconded and voted 5:0 8367,636. for total salaries; 8520,996.00 for total expenses, for a grand total of 8902,882.00. Sheet No. 27 - RUBBISH COLLECTION - It was moved, seconded and voted 5:0 - 8407,000. for total expenses for a grand total of 8407,000.00. Sheet No. 28 - LANDFILL - It was moved, seconded and voted 5:0 - 827,991.00 for total salaries; 831,647.00 for total expenses; for a grand total of 859,638.00. Under the Capital Improvements Program: Sheet No. 29 - DRAIN CONSTRUCTION - It was moved, seconded and voted 5:0 - 8160,000.00. Sheet No. 30 - ROADWAY RECONSTRUCTION - It was moved, seconded and voted 5:0 - 8219,000.00. Mr. Griffin directed the Administration to come to a concensus as to how they feel the drainage should best be handled on Franklin Street. Board of Public Works Meeting of January 10, 1984 Page 4 Sheet No. 31 - NEW EQUIPMENT - It was moved, seconded and voted 5:0 - $148,500.00. Sheet No. 32 - PARK CONSTRUCTION - It was moved, seconded and voted 5:0 - $30,925.00. Sheet No. 33 - STREET ACCEPTANCE - It was moved, seconded and voted 5:0 - $33,800.00 (Morgan Park only). Sheet No. 34 - SEWER CONSTRUCTION - It was moved, seconded and voted 5:0 - $50,700.00 (Dean Road and Lakeview Avenue). The meeting adjourned at 10:25 P.M. Respectfully submitted, Sec etary
