A meeting of the Board of Public Works convened in Room 16,
Municipal Building at 7:45 P.M. Present were Chairman Wood, Secretary
Barker, Board Members Polychrones, Griffin and Hampson and Assistant
Superintendents Edward D. McIntire, Jr. and William R. Bergeron.
Chairman Wood outlined to those in attendance how the Board got
to the position of casting ballots for the position of Superintendent of
Public Works. All Board Members agreed they are ready to vote tonight.
In September the Board decided to have an independent Search Committee
screen applicants and make recommendations to this Board. Six applicants
were recommended and interviewed for the position by the B.P.W. Chairman
Wood read the list of six applicants to the audience and passed out
ballots. Gerald Fiore, Chairman of the Search Committee, collected and
counted the ballots and on the first ballot a majority of the Board voted
to appoint Anthony Fletcher Superintendent.
Chairman Wood stated that Mr. Fletcher is currently the Public
Services Director in Salem, Ma.
It was moved, seconded and voted 5:0 that the Board of Public
Works offer the position of Superintendent of Public Works to Anthony
Fletcher of Marblehead, Ma.
Mr. Griffin offered his thanks to the Search Committee.
Mr. Barker instructed the Department to notify R.H. White to
repair the observation hatch on the day tank to proper standards so the
material does not create a vapor within the room.
It was moved, seconded and voted 4:0 to accept the letter from
Reverend Paul E. Barnes regarding "Christmas on the Common" as a point of
information and that this letter of appreciation be posted at the
appropriate place in the Garage.

Under Old and New Business:
Mr. Griffin asked if the tree grates have been packed in with the
chips in the base of the newly planted trees in the downtown area.
Mr. Bergeron stated these were all taken care of by Tree Warden,
Bud Dickey.
Mr. Barker stated I do not feel comfortable with the amount of
chips in those wells at this time. From a safety standpoint I do not feel
there are enough chips in the wells if they are not up to grade with the
cement sidewalk.
Mr. Barker moved, and it was seconded to go into Executive
Session at 8:15 P.M. to discuss legal options with regard to the water
treatment plant, to reopen in open session, and the Chairman polled the
Board as follows:

Mr. Barker - aye
Mrs. Wood - aye
The meeting reconvened at 9:50 P.M.
The Board next reviewed the FY85 Budget:
Sheet 1 - ADMINISTRATION -
It was moved, seconded and voted 5:0 to change Office Equipment
to $1,300.00.
It was moved, seconded and voted 5:0 that the Board adopt the
Assistant Superintendents memo of January 6, 1984 and make the recommended
changes to the appropriate budget sheets as outlined.

It was moved, seconded and voted 5:0 for Sheet No. 1 -
Administration - Total Salaries $61,354.00; Total Expenses $9,530.00 for a
grand total of $70,884.00.
It was moved, seconded and voted 5:0 for Sheet No. 2 -
Engineering - Total Salaries $169,242.00; Total Expenses $3,771.00 for a
grand total of $173,013.00.
It was moved, seconded and voted 5:0 for Sheet No. 3 -
Highway Maintenance Patch - Total Salaries $20,741.00; Total Expenses
$34,495.00 for a grand total of $55,236.00.
It was moved, seconded and voted 5:0 for Sheet No. 4 - Highway
Maintenance Chip - Total Salaries $31,240.00; Total Expenses $68,944.00
for a grand total of $100,184.00.
It was moved, seconded and voted 5:0 for Sheet No. 5 - Highway
Maintenance Overlay - Total Salaries $6,882.00; Total Expenses $55,263.00
for a grand total of $62,145.00.
It was moved, seconded and voted 5:0 for Sheet No. 6 - Highway
Maintenance Sweeping - Total Salaries $14,490.00; Total Expenses
$23,038.00 for a grand total of $37,528.00.
It was moved, seconded and voted 5:0 for Sheet No. 7 - Highway
Maintenance General - Total Salaries $195,732.00; Total Expenses
$55,755.00 for a grand total of $2519487.00.
It was moved, seconded and voted 5:0 for Sheet No. 8 - Sidewalk
Maintenance - Total Salaries $14,745.00; Total Expenses $7,406.00 for a
grand total of $22,151.00.
It was moved, seconded and voted 5:0 for Sheet No. 9 - Parking
Areas - Total Salaries $1,770.00; Total Expenses $17,276.00 for a grand
total of $19,046.00.

It was moved, seconded and voted 5:0 for Sheet No. 10 - Drain
Maintenance - Total Salaries $46,805.00; Total Expenses $8,010.00 for a
Grand Total of $54,815.00.
It was moved, seconded and voted 5:0 for Sheet No. 11 - Equipment
Maintenance - Total Salaries $72,545.00; Total Expenses $114,731.0 for a
Grand Total of $187,276.00.
It was moved, seconded and voted 5:0 for Sheet No. 12 - Parks &
Playgrounds - Total Salaries $109,155.00; Total Expenses $25,899.00 for a
Grand Total of $135,054.00.
It was moved, seconded and voted 5:0 for Sheet No. 13 - Forestry
- Total Salaries $97,836.00, Total Expenses $16,080.00 for a Grand Total
of $113,916.00.
It was moved, seconded and voted 5:0 for Sheet No. 14 - Traffic
Sign - Total Salaries $2,700.00; Total Expenses $11,615.00 for a Grand
Total of $14,315.00.
It was moved, seconded and voted 5:0 for Sheet No. 15 - Snow &
Ice - Total Salaries $94,652.00; Total Expenses $62,348.00 for a Grand
Total of $157,000.00.
It was moved, seconded and voted 5:0 for Sheet No. 16 - Sewer
Maintenance - Total Salaries $113,438.00; Total Expenses $64,328.00 for a
Grand Total of $177,766.00.
The Board signed the Payroll and the Billroll for the period
ending January 6, 1984.
The meeting adjourned at 11:10 P.M.
