Present were Chairman Barker, Secretary Hampson, Board Members Polychrones and Griffin, Superintendent A.V. Fletcher and Asst. Supt. William A. Redford. It was moved, seconded and voted 3:0:1 (Mr. Polychrones abstaining) to accept the minutes of the Board of Public Works meeting of October 22, 1984 as amended. It was moved, seconded and voted 3:0:1 (Mr. Polychrones abstaining) to accept the minutes of the Board of Public Works meeting of October 25, 1984 as amended. Mr. Griffin stated we should not make statements about hazards in the roadways unless we are prepared to rectify these problems, because we are setting ourselves up for liability claims. It was moved, seconded and voted 3:0:1 (Mr. Polychrones abstaining) to accept the minutes of the Board of Public Works Meeting of October 29, 1984 as written. Mrs. Wood joined the meeting at 7:52 P.M. It was moved, seconded and voted 5:0 that Sheet No. 29, Bill No. 34, for a 70X lateral, for Joseph & Mary Noe, 21 Brewer Lane, Plat 168 Lot 14, dated November 5, 1984 in the amount of $336.00 be commited to the Tax Collectors and betterments assessed accordingly. The Board next discussed the Superintendent's memo regarding the used dump trucks. The facts are that Bradford Co. has sent the $3000 payment to BPW, but is requesting a credit be returned for eight months of use by the BPW. Mrs. Wood stated I don't know how we can determine eight months of use. _SP Board of Public Works Meeting of November S. 1984 Page Mrs. Wood moved to rescind the vote of October 29, 1984 reg, the 1970 Diamond Reo Trucks to Bradford Auto Co. and continue with of original motion of January 30, 1984 to award under Alternate V the purchase of two (2) Diamond Reo Trucks to Bradford Auto Company. The motion was seconded. It was moved, seconded and voted 5:0 to table the motion until the Superintendent has time to further discuss this with Bradford Auto Co. Under the Superintendent's Report: Supt. Fletcher stated trash collection for October was 1564 tons. We are supposed to average 900 tons per month. He feels the amount was underestimated in the beginning. Mr. Polychrones asked if these trucks are checked every morning to be sure they are empty. Supt. Fletcher replied most mornings this is checked. If you want to pay someone overtime to check these trucks, this would be another added expense. Asst. Supt. McIntire joined the meeting at 8:10 P.M. The Board next discussed the bid summary for the trade-in of two of our vehicles and the purchase of two new vehicles. Mrs. Wood stated I am concerned that these are quotes and were not put out to bid with a written set of specifications. One of the reasons I am concerned is that there might be people who would want to bid who were not contacted. She stated the one thing I would hope to gain by this process is to stop criticism that these are private quotations. Mr. Griffin stated I share that feeling. Mr. Hampson stated I see no need to go out to bid. This is not a large amount of money in relation to our budget. Board of Public Works Meeting of November 5, 1984 Page 3 It was moved, seconded and voted 3:2 (Mr. Polychrones and Mr. Hampson opposed) to put these cars out to bid in a public manner. Under Old and New Business; Chairman Barker stated the Town Meeting Report will be handed out to all Town Meeting Members at Tuesday night's meeting. The Board next discussed the FY86 Budget. Chairman Barker stated it is my intention to go through this budget from start to finish tonight to get an overall feel for the Department of the Boards' concerns. Mr. Hampson stated he felt we should go to the capital discussion because that is where the policy decisions should be made. Mrs. Wood stated I don't feel we should let Sheets 1-29 go right through. Mr. Griffin stated the Capital Budget is the area that is of the largest importance. The Board went through Sheets 1-29 and made minor changes. The Board will vote final figures at a later date. The Board next had a philosophical discussion regarding the Capital Budget. The Board signed the Payroll and the Billroll for the period ending November 2, 1984. The meeting adjourned at 11:35 P.M.
