A meeting of the Board of Public Work= convened in the A"ditorium
of the Community Center, .F' Sanborn Street„ Reading, Ufa, Present were
Chairman Barker, Secretary Hampson, Board Members Wood and Griffin and
Superintendent Anthony V. Fletcher, Assistant Superintendent. William A_
Redford and William B. High of the Engineering Division.
There Were 3S residents present,.
Secretary Hamnsnn r?ad the Notice of Public Hearing at 8;05 P.M_
regarding upcoming roadway reconstruction projects on the following
streets,

Chairmpn Parker introduced the members of the Board and the
Department, and explained the general procedure for a roadway
reconstruction hearing.
Asst. Supt. Redford thanked everyone for coming and reiterated
the procedure Or the heari.n,
Asst. Supt. Redford explained tho evaluation prorpOrp f er
f roadway that, nPeds to be rprrnotrurteo. He stated the FrninPPring
Division evaluates the condition of road surface and structure, and makes

a design bared on function, volume of traffic and posted speed. He stated

the Department has developed a 40 year program of reconstruction of

The first street di''c+. w9d was Minot Street,.
Mr:. Rerlfnrd explained Minot. Street is prosPntiy a ?0 foot l.aynut
and we are proposing .P 24 foot paving area, There are no proposed easement
f akinp or trees to he tart Pn down. He explained Pavements .are n"tlinPd in
yellow on the ni_ans.; He farther explained the i.ntPnt of an easement for
roadway purposes is rnf to place the actual pavement mithin that area, but

Mr. Layne Mpr pnd of 38 Minot. Street stated there are many
problems on this street as far as spfpt is rnnrrrned,
The next project discussed was Dana Road.
Mr: Redford explained the layout of Dana Road exactly as it . Q.
laid out noble The subsurface strength its the major problem.
Mr. Joseph Amplntte of Sir Dana Road stated there is spring runoff
from ;melt. Lane and the pat:%ement in the>t whole area has broken down.
Mr. Redford asked that he point this out to Mr. High_
Mr- Ryan of 87 Brans Road stated at the Smal 1. I. anp and Dana Road

Mr:, Redford i-pplied there is a legal liability an any obstrurtion

The next street discussed was Willow St rent , from Symmvr Avenue

Mr. RRedford stated we will ho world on the area where there Y
a large din in the road near thr tracks ond will he asking the PH to make
repairs to the actual track arex,
Diane Troy of 146 Willow Street asked are you widening anything
and still this cost us anything?
Mr. Redford replied yes, we _.:;re widening but this will be at no
cost to ynu
Mrs. Troy stated T have a double drain in front of m' house, what
will happen to that''
Mr. Redford stated it will remain the same. When we lower the
s.truct"res and raise them, any repairs to the structures wi.l.l be
accomplished at that time,
Maureen O'Brien of 59 Willow `street stated at the sewer housing
building near the tracks, there is R telephone pale that, appears to ut
nut, three' feet into the rnadwaye She felt this was a very dangerous
situation. There have been many accidents.. There in also a hydrant behind
this,
Mr. Redford stated we intend to delineate that portion of the
roadway much better,
Supt. Pletcher stated the curbing line will be ;'.,ytpnded and
redefined-
The next roadway discussed was i=aton Lt--et„
Chairman Parker read a latter from Joan Kingston into the rer.nrd
which stated her conrerns.
Mr„ RrydNH stated on this particular street we are looking for
radius easements and takings for ea=.rra'nt purposes and this is primarily
to rectify the turning radius at the intersertions. We are proposing

curbing at intersections that don't hove it and resetting of curbing that

The next st rept d i sri.i=,-ed was Pearl Street from Wakefield Street
to Charles Street
Mr. Rpdfnrd stated this % nut is a variable width. Tt is nor
intention at this time there are no trees that need to he cut down;
however, there are utility poles that need to he mnved-
Mr. Robert. Ok=}rhol.m of 179 Pearl Street stated ever; winter we
have a problem with na= mains hrpaking. On you plan on notifying the gas
company on this?
Mr. Redfo-d stated we plan on contacting the gas rnmpsay,
Supt- Fletcher stated we will have a discussion with the gas
company on this issup, they will have to update the services.
The next street, discussed was Pearl. Street from Franklin Street
north to main Strppt:.
Mr. Redford stated this area of Pearl Street it a leery variahie
width, there are a large number of stone walls and steep embankments,.
Travel seems to he l imitpd to abuttnrs. He stated there will he a total. of
seven trees taken. He also pointed out that a _?4 font roadway on the
entire area is not feasible hecausp of the variable width of this
non-unifnrm roadway. There are also a number of drainage imprnvements
reg"ired in the area„
An unidentified abottnr stated he was very concerned shoat the
cutting of trees in front of his property and vehemently opposed any
widening of the street.

The next street disrusned wa- Franklin Street from Haverhill
Street to Main Street.

Mr•, Rnsrhet t i of 117 Franklin Street asked why can't you change
the posted speed of the roadway?
Mfr. Redford replied that posting of speeds on this roadway is not
the function of Public Work=,
Mr. Strathmore of 7 Franklin Street asked what. about the entrance
into Franklin Street from Haverhill Street7 this is a very dangerous
intersections
Mr_ Redford replied this will he modified..
Mr. Feenpr of Have"hill Street asked can you make this a one-way
street.
Supt,. Fletcher stated this would he a petition process that, would
have to no through the Police DepartmPnU
Pat Hurfnrd of 71 Franklin Street stated T am opposed to land
takings or easements. T would like to see the street done within the
constraints ni what the Town now owns. T am adamantly oppnced to remnvi.nn
my wall, live in an antique horse and want to keep the wall the way it
is,
